Stoffa: We Cannot Have 23,000 County Executives

A somber County Executive John Stoffa today told reporters he's instructed his Solicitor, Karl Longenbach, to appeal Judge Stephen Baratta's decision letting voters to decide whether the County can sell Gracedale, the County's nursing home. "We can't have 23,000 county executives making a decision and have a representative government," he reasoned. Stoffa's remarks are below.
Stoffa to Appeal Gracedale Decision

Stoffa didnt actualy think that we would get the signatures which he originally told us to go for it, now hes claiming its not legal. The people have spoken, let the vote be done by the people, not crooked politicians. I vote for a full investigation of Stoffa and Angle, somethings up there sleeves because they have been contradicting themselves since the get go! They need the cash from gracedale to cover there asses! QUESTION AUTHORITY!!! CALL THERE BLUFF

The irony. Residents who want to downsize County Government, get rid of Pensions, and criticize employee work ethic want to "save" Gracedale. Sure you do, because you want to admit your parents to the facility on the County's dime and are too cheap to pay for private retirement care. The old adage of "You can't have your cake and eat it too" fits well here...SELL GRACEDALE NOW, AND CREATE MORE COUNTY JOBS!!!

Anonymous said...

certainly there is 1 county executive and 9 council members. But when so many residents express their desire to call their representatives on a decision, the home rule charter lays out a method in which this can be done. no form of democracy is absolute. there are checks and balances. that an elected official doesn't like being checked on an unpopular decision is not in the least surprising.

hold the vote. if the vote passes, the consequences will be council either raising taxes or spending less elsewhere. If it fails, then the people have spoken and angle/stoff can rest assured that they have done right.

my guess is that angle and the R's are worried that the result will be much higher Democratic turn out than in 2009. That is why Angle wants this off the ballot. For stoffa, this is his last political stand. he has to fight this matter and he'd be wisest to do it at the polls.

Do you even know the price to admit a resident to a nursing home? Probably not. When your parents are old enough to be in a nursing home then let me know if you can pay for a private retirement center? I got news for you, no one is living there on the county's dime. Please tell me what money our county prisoners bring into our county? People have a lot to learn. You will find out the hard way when you want to put your parents in a home and can't afford a private retirement center and have no county home as an option.

Congratulations to County Executive John Stoffa for the oppositon to the judge's decision. It needs to be overturned.
The issue has never been about the folks within the walls of Gracedale, its been about the union jobs and particularly the jobs for the bosses of the union. The rank and file of the union were willing to negotiate the bosses were not.
Unionism is decreasing in this nation. They are directly responsible for the elimination of industries like shoes and textiles in America. They are responsible for the lose of factories like Bethlehem Steel in our own area.
Industrial unions make up a very small percentage of union workers today. Most of the union workers are those in the public service sector, teachers, police, firemen. And the big problem with them, as we are now finding out, is the freebies that they got, free health care, dental care and eye care. In addition the pensions were not, as we now see, properly funded. Those of us relying on one of those pensions could see huge reductions or the elimination of those pensions. Why? Because guys like Tom Ridge failed to start paying for the teacher increased pension at the time they went into affect. Ridge put the first payment in 2012 as he started a 25%increase in teacher pensions and a 50% increse in the pensions of the state legislators. Union Governor Ed Rendell had 8 years to remedy this and failed to do so. In fact he kicked the can down the road again. Meanwhile the billion dollar debt keeps growing. Wake up folks we are in trouble and if you do not believe that look at the increase in commodity prices. Oil at $100 per barrel, gold over 1400 and silver at 34

You completely missed my point. You can't vote on saving gracedale if you have a problem with paying county pensions.

unions are not to blame for the financial problems of america greedy politicians and corporate theives who give "donations" to would be & elected officials for "favors" including selling off of american jobs to foreign employers with little or know workplace rules and no minimum wage, exploiting their workers rights which in america we have thanks to unions. also most gracedale jobs are paying less than $40k except management

Anonymous said...

We have had two County Executives for the past five years; Angle/Stoffa.

so why the need for one.

Anonymous said...

Battle Cry you need to relax. The Corporate Dream of getting America to third world status is almost here. It started in the 80's and is on course to be completed within 50 years.

The novel idea of a middle class will be smashed along with the other dreams of all those WWII vet's who worked hard to live and have their kids in a better country than others.

