Amy Trapp Looks Out For The Ruling Class

When Amy Trapp was confirmed as NorCo's Human Resources Director in late 2015, I was favorably impressed. She had been the HR Director in Allentown, where she claimed she was friends with one and all. She vowed that would continue at Northampton County, where she would visit offices regularly and get to know people. She had the support of John Stribula, who at that time was President of Allentown Firefighters (IAFF, Local 302). Allentown employee Mike Twining, a crime analyst who represented nonunion employees, also spoke on her behalf. By a 7-2 vote, she was confirmed with a starting salary of $104,328. I would have voted for her myself. I told Scott Parsons and Bob Werner that, by opposing her, they were just playing politics. She would be an employee advocate.

I was wrong.

What I failed to realize is that Trapp has a modus operandi. It's something I learned about later, from Allentown employees and with my own eyes. Basically, her gimmick is to befriend certain people and play them off against each other. She did that to me, and I fell for it. She was more than willing to trash other cabinet level officials behind their backs while befriending others. It was only after the time clock issue, when either she or her husband posted that "entitled spoiled brat government employee" remark on my blog, that I finally got wise to her. What I have since learned is that if she wants to find an "entitled spoiled brat government employee," all she needs to do is look in a mirror.

As she made clear to DA John Morganelli with respect to the time clocks, she very much believes in a different set of rules for different classes of people. The ruling class can pretty much do what it wants, while the underclass better punch in.

At one time, she was Director of Human Resources in Allentown. I have checked her out with employees there. People besides Mike Twining, whom she rewarded with a job here and trips to Vegas and New Orleans for supporting her.

When she was hired in Allentown, the first thing she did was force everyone out in the HR department and recreate it in her own image. She brought Courtney Kendzejeski into Allentown, and now she brought Courtney from Allentown to NorCo. Mike Twining, a 911 supervisor who caught her eye and became a "crime analyst," was also imported here.

In Allentown, she befriended Allentown cops and building maintenance workers, telling them all about certain surgically induced physical enhancements she had done to herself. This should be private, but she proclaimed it to them. According to one Allentown worker, "I went into HR one day and she was in an ultra tight short skirt and she was leaning against a desk regaling the guys with her 'body'."

Seeking to be the center of attention, she would wear provocative outfits in Allentown and had to be told to tone it down.

As for the Allentown cops she befriended, most of them now have Facebook profiles under assumed names or not at all. She would Facebook friend them and then use information obtained to hurt those who could be sacrificed.

In just one year in Allentown, she fired or forced 23 people to retire.

Some employee advocate.

In Allentown, she also started the practice of forcing office managers to attend weekly "training" sessions.

In Northampton County, Trapp has followed the same pattern. She cleaned out the HR department and remade it in her own image. She brought a hoverboard to the courthouse and actually used it to make copies.

She admonishes employees if she catches them in sneakers or casual garb, while she dresses however she wants. Several months ago, an employee in the Juvenile Justice Center passed away unexpectedly, and Trapp went down to console employees ... in flip flops.

Perhaps the biggest illustration of her belief in a different set of rules for the ruling class is her penchant for bringing her dog to work.

She hides it in her purse.

Any county employee who did that would be disciplined if not fired. But just as she drives without a license, she does what she wants at the courthouse.

How do you tamper with a doctor that puts you on restriction..and get a call from human resources stating if u can't work 16 hrs then find another job tell me how this is possible are we not allowed to get sick we are not allowed to stand up for our self and were not allowed to get sick trapp rules and yet John Brown...is always there to bail her out people we have to stick together and vote enough is enough

Amy is a useful tool for her boss.
her purpose is to install fear of HR.
anyone who crosses her is marked for elimination.
by doing this she scare the other managers to go along with whatever she wants.
no one will suggest a different way to do things or not do things as that may put a target on you.
you do not want to be the first person to stop clapping when Stalin shows up.
Amy is very smart but her failing is that she tends to believe that her opinion is the only correct opinion.
she also fails to realize that different people may look at a problem with a better solution then hers but it is rejected out of hand--because it is not hers.
as to the ruling class--her attitude is one of "the peasants will do as i say"
the peasants are merely irritants to be lorded over.
it does wonders for the morale of folks in her "peasant class".

She works for the taxpayers. She should always do what's in their best interests. Sometimes that means backing management, but sometimes it means backing the employee. If management is causing seasoned, efficient employees to leave then management needs to be dealt with. High turnover in social and other essential services is fiscally irresponsible and leads to a decrease in the level of service offered our citizens.

I don't think she works for anyone but Amy Trapp. Do you really think she works for the taxpayer by increasing her staff 10 fold, trainings in Vegas, Popcorn machines? I could see if the increase in staff did anything to help employees or managers, but from what I can see, NOTHING has changed. Same policies are not enforced, or enforced by some and not others. Just a big bloated office of A kissers with no function other than to serve Ms Trapp.

My favorite thing about county HR is the little sign near her office that states, "we don't sell magazine subscriptions here so take your issues somewhere else". How professional! Isn't it HRs job to deal with issues?

@5:46 That can't be true because they are never in on Friday. She comes in late and leaves early. Yet, she makes others use the finger punch clock.

Also, how does her employees send emails before 8:30 AM but yet punch at after. They wear flip flops but don't get reprimanded but others do. Definitely "do as I say and not as I do" dictatorship. Their day is coming and the employees will be cheering as she takes all her decorative items out of the courthouse.

Her attire is hideous!

She is robbing the County by not being there and I bet she isn't taking vacation days for that time.

Brown is too stupid to see her as an addition to his downfall.

