Was Mezzacappa Hiding Income in 2011 Report?

When Tricia Mezzacappa first ran for West Easton Borough Council two years ago, she filed a "Statement of Financial Interests". The sole source of income listed was a private nursing care provider. Yet her LinkedIn profile states she has been providing massages since 1999.

Now she's running again, this time for both West Easton Borough Council and Northampton County Council. She's filed a new "Statement of Financial Interests." This time, she lists money she is receiving from the Estate of Joseph A Mezzacappa.

Here's my problem. Joseph A Mezzacappa is her father, who passed away in 1999, about 13 years ago. If she is receiving money from his estate now, wouldn't she have been receiving it in 2011, too?

Perhaps there's an innocent explanation. Perhaps not.

Under the state Ethics Act, a knowing violation of financial disclosure requirements is a misdemeanor.

In 2011, Mezzacappa only disclosed employment through a home health care provider. There was no mention on her statement of a massage business. In 2013, she discloses the massage business, the Sands Casino and the Estate. If she practices massage therapy, does she have the required state license?

@anon 12:35. There is NO state license for massage therapists in the Pennsylvania.

She put the wrong date at the bottom next to where she signed it. She wrote 12 instead of 13 for the year.

To Anonymous 6:35 AM - Check out the Morning Call, May 9, 2012, page 5, which reports: "Under the Massage Therapy Act, Pennsylvania is one of 42 states that require a state-issued license to perform massage therapy." The article goes on to report: "Since the statewide law took hold in late 2010, more than 6,100 state licenses have been issued, said Robert Jantsch, chairman of the State Board of Massage Therapy." In order to be licensed, applicants must receive 600 hours of instruction at an accredited school and pass an exam.

On Friday, March 15, Mezzacappa wrote on her blog that three Easton cops whom she identifies by name are "lazy losers who root for the bad guys." We all have the right to disagree with the police, however, calling them names and alleging that they "root for the bad guys" is way over the top. She lacks sound judgment and, in my opinion, is unfit for public office. Will her fellow Republicans repudiate her police bashing? As for her Statement of Financial Interests, the manner in which she filled it out was "lazy." The form contains several errors and is incomplete.

Mezzacappa's 2011 Statement of Financial Interests listed the name and address of her employer and the "position held" in answer to question 13. She also included the name and address of that same employer in answer to question 10 regarding direct or indirect sources of income. From this I infer that she knows how to fill out the form.

So why did she take a different tack in 2013? She chose not to include addresses in answering question 10, and in answer to question 13, "employment in any business," she checked "NONE" and therefore did not disclose "position held."

Is she employed at the Sands Casino or does she simply gamble there? Is she employed by Mezzacappa Massage or not? Does she do massage therapy? Does she own Mezzacappa Massage? If so, why didn't she report it in answer to question 14?

Bernie, I recall Mezzacappa writing that you offered to buy her a new car in 2011, but she refused. She probably was lying about the offer, but my point is she went ahead and bought a new car. It is unlikely that she paid cash. So why doesn't her Financial Statement list a car loan? My understanding is that any loan of more than $6,500 must be disclosed along with the interest rate of the loan. I assume car leases would be covered too. Under Creditors, she answered "none."

i would presume she paid cash. After all, she's got a trust fund.

Mezzacappa went through a personal bankruptcy and was under the court's Chapter 13 jurisdiction from 2005 to 2010. If she had a "trust fund," would she have been required to list it as an asset in her bankruptcy filing?

Speculation says, "The filing is bogus." She probably forgot the 2011 report, the rants she has posted, blogs stories she spit out there. The woman has no self-control. It seems she has received so many passes that she does not know appropriate limits.

Let the woman alone and let her run. You're nitpicking. She got enough signatures. She finds the forms somewhat confusing as do other candidates who aren't accustomed to the being candidates. A minor oversight should be overlooked,

I don't know what's so confusing about being asked to list all sources of income, direct and indirect. If that confuses her, how can she handle a County or Borough budget?
