Dally, Heimbach & Murray Win Judicial Poll

Eight candidates are battling over three judicial vacancies. You will decide the Democratic and Republican nominees today. This is how they fared on my very unscientific online poll, which managed to attract 1,151 votes.

Ironically, the candidate who spent the most money is the one who came in dead last. But the poll that matters is the one you'll be casting today.

Rob Hopkins, James Spang Behind Anonymous Hershman Slur

Good reporters like The Morning Call's Jarrett Renshaw are worth their weight in gold. It takes him just minutes to learn what I might not discover for days, if ever. He just proved that with those sleaze anonymous robocalls aimed at Allentown City Council candidate Lou Hershman. I was able to learn that the automated calls were made from a number for Dems like Governor Rendell, the Dem State Committee and Allegheny County Exec Dan Onorato. But I really had no idea who was responsible.

While I was flailing around, Renshaw has reported that the culprits are Rob Hopkins, a political consultant, and James Spang, who does security at the Allentown Fairgrounds. Both just happen to be state Democratic Committee members.

Hopkins (pictured on the right)is a long-time Pawlowski operative who originally helped set up Hizzoner's web page. Using campaign funds, Pawlowski helped defray Hopkins' costs to the Democratic convention last summer and also paid or reimbursed him $920 for a fundraiser.

Hopkins was also the Executive Editor at the now inactive Keystone Politics. When he said good-bye there, he promised to "continue my political activities and I suspect you will see me resurface to inflict some harsh commentary upon Pennsylvanians."

And so he did with his anonymous attack at Lou Hershman. Hopkins tells Renshaw he wants "to save the Lehigh Valley" from old farts like Hershman, and claims "voice communications" need no disclaimers. But the Department of State has a different view, claiming that the person or group who paid for the call must be identified.

Who are you going to believe, a political operative caught red-handed, or the Department of State? I've lost a lot of respect for Rob Hopkins. But in the process of smearing Hershman, Hopkins may have actually elected him.

Just where do you think Hopkins and Spang got the money to trash Hershman? I'll give you three guesses.

1:00 A.M. Update: A somewhat chastened Rob Hopkins just called to tell me that, in hindsight, his failure to identify himself is an error. He also told me he'd be happy to answer any questions. So I asked where he got the money to trash Hershman.

"Not from Hizzoner."

"Well, who paid for this?"

"Different people came forward."

When I asked Rob to identify them, he declined, stating he has no obligation to do so until the appropriate report is due. He also told me his negative and anonymous robocall will have little impact on this race, which begs the question why he felt it was so damn necessary in the first place. I thanked him for helping elect Lou Hershman and we both said nighty night.

Severson Running Prinzinger's Sleaze Campaign Against Dougherty

Over the weekend, I told you that judicial candidate Jim Narlesky, magisterial candidate Jackie Taschner and Bethlehem City Council candidate Joe Leeson are using campaign maven Tom "Scissorhands" Severson. You can now add Lehigh County Comm'r candidate Mark Prinzinger to this hall of shame. Late last week, he circulated a vicious mailer that likens Dougherty to Arlen Specter, who is not too popular among Republicans these days. It then goes on the recite "Fact" after "Fact" to show that Dr. Dougherty is some liberal lunatic like me. Prinzinger's mailer, a Scissorhands production, can be examined by clicking on the picture above.

There's one teensy problem with this neagative mailer. It's basically untrue. An upset Percy Dougherty makes that clear in an email to his supporters.

"Please contact your friends and tell them the latest mailing from the Prinzinger camp is untrue - it is a collection of flagrant lies fabricated by paid political consultant Tom Serverson. Yes, the same guy convicted of threatening Ron Angle's life at a funeral and the same guy under indictment for running dummy companies to cover up questionable deals.

