UPDATED: Three Candidates Running for Wind Gap Magisterial Seat

Magisterial district judges, sometimes called the peoples' courts, are the frontline of our state's justice system. They handle the lion's share of cases, from neighborhood squabbles to landlord and tenant disputes to parking tickets. A magisterial district judge must be 21 and a state resident who has lived in the magisterial district for at least one year before assuming office. Terms last for six years, and nothing prevents other employment, though that is becoming less common. A minor court jurist can an attorney, but can be a nonlawyer as well, so long as he he can complete the training to be certified by the Administrative Office of Pa. Courts. Salary is $113,713 and is tied to the cost-of-living index, so it goes up each year. This year there is one open magisterial district in Northampton County, and three people are in the hunt. The three candidates running are Ellen Kingsley, an assistant District Attorney; Rob Kemmerer, former Director of Northampton County's Pretrial Services Department (he actually resigned that position to run); and Matt Flower, This district covers Bath, Chapman, Stockertown, Wind Gap, Bushkill Township, Moore Township - Phillips and Eastern Districts and Plainfield Township - Plainfield Church District. The purpose of this post is to describe the three candidates and where they are getting their money. 

Ellen Kingsley. - A 1999 graduate of Widener School of Law, she has primarily practiced family law. She is also an Assistant District Attorney, where she serves as Chief of the Domestic Violence Unit. District Attorney Steve Baratta told County Council last week, "If she is fortunate enough to win, it will be a big loss [to his office]." 

Here's her campaign as she summarizes it herself:

"In order to serve as Magisterial District Judge, you either need to be an attorney and member of the bar of the PA Supreme Court or be "certified" by the Minor Judiciary Education Board. To get certified candidates who aren't lawyers need to attend a 4-week course in Harrisburg. It is not required of attorneys since they have a law degree and, usually, experience. My three-year law degree, 26 years of experience in both civil and criminal law, including litigation in front of MDJs, and in ruling on and handling appeals from the Magisterial Districts make me the most qualified candidate."

Her nomination petition was challenged in court by Flower but he lost. Those two then engaged in an online battle in which neither looks particularly judicial. 

Her campaign finance records reveal that she is largely self-funded. Aside from a $2,500 contribution from Jake Olsson, an employee of ScrbeAmerica, most of the money in her $3,525 Pre-Primary Finance report and 24-hour reporting comes from herself. She appears to have spent $3,286.37 on her campaign. 


Matt Flower
- On his campaign page, he states he holds a bachelor's degree in criminal justice and is currently employed by UPS, where he also serves as a Teamsters' union steward. He vows he would approach "each case with impartiality, integrity, and a focus on upholding the rights of all parties involved." On his campaign literature, he claims to have the "full endorsement" of the Republican party. He was endorsed by the county executive committee, not the entire party. Slate Belt Republicans tell me they make no endorsements in contested primaries. 

Flower has a checkered past  with a string of arrests in multiple counties going back to 2002. Everything from harassment to driving without a license. He's also been involved as Plaintiff or Defendant in numerous Protection from Abuse Act matters. He also admits to "peacefully demonstrating" at the capitol insurrection on January 6, when domestic terrorists or freedom-lovers (take your pick)  ransacked the halls of Congress. He denies participating in any violence. and claims he's been "cleared" by the FBI. "I am not afraid of arrest, prison or rogue judges," he adds.

his then wife, she was pregnant. A Facebook page, No Way to Matthew L Flower, contains what purports to be text exchanges between Flower and his then wife that are pretty disgusting. He did pay a price for them in court and even he acknowledges his statements were "inappropriate."

A judge has to keep his cool. He didn't. 

As a constable candidate, he pledged to refuse to enforce PFA orders. 

More recently, he was caught up in a Republican county committee kerfuffle after members discovered that his current wife was posting videos of their sexual trysts online for profit. 

Campaign finance records show that he has received $3,125, including a $1.225 loan to himself. 

Rob Kemmerer. - A graduate of East Stroudsburg University, Kemmerer has worked as a NorCo probation officer and was Director of its Pretrial Services Division. He resigned to run for this open seat. His department is responsible for making bail recommendations to magisterial district judges when a defendant is preliminarily arraigned. He is highly regarded by both the bench and bar. A prominent criminal defense lawyer told me Friday that Kemmerer could be called day and night for help in setting bail. 

He's been endorsed by the Northampton County Republican Women’s Committee, former State Representative Marcia Hahn, and former Northampton County Council President Peg Ferraro.

Campaign finance records show that he chose to self-fund his campaign instead of forming a committee and seeking contributions. He has spent $11,800.04 for the usual campaign expenses, including a consult.

The Northampton County Republican Committee is the official and only recognized Republican Party organization in Northampton County.

