Michael Walker, Allentown Mayor Edwin "Fed Ed" Pawlowski's choice as Director of Community and Economic Development, was rejected by City Council in October. Though Walker cleaned out his desk and was prepared to move on, Fed Ed called him back and put him to work as Operations Manager with a salary of $89,709.
Council has reduced the funding for that position to $1.
In the meantime, reliable sources tell me that Walker has been driving a City-owned car and is using it to commute every day.
He lives in Philly.

Classic Eddie Pawlowski! Nobody never knows what this clown has up his sleeve or what his plans are. His transparency is demonstrably non-apparent and who knows why this guy [Walker] has been given very special treatment by slick Eddie. I can only guess it is nefarious at best. "Fed Ed" does nothing good for Allentown and its citizens, unless he benefits by it politically or economically. The city should pay his 2017 salary and buy him a one-way flight to Chicago. But the rotund one would not accept this and give up his desire for power. Therefore, Justice Department and FBI do your thing!
The city of Bethlehem has been letting police and fire officials who live out of town, even out of the state take city vehicles fueled with city gasoline home for years.

City equipment is used in the day-to-day duties of the position. Not for personal convince. This can be grounds for termination.
Public saftey employees are on duty 24/7. There is justification for using police cars to use for home transportation, as they are always on duty.

The City of Allentown has had a computerized gas card system for at least 30 years. All gas consumption is recorded
Unless something has changed only Bethlehem PD K9 officers are allowed a take home car (for obvious reasons). I believe the fire fighters taking cars home are some inspectors and deputy chief type officers. Again things could have changed with this.

What he says and what is happening may be two different things. Fran Dougherty was supposed to have lived here, too.
Walker stated that they are looking at homes and will move to Allentown at his confirmation hearing. He is still living in Philly. Unlike the bureau directors, the managing director is not required to live within the city. I am not sure why that is.
Whatever Democrats do is okay. Besides, Allentown has been a one-party city for so long and the citizenry are obviously quite happy to keep electing the same Democrat Mayor, the same Democrat All-Star Council of Rubber Stamp Apparatchiks Suddenly Transformed Into Righteous Heroes and so on down the party line. In the words of the great and all-caring Hillary Clinton, "What difference does it make?"
City Council are simply the Rats jumping off the sinking Pawlowski ship. If Ed doesn't get indicted, they'll jump back on the gravy train.

As a former city manager this doesn't surprise me. Abuse of city vehicle usage was common. Even lower and mid-level managers taking their city vehicles home, driving city vehicles in and out of city limits during working hours for personal reasons etc.
These were not police or fire employees but public works.
What about the ex-chief on City Council living (for free) in the house along the walking path in Trexler Park?

In answer to a comment above, the city for decades has had a system that allows city employees to rent city-owned houses within or next to parks. One intent is to preserve historic homes at no cost to the city. Another intent was to promote oversight of the parks, to have responsible people report vandalism and criminal activity. The rent is supposed to be fair market rent. However, if the tenant agrees to make substantial permanent repairs to the home, they are given credit towards the rent. Therefore, if a tenant for instance pays for a new roof on an old home, they may earn a couple years of free rent.
