Lehigh County Exec Don Cunningham has named Terri Harkins as the Acting Chief Clerk of Voter Registration in Lehigh County. Harkins replaces Stacy Sterner, who retired last week after 23 years of service.
Harkins has served as Deputy Chief Clerk of Voter Registration since 2006. She started working in voter registration in 1996 as a part-time clerk.

Now let's see if he is smart enough to leave the experience in charge. Or will he fill the position with one of his cronies or a donor.
The registrar is appointed by the Board of Elections, not Cunningham.

Who makes up the Board of Elections (in Lehigh County) and how do they get there?
It's covered in the HRC, Section 605. "The Election and Registration Commission shall consist of three (3) members, one of whom shall be the County Executive or his or her designee and who shall serve as Chairman. In the January following the year of election of the County Executive, the Board shall appoint two (2) members for four-year terms. One member shall be from each political party chosen from a list of five (5) names submitted by the County chairmen of the political parties polling the highest and second highest percent of the votes cast for all candidates for the office of County Executive in the preceding municipal election. If the Board does not receive a list of nominees by January 31, it may proceed to appoint two (2) members, selecting one (1) from each of said parties. Vacancies shall be filled in a like manner. With the exception of the County Executive, no person shall be eligible to serve on the Election and Registration Commission if he or she holds any elective public office."
