That system is the ExpressVote XL — a full-face Universal Voting System that includes a 32" HD screen and an independent voter-verifiable paper record that is digitally scanned for tabulation.
At Council's August 2 meeting, Executive Lamont McClure said that the state would like to see the new systems in place during the 2019 election so that voters are comfortable in time for the 2020 Presidential election.
Pennsylvania is one of 21 states that Russian hackers attempted unsuccessfully to penetrate during the 2016 election.

Who said the Russians are voting for the R's? From what I've seen, they placed minimal FaceBook ads for both candidates in 2016, with no actual results. Just yesterday, it was reported that they were funding protests by the "resistance".

So at least you acknowledge that Russians are waging, for lack of a better term, a "Psy-Op" war against the United States.
Outside of hacking or attempted hacking, Russia is sowing major discord in the country, by fabricating then promoting events, people and opinions that agitate and irritate one group against another.
We're all so angry and fighting against each other, nobody is paying any attention to the true enemy of the people.
We need the President and Congress to get their balls back and put Putin's in a vice!

I don't know of a time in my life when the Russians, and their socialist allies in this country, weren't trying to undermine and overthrow the United States. And I don't think I'm alone in believing it.
What's maddening is that six years ago, the Republican nominee for President was mocked by the entire Democrat Party (up to the Presidential level) for suggesting that Russia was the country that posed the greatest threat to our nation. Now it appears that Democrats may have finally opened their eyes from decades of slumber.
I welcome the late-comers to the show, but I have to wonder whether the current concern by many isn't just a convenient excuse to try to undermine our current President.
P.S. - It's not just the Socialists in Russia that are trying to sow discord in this country. It's also the Communists in China and a long list of others.

Despite claims echoed again in Wilkes-Barre about the "Russian hoax," the rest of the gov't seems to acknowledge. It is true that the Russians have not been the only ones, but they stepped up the game to new levels in 2016. (I recall an old NBC news clip several years ago about how the Chinese had hacked into both McCain's and Obama's systems in 2008). However, 2016, and the way Russia took it to dividing Americans themselves, is alarming.
Anyway, it is disheartening to have the current occupant of the presidency continually being a fellow traveler in sowing the seeds of divisiveness, even after winning 2016 (as he loves to ramble on about, as he did last night-- touch of insecurity?).
Whether the constant hammering of lies comes from the T in rallies and on Twitter (and repeated by sycophants like SH on Fox, or from Russians, or from QAnon, etc, etc.) one cant help think of the quote, regardless of question of its attribution:

The press becomes the "enemy of the people". Anything negative is "fake news". Outrageous tweets or statements to create the shiny objects to distract from what is really going on. Etc. While many may just focus on the lie part of that quote, the middle part is also telling. If the Congress had a backbone; if the economy slid into a recession; or if we experience war/terrorism because of reckless or incoherent foreign policy, then he'd be hard pressed to survive. However, as long as the average Joe sees a good economy, and no war, they are happy enough to stay blissfully apathetic and tune out of the fatiguing coverage of this administration, and "overlook" all the things the "elites", "activists", "politically engaged" get upset about. Just look at Clinton in the 90s; life was humming along great in middle America, so who cares about BC in DC. As T said, "I can stand in the middle of Fifth Ave and shoot somebody" and not loose votes. ... However, I suspect things may change after the mid-terms.
More directly to your post, however, I think the Commonwealth should be funding most of this. Elections are a state function, and the Counties are essentially the "branch office" to carry out this function. Otherwise, a largely unfunded mandate.

There's not a shred of evidence revealed to date that indicate a single vote was touched by Russians or Russian-backed actors. Obama recently said the same thing, although his administration was at the wheel at the time and he may be hiding embarrassing information about his gang's own incompetence. If you believe him, you believe that conspiracy theorists pointing the finger at Russia are batshit crazy. And they are.
The less technology that is used in the voting process, the less of a chance of being "hacked", or vote totals fabricated by foreign nations.
The simple fact is that our voting system is highly decentralized and if we use manual methods of vote tabulation, the vote totals can not be tampered with and there are clear audit trails to verify the numbers cast for each candidate.
Going to a manual paper system of punch card ballots that are run through card readers is tried and true technology that has been around for decades. Yes, there will be some cards that will be rejected for one reason or another. So what? Those can be reviewed and either counted individually or rejected as invalid ballots. 99.9999999 percent of the others will not.
Also, that technology is inexpensive to purchase, inexpensive to use, and be used again and again and again. Not requiring expensive programming time and all of the other issues involving electronics. What if the power goes off and the electronic machines don't work ? A punch card can be used under oil lamps.
I've been in IT since 1976. Worked for both H-P and IBM. The more complex you design the drains, the easier it becomes to stop up the entire system. KISS works.

Right on Ovem...watch the distracting things the showman does, just don't look behind the curtain at the mess he and the spineless Republicans have created e.g. environmental deregulation, tariffs that are starting to bite, allies fighting their own ubernationalism because structures that have held for 70 years are weakened in no small part by the showman in chief (loves him some authoritarians though), largest national debt ever! how come he doesn't tout that I wonder? Let's get machines in place that can legitimately count votes. The states must take charge because the showman can't divorce his own ego from a valid threat to our nation. While we're at it, let's tighten rules on social media to at least meet European standards to help protect against the influence machine that is Russia et al.

5:26. You really must get some basic knowledge on hour our election system works. When you vote, you vote for electors. No one actually votes for a candidate. The electors vote to determine who becomes president.

12:06 by going to a paper ballot election, there will be a paper trail by default.
We should also use the Iraqi method of dipping a finger into an inkwell also, that will eliminate those who like to vote more than once.