A copy of the flyer is attached in case you did not see it. Note that none of the "facts" are documented by sources, they are all made up. The worst parts are:

1. It alleges I voted for a 70% property tax increase. NO WAY, I HAVE NEVER VOTED FOR A PROPERTY TAX INCREASE, ESPECIALLY A 70% INCREASE! In fact, I voted for $8 million in reductions during the past year, nearly a 1 mil tax reduction..

2. It alleges I voted for the union at Cedarbrook Nursing Home--LUDICROUS! THERE WAS NEVER A VOTE BECAUSE DON CUNNINGHAM APPROVED THE UNION BY A CARD COUNT! In fact, I worked with workers at the facility to try to appeal the decision to the Pennsylvania Labor Relations Board.

3. It attacks my Balanced Budget Resolution by saying it is not necessary because a balanced budget is required by State law-THAT IS CORRECT, BUT MY RESOLUTION AIMS AT NOT USING FUND BALANCES, RAINY DAY FUNDS, TO BALANCE THE BUDGET!

This is unbelievable for it is coming from a person who is trying to convince the voters that he is a fiscal conservative. The record and my East Penn School District tax bill show that he is not. He has voted for increases in the EPSD budget that have resulted in large tax increases.

Email or call your friends and neighbors who may have received this malicious mailer and set the record straight, and encourage them to show up and vote for me tomorrow."

Who is Behind Anonymous Anti-Hershman RoboCalls?

The calls are being placed from 616-712-1796. If you call the number, you get a recording telling you it is a "leader in automated phone calls." According to 1-800Notes, that number has been used for automated messages from Governor Ed Rendell and Allegheny County Exec Dan Onorato. During last year's Congressional race, that number was used by the Pennsylvania State Democratic Committee.

Ron Angle Has Some Advice For Northampton County Dems

This little love note, penned by The Northampton County Bulldog, will appear today in The Express Times and Morning Call. It's a political ad. I'm in complete agreement so I'll publish it here for nothing. I added the picture.

You have a very clear choice on May 19 between John Stoffa - a man who can't be bought - and a return to the back slapping, insider's world of pay to play machine politics.

If you want someone who thinks she's better than you, vote McHale. She walked out in a huff when Michelle Obama came to Cedar Crest last September. The front row was reserved for military families, but McHale insisted on sitting there. She thinks they, like you, are her social inferiors. (LV Ramblings, 9/30/08)

Like high taxes? Vote McHale. In ten years on Council, she's voted for every budget and even supported a 63.5% tax increase over just two years. (LVDC Bluestreak Election Letter, 2005)

Like wasteful spenders? Vote McHale. She spent nearly $650,000 of your money for some cheap furniture and a paint job in council chambers, but hasn't bothered installing cameras so the public can actually watch meetings. (Council minutes, 1/7/08; Finance Committee, 1/16/08)

Want a promise breaker? Vote McHale. After promising Martos Gabriel her support for a cabinet level position, McHale went back on her word. McHale also denies knowing about a proposed work release facility in Bethlehem Township, although it has always been described that way, leading Morning Call columnist Bill White to wonder whether she has amnesia. Like stupid financial decisions? Vote McHale. Last year, she nearly forced the county to accept an IT contract that was $1.8 million larger than the one Stoffa negotiated. (Express Times, 9/26/07).

Like government in the dark? Vote McHale. When the late great Wayne Grube told her that Stoffa was trying his best to keep council in the loop, her response was "Nice guys finish last." (Express Times, 9/26/07; LV Ramblings, 9/27/07).

Why Sam Murray Is Best of Eight Great Judicial Candidates

All eight candidates seeking the three vacancies on Northampton County's bench would make great judges. One of them, Lenny Zito, has already proved his worth as a valuable addition to the bench. The remaining seven candidates have all avoided the barbs and arrows so common in the political arena, a testament to their maturity. They've all run positive campaigns. But on Tuesday, my first choice for judge will be Sam Murray.