SAD Reality!!

The US is fast approaching the regular status of 2 to 5% wealthy and the rest of the people fighting each other over the crumbs.

As to the County, the public union like other public unions will be reformed as they have no choice. As to Gracedale, it's not all about the unions.

Many people correctly understand that the law of the land will always place the care of the elderly on the counties shoulders. Once Gracedale is gone the County will be at the mercy of private companies who can charge whatever they want.

Before you scream about "free enterprise and competition drives prices down", we haven't had "free competitive markets" for over 30 years.

Once a company knows the government must buy a service they can stick it to them big time.

Angle and Stoffa are selling you short-term kool-aide that will end up as long term goat-piss.

But that is there brand of leadership.
Whichever mob screams the loudest.

There is no leadership in Northampton County.

To the battle cry of freedom have you ever heard of the Walker act of 1935? Try reading it!!

Stoffa tells the petitioners to circulate a petition, and wished them good luck. Of course he never thought they would succeed. Now he take them to Court all the while sicing his two goons Angle and O'Hare to tear them down.

Not only is John Stoffa a hypocrite but he is also a disingenuous conniver. He pretends to support you to get your support but really is just a big time con man. A major disappointment in government. Of course to those who have worked with and for him none of this comes as any surprise.

Anonymous said...

Nonsense. Most counties don't have nursing homes and people there have places to go. This is truly all about public sector unions, pensions, and benefits. Specifically AFSCME which represents most county employees and cannot back down. They've been exposed as the money and muscle behind this effort. If AFSCME wins the appeals look for them to dump big $$ into the referendum. When Stoffa loses the appeal or the referendum, either taxes will go up or services will have to be cut.

Anonymous said...

why all the AFSCME bashing what about the steelworker union and thier rn's who earned $120.000 and $150,000 when their base salary is $60,000 all the rest overtime , remember their are two unions at gracedale not one

Anonymous said...

everyone forgets how wonderful the union was when stoffa attended union picnics etc.... when he wanted to get elected .... by the way stoffa gets 2 pensions !

Bernie O'Hare said...

Actually, he could be getting two pensions, but chose to work instead.

Good Point!! Some tend to forget Stoffa gave the Corrections Officers big time raises. Angle called it a great contract and supported it. Stoffa gave the PSSU caseworkers 7-8% raises. Angle called it a great contract and supported it. Stofa's team negotiated hefty raises for the Gracedale nurses, then the Tea Party hit Northampton County and Stoffa says, "who me?", not my contract, I know nothing of it. Angle jumps on board as well.

This is just bullshit political pandering by two of the most disingenuous politicians to ever come down the pike.

Stoffa has slurped at the trough longer than most and will get even more in retirement. Give those of us who live in the real world a break.

You fools keep following this dynamic duo. They will dump you as soon as it is politically advantageous.

They made big concessions, and received moderate raises which were fair for both the County and the Employee. A little foresight went a long way in their case.

To turn this into one union against another is exactly what they want.

Repeating the same lie over and over does not make it true. There is no $60 MM slush fund, as he's called it, in the County coffers. Angle will be rebutting McClure's misleading and flawed op-ed, designed to make points at election time.

Bernie O'Hare said...

"the only leadership anyone saw was you leading the way and leading stoffa by his nose !"

There is one County Exec, and he is John Stoffa. He was elected by the people, and overwhelmingly re-elected by the people. Stoffa follows his own counsel. If anyone thinks others can lead hom by the nose, they do not know him or his administration.

He will ask his cabinet for advice, and then he makes up his own mind. He's been criticized for taking so long, but it is what he thinks is right, not what someone is telling him.

Take this appeal, for instance. Stoffa thought long and hard about whether he should even appeal this at all, which seems like a no-brainer to me. He deeply cares about what the people who voted for that initiative were saying, and he respects the Court. Until yesterday, I really had no idea whether he would appeal.

That's his style. He does what he thinks is right, and Angle has discovered more than once that Stoffa is in charge and no body else.

I respect and admire John very much, and no matter what he would have decided, I know it would have been his honest belief and an attempt to do what is right.

We could use a few more leaders like him.