It is chartered by the Republican Party of Pennsylvania (PA GOP).

It is the only organization authorized to endorse candidates, organize official GOP events, and represent Republicans across the county.

Its leadership is elected by Republican committee members from every precinct in Northampton County.

Any suggestion that there is another group with equal authority is false and misleading to voters.

Matt Flower received the endorsement of the Northampton County GOP Executive Committee—a recognized and legitimate group of elected Republican leaders. That endorsement is real, official, and meaningful.

Do not be misled by misinformation or backroom politics. Support candidates who are backed by real Republicans—those who serve the people, not the establishment.

The fact remains that the Northampton County Republican Committee has endorced a candidate whose only qualification is that he has extensive experience in our justice system as a defendant. This is not accusation it is backed up with verifiable facts. Search his name and you will find the news paper accounts verifying these facts.

I've met both Flower and Kemmerer. I've also done my research on both of them. Kemmerer is a stand up guy. Flower on the other hand is a known abuser and alcoholic. The choice is simple. Vote Kemmerer May 20th!

Simply not true. Matt has consistently challenged violations of law and helped many others through the legal process over the years. Those activities may not get headlines, but they were threatening enough to the system that PJ Craig Dally and prior DA Terry Houck tried to silence this guy with a grand jury investigation that ultimately failed.

This is a repost of an email that I was sent with a quote from the chairman of the Moore Twp Supervisors, who has apparently endorsed Flower as well:

I think Glenn Geissinger has some explaining to do. Why is the Northampton county Republican committee propping up and endorsing a known woman abuser with an extensive criminal history? Isn't their job to vet the candidates and put forth the very best for the position? How can we trust the NCRC right now with this kind of leadership? If Glenn didn't know Flower was this big of a piece of sh*t he is inept and not fit to hold the position of chairman. If he did know, then we have an even bigger problem. And I'm sick of hearing people defend him by saying he was never "convicted" of a violent crime, there are plenty of documented incidents where he has openly admitted to beating and strangling women. I think many of us have seen the screenshots by now... In his own words how he spoke to his ex-wife and told her she deserved every beating she got and that he would kill the next woman who messed with him. He didn't even show any remorse for the loss of his child after that beating. There are also newspaper quotes where in his own words he admits that he did it. Just because he wasn't convicted doesn't mean he didn't do it. Sometimes things fall through the cracks in our justice system. This man is dangerous and the NCRC is complicit in helping to put him into a powerful position. They have endorsed him officially and they have also donated to him financially. I think the NCRC and their chairman Glenn Geissinger owes us some answers!

When I chose to endorse Matt Flower for Magisterial District Judge, I didn’t do it to play it safe—I did it because he’s the only candidate in this race with the courage to speak the truth.

There’s been a lot said about Matt’s past, but he’s been clear: a lot of it is false, politically motivated, or twisted by people who feel threatened. That’s not unusual in Northampton County. If you challenge the system here, you become a target. And Matt’s been targeted because he’s the only one calling out what no one else will.

We have a federal lawsuit against the entire trial bench. That’s not gossip—that’s real. It should concern every voter in this county. And while others look the other way, Matt’s stepping up. He’s not afraid to name the problem, and he’s not afraid to take it head-on.

He’s not trying to fit into the courthouse culture—he’s trying to hold it accountable.

Have they not seen the pages and pages of texts that **Mr Flowers acknowledged were his both IN COURT (and in online spaces)** that he sent his ex wife? Because he very plainly admits to beating her and causing her miscarriage. Further- He boasts about it and says that he "would k*ll her unborn child 10x over". You know... In addition to sending threatening messages about r*pe and saying he "looked into hiring someone to k*ll her". -- How much more PROOF does the NORCO GOP need exactly?

As a candidate for Magisterial District Judge, I am fully bound by the Pennsylvania Code of Judicial Conduct. I take that responsibility seriously—and if elected, I will honor it with impartiality, discipline, and integrity.

But let’s not pretend this race has been free from political interference.

I’ve been targeted in the past by politically motivated legal actions, including a period of incarceration and a grand jury investigation—measures that, in my view, were intended to silence my advocacy and discourage my public service. These actions were not about justice—they were about control.
And they failed. The conviction in question was ultimately reversed in my favor, and the investigation produced no charges or consequences.

I’m still here. Still standing. And still fighting for the people I’ve always stood with.

Over the years, multiple judges have recused themselves from matters involving me—long before I ever became a candidate. In one instance, a judge stepped aside after their campaign publicly criticized me during a prior political season, despite the fact that I was not even a candidate at the time.