Other candidates have their strengths, to be sure. Zito is rated most qualified of all candidates by local lawyers. Karl Longenbach undoubtedly has the best judicial temperament and most logical mind. Craig Dally is by far the most personable. Narlesky has the most experience as prosecutor, defense attorney and sitting magistrate. Heimbach has a wealth of civil trial experience in complicated medical malpractice litigation. No one can touch Hollenbach's knowledge of workers' compensation. Koury has refused to accept any contributions from local lawyers.

Murray has all these qualities. He has Zito's work ethic, and is rated the second most qualified candidate by his peers. Like Karl Longenbach, you never see Sam lose his cool. Like Narlesky and Heimbach, Sam has considerable civil and criminal trial experience. Like Koury and Narlesky, he has served in a judiciary capacity, serving as a master in custody, dependency and delinquency hearings. His support has been grass roots, consisting of many modest contributions.

But there is one final quality that really sets Sam apart. He constantly strives to make himself better. As a Master, I'd often see him pull out little pieces of paper with one word like "compassion" written on them. They are his own personal reminders of qualities he'd like to improve in himself. It's a sign of his own recognition that he is, like you and me, an imperfect human being. It's humility, a rare virtue in a judge.

That's why he's the best of a very good group.

Allentown City Council Candidates: Hershman Best of a Good Field

Pennylvania's third largest city, Allentown, is plagued by budget woes, a public safety problem and Chicago-style party politics. Tuesday's primary election, in which Mayoral and city council candidates will be elected, is critical to the Queen City's future.

I've been caught up in the Northampton County judicial, executive and council races. That has left me with little time for anything else. Fortunately, Jarrett Renshaw at Queen City Daily has provided outstanding coverage of the council and mayoral races.

Three of four openings on city council are already held by Julio Guridy, David Howells and Council Prez Mike D'Amore. Veteran Lou Hershman and newcomers Louisa Torres, Mike Schlossberg and Ray O'Connell may be battling over what really amounts to one seat.

In addition to the information provided by the LWV, Renshaw has published interviews with retired educator Ray O'Connell, HIV prevention specialist Louisa Torres, Chamber of Commerce employee Mike Schlossberg, accountant Lou Hershman, community college teacher Mike D'Amore, toll bridge commission employee Julio Guridy and retired top cop David Howells.

Are all these candidates rubber stamps? According to a Renshaw analysis of 576 votes starting in 2006, only 5% of any bills have been rejected. 76% of all votes have been unanimous. So Mayor Pawlowski has pretty much had his way with the current council.

All candidates at least seem to think Pawlowski has done a generally good job in his first four years as mayor. Even Lou Hershman refers to Hizzoner somewhat diplomatically. "I have worked with Mayors Daddona, Fischl, Heydt, Afflerbach and Pawlowski. He is not the best, he is not the worst."

In a city inundated with political contributions from vendors and city workers, only Howells and Torres see no need for campaign finance reform. Torres, for example, would oppose any attempt to ban city contracts with people who are campaign donors. Howells claims there already is a mechanism to deal with illegal activity. The rest agree that the topic should at least be examined, and the most strident voice is Lou Hershman. "[Pay-to-play] must stop. The city contractor list should not become a campaign donor list."

Unanimously, they all oppose an emergency tax increase, yet unanimously, they all endorse giving tax breaks to developers. Candidates O'Connell and Torres also oppose layoffs.

You get to pick four from this field of articulate candidates. I'll pick just one - the much maligned Lou Hershman. He knew the city was in dire financial straights, and long before the city was willing to admit it publicly. He is very aware that Allentown is a public safety nightmare, and has already suggested some quality of life ordinances that will cost the city nothing. I witnessed him go toe to toe with Council over the public's right to speak. He is experienced and can hit the ground running. Most importantly, he is no rubber stamp.

Perhaps this is why he is the victim of an anonymous smear campaign over the weekend. I'll tell you about that below.

