NorCo's 911 Center Soldiers On

NorCo 911 Station
At his news conference yesterday, President Donald Trump characterized those who have continued to work in health care as "warriors" who deserve hazard pay for their work during the coronavirus pandemic. That term could also be applied to first responders, emergency dispatch operators and corrections officers. It could even be applied to those who continue to work at your local grocery, truckers and warehouse employees.

Here's a timeline of what has been going on at NorCo's 911 Center:

3-5-20
Created Continuity of Operations Plan
Posted Hygiene Flyers throughout the Facility
Provided additional Cleaning Supplies
Created Stockpiles of Cleaning Supplies
Requested Dispatchers disinfect work stations at the beginning of shifts
Requested Shift Supervisors during building checks disinfect door handles, card readers, etc.

3-6-20
Email to staff regarding prevention of COVID-19 spread

3-11-20
Reminder of 3-6 email was resent regarding prevention of COVID-19 spread

Suggested bring Food for their shifts to reduce or eliminate food deliveries

3-16-20
Social Distancing Best Practices Email for both work and home

3-17-20

In addition, management has been directed to limit exposure to 911 Staff on the Dispatch floor unless required for 911 issues. A temporary dispatch facility at the Hanger Facility will be used if the primary center needed to be disinfected.

If an Employee Tests Positive - CDC guidelines would be followed and information relative to infected employee would remain confidential. The facility would be disinfected as necessary per CDC Guidelines

Mandation. - Year to Date, the county has mandated 19 times, with 4 in March.

I went to a store a week ago, and the very young checker - the only lane open - was petrified. I tried to chat with her and be pleasant, and her replies were short and inaudible. She was trembling. Imagine going to work for what, $10 an hour, and being that scared. I understand her fear, but I would quit. Maybe her pay goes to help her family or something and she has no choice. I felt really bad for her. I thank all the checkers I see in stores - they are in fact very brave, as is anyone dealing with the public. Of course, I feel that way all the time to a lesser extent - people suck.

Please write the judge and ask that Mayor Pawlowski be given a health discharge from prison. It was recently denied but a help campaign is encouraged to sway the Judge. The Mayor has pre-existing condition and should be allowed to be on house arrest for now.

Thank you for the update. There is no way to adequately socially distance and/or truly clean a work station at 911. You can try, but you need to log in and get busy. If you call for a supervisor, they need to come over to your computer and see what is going on and stand right next to you, maybe even touch your keyboard and mouse to help you, and do all these things urgently. *Bam* - it will pass through like wildfire once it gets in the door. And it will go through multiple shifts, due to the way shifts change in and out. Each emergency and nonemergency call now takes longer to process, with every call (medical or not) now requiring COVID questions to be asked. There are extra cleaning and supervision tasks, all falling on the supervisors, and we are down several of them. No one wants that job, it does not pay enough, and administration just throws all the extra cleaning and supervision tasks right onto them. Housing a minimum staff of 10 per shift at any backup location would tax resources and staffing and everyone is exhausted and stressed as it is. Think of this, if you will - all the stores where necessities are sold are now operating on very limited schedules, all kinds of restrictions for operation. Try to get what you need with people hoarding when you live alone and work shift work. Then try to have time to prepare said limited food to be able to take what you need into work, get adequate sleep, commute, and work 12-hour shifts...and stay healthy.

If 911 can do remote meetings, shouldn’t County Council be able to?

Pawloski did lots of hard work to get a 15 year sentence, earned every minute of it and should be allowed to serve the full term his with honor and dignity.

Panic inducing statements from ANYONE are not helpful. That any better, Bernie? Sheesh.

Regarding the Mayor... his crime does not fit the time! As a federal taxpayer, I object to having to pay nearly $1.5 million over 15 years to incarcerate him. Five years would have been appropriate with two thirds served with good behavior. It not like the Mayor was pocketing money and taking vacations, living in a mansion, paying for kids college tuition. He used the nominal amount of money for his campaign. While wrong, not deserving of 15 years!

This is a clear example of why you need to cut a deal with the feds as soon as you can. The federal system is a machine that shows little mercy if you exercise your rights to a trial by jury of your peers. You will most likely get convicted and the sentencing book is thrown at you like a hard brick. There is something wrong with the system.

Anonymous said...

The “something” wrong with the system didn’t just happen over the past couple years. Important to remember.