McClure is so full of crap he should have his diaper changed. Regardless if the county has a sufficient fund balance to prop Gracedale up for a couple of years in the end it will still fail. The trends are for less reimbursement from state and federal sources, skyrocketing labor costs, and a poor business model. Gracedale will deteriorate or gouge the county's taxpayers for generations to come. In a couple of years there may no longer be a serious buyer showing interest in the facility. Then it will be too late. We have a repsonsible buyer NOW willing to pay $35 million to save the county millions of dollars in the future. There is no reason why this county, or any other needs to run a nursing home when 90% of similar facilities are operated successfully by the private sector. This is all about the unions trying to push taxpayers around like the disgraceful behavior of teachers in Wisconsin. Bravo Mr. Stoffa for doing the right thing in preserving the county charter and saving our taxpayers from having to subsidize a facility doomed to bankruptcy if kept in county hands.

Lighthouse said...

This is probably too long to be read, but put it out there anyway...

Stoffa: "It is my belief that the forefathers of this country wanted a representative democracy and not a petition form of government..."

Federalist 10 (Madison): "It may be concluded from this view of the subject that pure democracy, by which I mean a society of citizens who assemble and administer the government in person, won't cure the harm caused by faction. In a pure democratic government, a common passion or interest will, almost always, be felt by a majority of the whole. There is nothing to check the inducement to sacrifice the weaker party or obnoxious individual.

"Therefore, such democracies are always spectacle of turbulence and contention. They are incompatible with personal security or property rights. Their lives are as short as their deaths,....

"A republic, by which I mean a government with a representative plan, suggests a different expectation and promises the cure we are seeking....representation, refines and enlarges public views by passing them through the chosen body of citizens...Under this system, the public voice, as pronounced by the representatives of the poeple, may be more in line with the public good than if all the people gathered and spoke for themselves."

Of course, the caveat: "on the other hand the effect may be inverted. Men with local prejudices or sinister designs may...be devoted into office, then betray the interests of the people." But the cure? As Stoffa said, "this is why citizens are elected to office for a specific term and why voters can vote them out of office if they are dissatisfied."

Whether you agree or disagree with him on Gracedale, he is right about this petition.

Unions,Unions,Unions are they the real problem or is it the so called fakes that people elect.Example the county at one time sat on a 16 million fund then that turned into 44 million and now accordig to them they sit on 60 million of tax payer money. One council person states its a so called rainy day fund, wake up people its pouring outside. The 35 million from Gracedale will be gone in the blink of an eye what then hmmm!Guess what taxes will go up!Bernie why dont you post all the property Ron owns and lets see what a tax increse this so called bulldog might get,Iam sure you can get it being a title sercher, and by the way why dont you remind your readers of the Walker act of 1935?

Mr. McClure is misleading you. The county moved most of the money to "dedicated funds" instead of letting it sit in one fund. The county did this in order to get in line withh the Government Accounting Standards Bureau. Thus the tens of millions that McClure likes to site is really about $7million in the rainy day fund.
The other thing you might want to keep in mind is that we are in hard times, hard times that could last at least 3 more years and maybe 5 years. Wake up and smell the roses. We are going to see a lot of changes because more and more people are making changes in their lives and one of those will be relatives who will be taking parents into their home. Gracedale and other such places are in trouble. Do you really think we can sustain people paying $7800 per month, not including meds, at Gracedale. Their population is going down and while reported at 630 it could well be below 600 inhabitants.
As to Mr. McClure, he needs to tell the truth.

Battle cry I agree. I have not seen the county financials, but one thing is for sure. Mr McLure refuses to accept the reality that gracedale itself is losing money hand over fist for a variety of reasons.

He does not understand the loss in federal reimbursements for medicare and medicaid will make it impossible for gracedale to EVER be in the black unless the unions take MASSIVE hits in pay and benefits.

Many private homes are going under and selling out to conglomerates...look around

Not all unions are created equal. The problem is public service employee unions. They need to be eliminated. Their members will continue to enjoy the strong protections of the Civil Service Code, but not be able to hold taxpayers hostage and be used as a paid-for voter bloc for Democrats. Private sector unions are critical to the free market. They've been painted with the same foul, broad brush as their greedy and slothful public sector so-called brethren.

Why do you think he was given the list of Republcians to hire for his cabinet. Why do you think he was given no Republcian opposition in his re-election bid.

He and the goons on County Council will destroy Gracedale and damage the health and safety of the residents just to bust the union.