Lou Hershman Being Victimized By Anonymous Robocalls

Allentown city council candidate Lou Hershman, if elected, is definitely going to be a thorn in King Edwin's side. It's increasingly likely he will survive the primary, either as a Democratic nominee or Republican write-in. So this past weekend, the smear machine went to work.

Phones began ringing on Friday night and the bells have continued to toll throughout the weekend. In robo calls, Hershman is blamed for all Allentown's woes, from pension fiasco to Billy Joel song. These calls are anonymous, too! Just one day after a local political consultant was charged with election law violations for anonymous mailers directed against a candidate, the same illegal tactic is used against Hershman.

When similar robo calls were directed against Ron Angle and Peg Ferraro less than two years ago, both went on to easy victories. People resent anonymous calls at dinner, especially when the caller is some machine and the message is negative. One Allentonian who resents these anonymous attack robo calls is city council member Michael Donovan.

Judicial Poll Will Close Monday Night

On my left sidebar, you'll notice a very unscientific poll for the eight judicial candidates seeking three positions next year. The race is very tight, and I'll close it tomorrow night. The poll that matters is the one that starts on Tuesday morning. Here's a tally of the 1,101 votes cast so far:

Who is Using Severson?

I spent about twenty minutes looking at campaign finance records in Northampton County yesterday, and learned that the following candidates are using campaign maven Tom "Scissorhands" Severson:

1) Judicial candidate Jim Narlesky. - Finance records reveal payments to Severson firm Precision Marketing totalling $48,849. Narlesky is a former assistant to District Attorney John Morganelli.

2) Magisterial candidate Jackie Taschner. - She's paid Precision Marketing $7,666. Taschner is an assistant to DA John Morganelli.

3) Bethlehem City Council Candidate Joe Leeson. - He's paid the Serverson firm $1,674. He is Severson's personal attorney and directed a notary to acknowledge an "anonymous" signature from Severson.

Severson Prosecution an Indictment of Joe Long Dems

In the 2007 Nothampton County Council races, campaign maven Tom "Scissorhands" Severson was a pitbull for the Joe Long Dems. After proving his worth with his vicious, anonymous smear campaign against Attorney Brian Monahan, he was unleashed to go after Ron Angle and Peg Ferraro. He bombarded voters with a steady stream of smear mailers and sleazy anonymous robo calls. But when it was all over, Angle and Ferraro were victorious and the Joe Long Dems owed Severson about $9,000. They still owe him $6,586.45.

Severson may be the Defendant, but yesterday's charges are really an indictment of Northampton County Democratic chair Joe Long and the cronies who surround him. This is what happens when all decisions are made in some smoke-filled back room. Instead of embracing a county executive who wants to restore integrity to local government, Long allies himself with someone who skirts election laws.

Is this the change Obama talked about?

In Northampton County Exec John Stoffa's request that Long step down, he specifically condemned

"* your silence in the face of such activities as negative and misleading robocalling as well as anonymous mailings which violate Pennsylvania Campaign Law; something good Democrats never support and former leaders such as Marty Bechtel and Gene Hartzell would never have condoned;"

* your ill-advised use of a political consultant now under investigation by the state Attorney General's office."

Instead of stepping down, Long and his cronies endorsed Ann McHale, Stoffa's opponent for county executive. He wants to replace integrity with someone who winks at election hijinks, as McHale did when goons stole and blocked over 600 Stoffa campaign signs.

Is this change we can believe in?

For those of you unfamiliar with Severson or his connection to Long, let me clue you in.

Who is Tom Severson?

Severson, a Pen Argyl resident, uses at least three different corporations for political campaigns. He usually operates under the corporate umbrella of Precision Marketing, Inc., where he is listed as company prez. Between 2000 and 2007, that company has collected $9.9 million from candidates seeking state offices.