In another matter, during a public court proceeding where I exercised my right to request a judge’s recusal and continued to explain why ON THE RECORD, the judge stated from the bench: “Do not ever bring him to my courtroom again.” That statement wasn’t about behavior—it was a reaction to being challenged. To me, that moment revealed not disruption, but discomfort—discomfort with accountability.

I raise these examples not to attack anyone personally, but to show something bigger: the system knows when it’s being challenged. The resistance I’ve faced hasn’t come because I broke the rules—it’s come because I’ve refused to surrender to them.

Ironically, those most determined to keep me off the bench should understand this: if elected, my public speech will be further restricted under judicial ethics. But their concern has never truly been about judicial competence or character—it’s been about the fact that I’ve never backed down from speaking the truth, and I am not going to start now.

I won’t be intimidated. I won’t be silenced. And I won’t pretend this system always works for the people it’s supposed to serve.

I’m running to restore trust, defend constitutional rights, and bring fairness—not fear—into the courtroom.

If that’s what you want in a judge, I humbly ask for your vote on May 20.

I’m in Bushkill. Most of my neighborhood is republican. We are just finding out about this guy and NOBODY is happy today. Two guys already voted for Flowers by mail and they’re pissed. This is bullshit County GOP! We’re talking about getting together and getting involved because the this is insanity. .

It's not a smear campaign when it comes out of Matt's own mouth. Do even a tiny bit of research and you will see you are supporting a smooth talking psychopath who has you all fooled. He knows exactly what to say and how to say it and that makes him even more dangerous. Even his current "wife" has posted about his abuse on her personal Facebook page on multiple occasions, only to take the post down an hour later (under threat most likely). There is even a video floating around where she secretly recorded him admitting to choking her. You don't have to look forward to find the truth about this coward. He is a duplicitous chameleon who morphs into whatever he needs to be to accomplish his goals. Do some research guys, this "man" is a piece of trash who beats women for fun. I think you will find you are in the wrong side of history backing this guy.

"Everyone makes mistakes in life" flies when we're talking about a petty theft from a person's teenage years, or mayyybe even a DUI. It does NOT fly when we're talking about violently beating a woman until she miscarries, then sending her random texts at 3am years after the fact to tell her she deserved to lose her baby and you'd do it again "10x over".

Have you completely lost touch with reality? Are you not seeing that when his messages were posted to the Bushkill group Flower tried to claim this was *checks notes* ah yes... self defense... And then went on to say he has no apologies?

Between that and the fact that his current wife has posted alleging physical abuse several times, and his record of getting physical with other people, it's pretty wild that anyone would endorse this guy... let alone try to speak on his behalf and claim he's learned from his mistakes and has "become a better person".

Shame on you.

Shame on the NorCo GOP.

The people here and on social media are acting as if violent acts fall my from sky in my presence. The facts are that violence was initiated by a partner during an awful marriage almost 11 years ago...numerous times. As I am not in the habit of allowing anyone to behave with physical violence towards me, I responded and I ended the threats to my safety.

What people need to understand is that when you initiate an attack upon a person, whatever happens after that is your fault. You could be injured, or even die, and innocent people around you may be caught up in the chaos. I engaged in lawful self-defense defense and I do not regret it to this day. There was no miscarriage as has been suggested, because there was never a pregnancy. Even if there was, the consequences of the violence in question lay squarely on the person who initiated the violence.

The text message screenshot floating around may or may not be accurate as I haven't read them all. What I do know is that one night, approximately 4 years after my separation from this physically aggressive and manipulative woman, I made the mistake of telling her exactly what I thought of her in an extremely nasty text message. I did this after four years of hell that she put me through and still puts me through to this day, even after over a decade of separation. Was it appropriate? Obviously not. I have been judged for those text messages and I paid the price...years ago. I make no excuses for speaking to anyone that way, but those texts change nothing. I was attacked, I responded, and I don't regret my response. I would have engaged in the same physical behavior to protect myself or anyone around me. No one should be expected to tolerate such an attack without responding.

Attacking a person is a risky move, and can cause injury and harm to the person you attack, yourself and others. That why we dont allow it.

Believe me. Don't believe me. It really doesn't matter. I will still be here, keeping a watchful eye and ensuring that your rights are never taken away without a fight.

The video has been popping up on various township sites but seems to get taken down quickly. The mods are probably concerned with leaving it up for legal reasons since she seems to have recorded him without his consent. But once you hear it you can't unhear it. All I can say is wow here we go again. The use of public media to slant their opinion towards one political candidate is astounding. While nobody’s past is perfect. When I see an overwhelming hatred towards a candidate, I am more inclined to vote for them because I know that in this day and age The one that’s going to do the most for you. Is the one they’re going to pick on the most. That is why when I go to the polls, I will be voting for Matt Flowers . I do believe that he will stand up for everyone. Being a Stewart in the union says it all I have been a union member for most of my working career and it’s very hard to find people to stand up for others. Most would rather ridicule or Hide in their shell and hope for the best.