3:31, So are you suggesting 911 be shut down? You know how important what you do is to the public. I do not mean to be a wiseass, but do you know how many people out there are getting no paycheck at all and are having trouble connecting to unemployment? You are complaining about having to clean about part of your job duties and then complain about getting the virus. You complain about hoarding when that has nothing to do with your function. You complain about limited food, how about no food at all? I appreciate what 911 does and have always felt you should be paid more to work, but consider that unlike much of our workforce, you are still getting a paycheck and have a job. Many people don't at this moment. You should recognize that before complaining. I rec'd an email from a worker at 911, which prompted this story. One of the complaints is that workers there are not temp-checked before they start. I started thinking - isn't this something you can and should do yourself? If your temp is up, you could and should report off. I understand you are afraid, and Covid-19 is ten times more deadly than the flu according to Dr. Anthony Fauci. I question whether he would still say that today. In the US, the death rate is currently 1.9%, but that is based on those known to have had it. The actual death rate should be lower bc 25-50% of those who contract Covid-19 never know they had it. There really is insufficient data, and I would argue the mortality rate is actually lower. It is still much higher than the flu and because so many people contract it without ever knowing it, it is far more contagious. I do think it is something you need to be concerned about, but honestly think much of the fear is hysteria and overblown. I am much more concerned about kids not getting enough to eat bc their parents are unable to work.

Even though I consider these fears overblown and that Governor Wolf has created many of the shortages you see AND is responsible for hurting many people by shutting down the state economy with no advance preparation, I am speaking from my perspective, not yours. I appreciate what you are doing and recognize you are on the front lines. You do deserve recognition, as do prison guards and Gracedale workers.

Somewhat related to your post, Bernie. Most everything is being thrown out of perspective by panic.

Key examples here, the total number of virus cases includes PRESUMED cases. Very few in the media are failing to mention the great majority of deaths from this virus are from persons presenting with serious underlying medical conditions to begin with. Yes, Yes, Yes - there are exceptions.

If you come in with a CV indicator, and you already have a seriously weakened immune system, a death that follows might not be exclusive to just CV.

I've been regularly critical of county employees essentially on vacation while private employees are struggling. But this group is to be saluted. Yes, it's their job. But no job that requires you be there in this environment is an easy one. Thank you one and all. God bless you and your families.

In other news, the situation at Gracedale doesn't sound good at all. God help the residents, their families, and the staff and their families.

If an employee is confirmed to have COVID-19 infection, employers should inform fellow employees of their possible exposure to COVID-19 in the workplace but maintain confidentiality as required by the Americans with Disabilities Act (ADA). The fellow employees should then self-monitor for symptoms (i.e., fever, cough, or shortness of breath).

You'll see. It's becoming increasingly clear that the Trump virus already has a much better foothold than shown by confirmed tests.

You're whistling in the dark. And if someone who theoretically would've died in six months from heart disease catches the Trump virus and dies, it's still a Trump virus death.

You'll change your tune when this hits someone you know.

Most of us will survive a virus that kills between 1% and 2% of its victims. Maybe we'll wonder why we ruined our economy because of it. I have little patience for conspiracy theories. But who knew it would be this easy to decimate the American economy? I can think of a few suspects.

Here’s how I plan to label this situation we find ourselves in. A situation only those above the age of 80 can relate to personally. I’m not there yet, but close! From now on . . .

We are living during an ETHICS crisis in America. Within this, a PANIC VIRUS has come to our shores.

If the the label, PANIC VIRUS, is not appropriate to the standards, either ignore, or remove. Thank you.

Also a shout out to all our Law Enforcement Officers (LEO'S) for their commitment to keeping our communities safe during this pandemic. I'm sure the author of this blog just absentmindedly forgot to mention a whole nation of hero's.

You need to learn how to read. In my post, I specifically mentioned "first responders," and last time I checked, that includes police officers. I do not include criminal defendant Tricia Mezzacappa in the category of "LEO<" though she sees herself as such. Hysteria (too much fear) is spread by unneeded panic. People in panic tend to seek out any QUICK and EASY target to blame. Not likely the best solution for their well-being. A FAST path to reckoning for their mind? Sure. Examples include alcoholics, drug abusers, spouse abusers, rioters and looters.

According to the label on my last Clorox wipes here at home, they need to be wet on surface for 4 minutes to kill a virus. I can tell you that will never happen except with the last wipe in the container that’s saturated! All this wiping and sanitizing are merely “feel good” measures. Wipe your hands and hope for the best! Average Joes can no longer find sanitizer, wipes, alcohol, and have to stay home and wash their hands and hope for the best.