But when Severson wants to stay under the radar, or is working for Dems, he's used MJR Services, Inc., a New Jersey corporation whose Pa. address just happens to be where Precision Marketing is located. MJR collected $281,000 from state office hopefuls between 2000 and 2007. DA John Morganelli and Judge Roscioli are part of this gaggle.

Severson also uses Political Strategies, Inc., a California corporation. Although it's not even registered in Pennsylvania, state senator Lisa Boscola paid that outfit $43,659.65 in 2006. Finance reports filed by local candidates indicate this California corporation just happens to have the same address as Precision Marketing! Since 2000, the total amount paid to this business, in state races, is $170,522.

This total figure - $10.35 million over 7 years - does not include payments to other companies I know nothing about, or payments made in federal and local races. And it only reflects payments that are on the radar screen.

Severson's History

The phrase, "King of Sleazeball Politics," is used often to describe Severson. It first appeared in a 1991 Morning Call story. Severson got that title the old-fashioned way - he earned it. Let's review some of his campaigns.

In 1989, county exec hopeful Jerry Seyfried saw his lead dwindle as anonymous telephone calls, made in the waning days of the campaign, warned voters that Seyfried had accepted money from the owner of a local landfill. DA Don Corriere, challenged by Morganelli, complained they actually used callers who disguised themselves as state ethics commission investigators. Seyfried won. Barely. Corriere went down.

Severson also plays on prejudice. When Len Gruppo was running for the state senate in 1998, Severson distributed an anti-welfare campaign mailer containing a photo of mostly black applicants, standing in line, creating the false impression that most welfare recipients are black.

In 2003, Severson's Precision Marketing was paid $9,600 in public money by DA John Morganelli's Drug Task Force to distribute 20,000 "informational" mailers. They included a large photograph of Paula Roscioli, four times the size of other staffers. She just happened to be running for judge at the time. DA Morganelli assured the Express Times (4/9/03) that Precision Marketing was not doing Roscioli's campaign. While technically correct, Severson was still running the show. He just used another company. And the idea of using taxpayer funds to promote candidates was pushed again by Severson in Spring '08. Bucks County commissioners paid him $67,000 in taxpayer money for a thinly disguised campaign ad.

When Joe Brennan was in a four-way dogfight to capture the Democratic nomination for a state rep seat, he was assailed by three mailers, some of which falsely portrayed him behind bars. After turning over a few rocks, Tom Severson ran out. Brennan's opponent falsely claimed that, since he was never charged for Severson's services, he had no obligation to report this in-kind contribution. To this day, the in-kind contribution appears nowhere on any campaign finance report.

These are just a few examples of Severson's modus operand! - anonymous and misleading calls, appeals to prejudice, drug task force money to promote a candidate, misleading mailers and flying below the radar of our disclosure laws. As disgusting as these tactics sound, Severson has become rich using them.

Severson's Reputation Among Local Leaders

Former Norco GOP chair Charlie Roberts (1994): "He's working both sides of the fence. ... I don't trust him. ... He's done more to hurt this party than anyone. ... "How can he work for Seyfried and Ferraro in the same election? How is working for Seyfried going to do anything but hurt Ferraro's chances? Tom Severson works for his pocketbook. I work for the Republican Party."

Former Norco GOP Chair Larry Kisslinger (1991): "He did not handle his affairs with me in an honest way 99-1/2 percent of the time. ... I hope he makes $1 million. I hope he's comforted with the money surrounding him."

Former Norco Councilman Jim Hemstreet (1991): "If telephone calls are being made ... you have a right to know who you're talking to, what they're paid. ... That is really deceptive campaigning. It's like turning your campaign over to a hired gun."

Norco Judge Emil Giordano (1994): "I never heard anything good about the guy. ... It's sleazeball politics, and he's the leader of the pack."

Morning Call columnist Don Russo (1994, then a member of the GOP): "Severson basically goes to the candidate with the money."