I’ve known Matt for many years I fully support him because I know that when you have a target on your back everybody’s after you. That’s why on Tuesday for the primary I will be fully supporting Matt Flower and everyone I can contact. I will be sure to get out the vote for him.
Another thing there are slimy parts of the Republican Party that are going after him because he showed leadership and started moving the party in the right direction Several years ago.

When you consider everything in the news/ on the record/ everything posted and later removed by his current wife / all he admits to and gloats about in his texts to his first wife etc... it's terrifying to think about how much he's probably done that got plead down, dismissed, or just never brought to the police at all... How much was said and done that there *isn't* a paper trail for or a written record of...

Abused women usually cover things up for their abusers for a pretty long time before it starts to click that the abuser won't ever change. And the police don't always have enough to make charges stick (nor do they always pursue things when they should unfortunately).

But she seems to be very political and posts in support of several other candidates on a regular basis. You would think she would be promoting your run for judge constantly on her page. It's almost as if she's afraid of you having that kind of power. And I'm sure as long as she is still with you she will continue to speak positively about you in public. That's what abused women do. I ve seen bullshit DV arrests, but here there is a pattern. There are texts. There are his own statements. Most troubling to me is the quote from the MC of him stating he wouldn’t enforce PFAs. That could get people killed. It could all be bullshit and he could be a nice guy, but why take that chance when you have a guy like Rob Kemmerer on the ballot. This is basically a glorified part time traffic court/preliminary court. Nobody in this job is “cleaning out the courthouse” ect ect. By the way, the reason everyone wants the job is it’s a part time job for a 113 k a year plus a 3 multiplier on your pension. The office is open full time but the Magistrate is there when he wants to be. This is NOT a government change agent job lol. It’s a gravy train is what it is.

FACTS

1: The NCRC endorsed Matt Flower, the vote was one no and the rest yes. That covers a wide range of individuals many like my self have worked with Matt to advance the rejection of progressivism. And with Matt's leadership we have had success.

2: I have known Matt and Marge Flower's for about three years. They are raising a combined six children together, no easy task, especially since the Northampton Courts have deprived both of them of proper due process.

3: Much of the animus toward Matt are from individuals who have been thwarted by him because of their belligerent behavior and destructive efforts to undermine Republican candidates that they did not support, even after the primary's. One such candidate to have been affected by their efforts was Lisa Sheller; in fact it could be argued that they gave us a third term of congresswoman Susan Wild. An unforgivable accomplishment!

4: I too have had my dealing with the family court system. When my marriage was coming to an end I, like so many others, wound up in court. It did not take me long to figure out the courts rule general against fathers. Like Matt I took aggressive actions because I too wanted to divorce my wife not my daughter. I joined a fathers rights advocacy group and thus became politically active. Also like Matt I realized that finding an attorney to actually fight the system was virtually impossible, so I became a pro-se litigant. To what end? I continually lost in court yet in the end cost my future ex-wife thousands of dollars in legal fees to pay her attorney. The result was I got to help raise my daughter and even became the custodial parent for several years working with my ex to my daughter benefit, no thanks to the courts. She is now 43 years old and a productive citizen.

5: When you share common principles with others it is only right to support them. I share much will my young friend Matt Flower and support him. One last point; all of the anonymous critics who I am quite sure are Christians need to go back to the gospel and study up; redemption is a thing, forgiveness is important. How many of those who fell only to rise and lead are in scripture. Maybe it is time to stop being hypocrites and embrace the truth. I endorse Matthew Flower for the position of Magisterial Judge for Court 03-3-02.

These aren't facts as you state because I know with 100% accuracy, point one is incorrect. There was AT LEAST five no's. I had a prominent member of the committee tell me to my face they didnt say yes or no because they're afraid Matt would burn their house down. Makes me wonder how many yes votes were out of fear.

Point four, if the courts always side with the mother, why did she lose custody of her five children? You say they're raising 6 kids as if they have custody of them. They have visitation rights. Not the same thing.

I'm a Christian and if anyone needs Christ in this situation it is Matt. Redemption is real but Matt is still abusing regularly. Open your eyes Al Smith!

Next I did not say they have custody, however they are raising these children as do other divorced non-custodial parents do. I said custody is "generally" given to the mother; the percentage varies from state to state, but averages over 90% for the mothers. If these numbers happened in any other area it would be labeled discrimination. As far as you being a Christian I will leave that between you and the Creator.

His wife Melissa Gogel works for Allentown police, she ran for Magistrate in Lehigh Township and loss ohhhh again a Flower supporter and she will try to run for magistrate again.