Anonymous said...

1:34 - You are correct! Thorough hand washing with plain soap after any expected exposure is just as good. Something else to keep in mind. The arrival of warmer weather (the temperature only part) is not enough to kill this Panic Virus. Temperature would need to rise to, at least, 150 degrees!

SUNSHINE is the virus killer. It’s the ULTRA-VIOLET RAYS put out by Sun exposure that count. Make every effort to be outside on SUNNY days.

And exactly how much fear is too much? When Trump says 100,000-240,000 deaths is a GOOD job by him (as though it's all about him), is that spreading hysteria?

My thinking is that Trump finally told some truth, the very truth that he ignored for weeks. He's simply telling us what apparently is on our way. Is it scary? Of course.

Maybe death on this sort of volume will get people to stop bitching about closed liquor stores and gyms.

Clearly we failed to plan well over the long haul (such as by stockpiling supplies wherever they might be made), but I'm not raising those issues at tis point.

Of more immediate concern is that Trump clearly as told that this particular virus could be serious and HE DIDN'T CARE.

President Trump today invoked the Defense Production Act to force six major medical device companies to produce ventilators needed for the coronavirus outbreak, following weeks of pressure to expand the federal government’s use of the emergency statute.

But it's Jan., or Feb. or even March. It's APRIL. Why is this happening only now?

Anonymous said...

PA is at 7,016 confirmed cases (almost certainly way too low due to minimal testing) and 90 deaths.

So at what point does it suddenly become "serious"?

Philly Inquirer:

As New Jersey’s COVID-19 cases surged to almost 7,000 Thursday, behind only New York’s, health officials in the Garden State and in Pennsylvania prepared guidelines doctors may be forced to use in deciding which critically ill patients will get access to life-saving technology and which will not.

The prime issue is access to ventilators, essential to keeping what could be thousands of severely ill patients breathing long enough to recover from the virus. Both states have acknowledged that they will be thousands of ventilators shy of what will be needed if the coronavirus continues on its current trajectory.

Anybody worried yet? Anybody wish that Pres. Numbnuts had acted earlier when many were begging him to do so?

Salon:

President Donald Trump lashed out at Fox News reporter John Roberts on Wednesday for asking about his administration's decision to disband the National Security Council's pandemic team prior to the coronavirus outbreak.

Trump first falsely claimed that the administration's botched rollout of coronavirus testing was former President Barack Obama's fault, even though the new coronavirus did not exist when his predecessor was in office and neither did tests for it.

"Remember this, we inherited — the word is we inherited — bad tests," Trump falsely insisted during Wednesday's White House briefing. "We really inherited bad tests, these are horrible tests."

In fact, the tests were created earlier this year by the Centers for Disease Control and Prevention, which is headed by Trump-appointed director Robert Redfield. The New York Times recently detailed how the administration "lost" an entire month in the fight against the virus by repeatedly fumbling the testing rollout.

Gosh, you would think TDS sufferers would know there were other folks involved in the coronavirus screw-up, but I guess that condition severely focuses outrage in only one direction.

"House Speaker Nancy Pelosi walked through San Francisco’s Chinatown District Monday, attempting to quell fears about the current outbreak of the coronavirus that has kept customers out of shops and restaurants and tourists away from the streets."

"Trying to get the word out that shoppers are safe."

https://sanfrancisco.cbslocal.com/2020/02/24/coronavirus-speaker-house-nancy-pelosi-tours-san-franciscos-chinatown/

Didn't the mayors of NYC and Philly also get a little side tracked in the early days? Something about no need to cancel parades or encouraging folks to go out to dinner and "make sure you tip your waiter."

But I guess some folks can't get a good lather going if they have to be objective.

On Fox News earlier today:

DR. RISHI DESAI: Yeah, they’re working on it. They should have been working on it for months. The fact is we knew about this from the WHO when? December 31, 2019! So, last year we knew about this. We knew the coronavirus was coming. We knew it was a respiratory disease. We knew it was person-to-person. Why is it that it’s this week that the FDA finally approved these new Abbot Lab testing—which, by the way, is one test at a time.

It’s a great test, but it’s one test at a time. It’s different than the labs that are doing mass-testing, right? So, this is a wonderful test, don’t get me wrong, but it’s one test for 15 minutes. That’s wonderful, but it’s not the same volume that you need. This is better for outpatient clinics and things like that.