When she came into Allentown she immediately became friends with the FOP and IAFF. Her deal making skills were exquisite. However, just like the snake in the grass she is, she turned on these locals and used her tools against them. However, she became the perfect plant for "Fed Ed" and team and when she ran her usefulness into the ground, they dumped her like a rock. She knew of the blatant corruption going on with the rotund one and company and was summarily dispatched, like others who didn't go along with the un-honorable mayor. Ask Stribula what he thinks of her now!

I have never heard her talk about her surgical procedures. She did her bragging to Allentown employees. There is nothing sexist about my objection to this kind of discussion. I consider it unprofessional in a work setting. Just as no male should discuss a penile implant in the workplace, no female should brag at the workplace about her medically induced enhancements. It's unprofessional, and a human resources professional should know that.

She told multiple workers about her surgeries, so either she lied or she was unprofessional. I agree that it should not be outed on a public forum but I am not Bernie and I know what she said. People bashing Bernie will not lead to truth. Truth comes from our cores: in this case Amy chose to continue a pattern of grandiose and self praise while she decimated others. That is the truth. Don't beat up Bernie for that.

Amy is very attractive, highly intelligent, well educated, good at her job and is in a position of power. It's understandable how some individuals may take issue with any or all of her attributes.

I'd agree Amy is very attractive. I'd agree she is in a position of power (that she is abusing). She has five years of college, and that could mean she is well educated. I have no reason to conclude that she has more than an average amount of intelligence, though she apparently is cunning. I completely disagree that she she is good at her job. She's been terrible from any perspective, and needs to go.

I have nothing personal against her. She is a bad HR Director who lords it over others and abuses her authority. I have covered her extensively and it took me until the time clock issue to see that what others were saying is right. She is widely resented by staff and is costing the taxpayers hundreds of thousands of dollars because she spends like a drunken sailor.

If people want to just focus on one part, would like to know what was presented that was incorrect. What, exactly was wrong? She told people about surgeries? She fired all of Allentown hr dept? there are plenty of examples of good and bad behavior on Amy's part.
plenty more than shown here.
however if someone was to mention those acts they would be easily tracked down by a vindictive HR dept.
so Amy has accomplished one goal-- instill fear in the employees both management and hourly.
the DA told Amy to take a flying leap because he knew he held the upper hand.
anyone else is subject to the wrath of HR

All I know about her is that a seasoned, well respected and liked county employee reached out to her department for assistance in understanding how a county policy applied to her situation and she was called insubordinate and threatened with termination. Trapp was brought in by Brown and Allen to get rid of the employees in the HR department and she accomplished that. She then turned on other departments with the same mission and will continue on as Brown and Allen's puppet until she has decimated the balance of the county workforce. None of these well-paid honchos is to be trusted. They do many things without accountability and are not in any way advocating for employees of the county. Send them all packing!

Ever winter when inclement weather is in the forecast my supervisor sends an email reminding us that we are expected to be at work, no matter what, unless the governor declares a state of emergency. The next day my co-workers and I brave the elements to get to work and serve the people of Northampton County. But who doesn't show up? The supervisor. And this is the crux of the issue.

Sure, supervisors enjoy a more "relaxed" set of standards. They can come and go as they please... fine. But when you send the message that your safety and well-being is more important than that of the rank-and-file then that's an issue and it breeds resentment.

Workers are scared to use their time, take their breaks, and are basically walking on eggshells while these supervisors instill fear and mistrust. If you stand up for yourself you're demeaned and there's a target on your back. Management tries to convince your co-workers that you're the problem and they try to turn them against you. If you don't fall in line they retaliate in whatever way they can. Now, more than ever, the workers need to stand together. It's not outrageous to ask to be treated in a decent manner. Dedicated employees should be treated with an ounce of respect. When employees are respected everyone, including the citizens of our great county, wins.

FYI- you can obtain a bachelor's and master's in 5 years or less, depending on your intellect, how many courses you can handle each semester, and taking summer courses. I have a bachelor's (with a major and a minor) and a master's, and did it in 5 years by busting my hump.

I work in Allentown. You have it backwards. Shoes that made the "flip flopping sound" were banned because employees wore plastic old navy flip flops and that was unprofessional. Or maybe you just didn't follow the rules...

In my experience only people that don't do their jobs, don't do their jobs properly, break rules or try to manipulate rules are the only ones that come in contact with HR. For everyone else, they don't even know where HR is. It's quite clear by these comments what employees are the ones with the issues. Looks like the woman rules with an iron fist, if you don't like it..... LEAVE!

Since she is suppose to enforce the policies, her attire does matter! She is supposed to be setting an example as a cabinet member. What kind of example is she setting??? The dress code is not followed by her and the other HR people. How can she enforce it on others???

That will be the next policy she changes so she can wear unprofessional attire. She is not an HR professional. She needs to go!

Eh, dress codes are overrated. We don't work for a fancy corporation and most of us don't have the disposable incomes to dress like we do. I just think that there are more important things for her to be judged on.

What about the attire is inappropriate? Fitted, yeah... showing a ton of skin? No.... showing *gasp* cleavage - doesn't happen. I don't think I've seen the lady's knees! Where in the dress code does it say no form fitting clothes? Because if it does prohibit form fitting or even ill-fitting clothing, then the vast majority of the county workforce is in violation!

Again, it's a sexist double standard... when women are of a certain power level, people tend to attack their physical appearance to try to undercut them... it's stupid!

I've seen many unkempt men in management roles, at different places of work, but no one attacks their attire or their physiological characteristics (i.e. he's short, he's got a giant forehead, he looks like he just rolled out of bed)...