We needed this months ago. You look at South Korea. South Korea and the U.S. had their first official confirmed case on the same date—January 19. Let me say, January 19, you look at what South Korea did and what we did. Their population is one-sixth of ours, look at the cases they have. Look at the mortality they have. It’s a trifle compared to what we are dealing with right now. Because we have had a very weak response and they had a really strong response.

I'm sick and tired of hearing 9-1-1 personnel complaining about their jobs. The only way one can get a job in NORCO 9-1-1 is to be fire department goober with connections or to wear knee pads. You take the job when you already know it sucks. You know the pay also sucks. Then after you get in you constantly complain about the job just like school teachers. If you are so unhappy then just quit and don't let the door hit you in the ass on the way out. You cannot be too bad off as sometimes one can hear dispatchers laughing in the background during communications.
If you don't want to dispatch maybe you can go to NYC and get a job as a washroom attendant.
And it you cannot find the proper food then eat canned Beefaroni like the rest of us who have lost our jobs. Get real.

HARRISBURG — Pennsylvania has received a fraction of the equipment it has requested from a federal stockpile to help battle the coronavirus, new data show, as state officials look to other sources to purchase more supplies, including life-saving ventilators.

Health officials said there are about 4,000 ventilators available at hospitals across the state, enough to meet current demands. But Gov. Tom Wolf said Monday that like many other states, Pennsylvania is actively searching for more.

“I think, in a perfect world, looking at a very conservative model, if we could get another 1,000 to 1,400 ventilators in Pennsylvania, that would be great,” Wolf said at a news conference. “So we're trying to do that.”

2:04, 5:41, and some other frequent posters, you are failing to acknowledge that the approx. January 19 date, the World Health Organization and others working with the “country of origin” was reporting there is NO evidence to show person-to-person transmission of this infection. The first evidence of Covid-19 was found on January 20. The mitigation process here began just a few days later, including stopping air travel to/from that “country of origin.” A decisive and radical decision, quickly labeled as racist. No surprise there.

Some states are better situated than others. I don't know when PA got its supply.

The test is whether all who need a ventilator will have one, and we're not quite yet to the point where that will become clear.

It's already quite clear that medical personnel don't have the PPE that they need, not to mention law enforcement and others who have no choice but to deal with the public.

It's already a disaster, well on its way to being a tragedy.

I might "like China", but don't know enough about what they've done to make a judgment, in part because it's hard to say whether their numbers are reliable.

I did see a picture today of a security guard in front of a store there, and he was wearing better PPE than do most of our ER people. Not a garbage bag in sight.

Maybe if the POTUS could have closed the borders there would be less criminals running around in the tristate area passing the panic virus to one another. Now we need to close the state line borders but the sufferers from TDS in Congress would put up some sort of diversion that the panic virus has become a racist and everyone should partake in the drink of death.

Yes, blame it all on the immigrants. That way you get two for one.

Not gonna work. Most of the public gets this, and we've barely begun to bury the dead.

A Globalist American company, 3M, has been discovered recently producing hospital face masks to sell to foreign countries while people are dying in our country. This Administration acted swiftly and forcefully. NO MORE! Reported by tweet directly from our Executive Branch.

You've got polls?

Civiqs poll, 44% satisfied with government response, 53% not satisfied.

Also recall Fox News, 61% believes feds not prepared, 33%? said prepared.

Suggest you also try Real Clear Politics and FiveThirtyEight sites.

Nothing in there about immigration sport.

I know you think your opinion is fact, but I'm guessing you are on the other side of the majority with regard to immigration and coronavirus.

Appears that Social Security will be solvent until 2070 will be one of the aftermaths of this pandemic. Congress will not have to kick the can down the road. Listening to cable news I agree with one of the comments above. The Trump virus is affecting Liberals more than Conservatives.

It looks like the red states will get hit soon enough, unfortunately. Then those governors can explain to their people why they were so unresponsive.

Ideology won't cure a virus.

Governments' stupid actions are just a reflection of some of the stupid people we have in our neighborhoods. Today's The Morning Call has a picture of some very dumb women taking a walk in their face masks and practically on top of each other. What part of social distancing and stay home can't people get? Do parks need to have their slides dug up out of their concrete mooring so parents don't let their kids on slides. The government isn't doing enough? Cut me a break all you selfish people out there. Go hoard some more toilet paper. Stay home!

Agreed. Your liquor stores and gyms will reopen soon enough.