District Attorney John Morganelli (1994): "I went to him because I heard he was the best. I wanted to hire the best person to do the job. I didn't care what party he was. The party thing didn't bother me, and I don't think it bothered Mr. Severson. He's staying with me."

The Anti-Monahan Sleaze

Here's some of what former Northampton County Republican Chair Bob Kilbanks has said.

"This all began during the primary cycle when some very ugfy flyers were sent out against a local District Justice candidate. They had no disclaimer, which is required by Pennsylvania's state election laws on every campaign piece to inform the public about the source of any political information that they receive. There were accusations flying all over Northampton County as to who had sent the three mailers. The mailing permit was traced to a person [Pat Vulcanol who said he had no knowledge of its use. An examination of the paperwork at the Post Office yielded nothing because the signature was unreadable. At that time, local blogger Bernie O'Hare presented the situation to District Attorney Morganelli. Mr. Morganelli told Mr. O'Hare that the matter, as he saw it, did not rise to a prosecutable level. He felt that there was case precedent from Ohio [Mclntyre v. Ohio Ejections Comm'nl that made this allowable under the First Amendment. A few days later, and under question of lawful filing date, an independent financial report was filed at the Voter Registration office under the name of 'John Doe.'

"The report arrived complete with the Ohio decision attached to it and a notarization for a 'John Doe.' The Notary works in the offices of a local politically-connected attorney. [This attorney just happens to be Morganelli's campaign treasurer, Jay Leeson]."

Severson's "John Doe" report, of course, is a sham. He clearly paid more than $500 to send these mailers about a week before the election, but failed to report this expenditure within 24 hours as required by our campaign finance laws. Three mass mailings cost much more than the $861 claimed, and those payments had to be made before the primary, because that's when they were mailed.

How could Leeson's notary, a secretary in his office, acknowledge an anonymous signature? Because he tells her to do so. But a notary exists to identify the person appearing before her, not obscure that person. She must have personal knowledge or satisfactory evidence in the form of a driver's license or other form of identification.

Severson Admits Anonymous Campaign Against Monahan

Not long after the mailings went out, I talked to District Attorney John Morganelli. I told him he could send a detective with Pat Vulcano, the bulk mail permit holder, and get all the records for the bulk mail permit. That way we'd know how much was paid for these three mailings and who sent them.

"I'm not going to do that."

"Why not?"

"I already know who sent those mailers. It's Severson."

The Dirty Politics Continue - July '07

In July 2007, Severson started a push poll against Angle. Telephone calls from 484-548-6413 asked whether voters would be less likely to vote against Angle if they knew certain negative things about him, which were listed, one by one. Although this poll has been estimated to cost $3,000, its cost is listed nowhere in any of the campaign finance reports listed by Angle's opponent, John Maher, or the Northampton County Democratic party. That telephone exchange has been used by Severson to conduct political polling and robo calls.

The General Election Against Angle and Ferraro.

According to Kilbanks, "Our fears were realized in this past election cycle as unattributed, and very nasty, smear phone calls, whether or not they are considered 'legal,' invaded homes across Northampton County. All of the calls traced back to one phone number [actually, it's two phone numbers - 484-548-6400 and 484-548-64131 that [were] listed as 'not working,' but ownership was traced to a data management corporation in King of Prussia that does robo-calls."

Amazingly, these are the same phone numbers used to do the push polling against Angle in July. The number 484-548-6413 shows up as MCS Industries on Caller ID, and is also the number Lamont McClure used for his robocalls. His campaign consultant? Tom Severson.

Mailings with content identical to these anonymous robocalls were posted with the Northampton County Democratic Committee's bulk mail permit. Lamont McClure, Tony Branco, John Maher and the local Democratic party were obviously using Severson. Against Angle alone, there were twelve negative mailers (estimated cost - $36,000) and twenty-one anonymous robocalls (estimated cost - $21,000). Against Peg Ferraro, there are at least four negative mailers (countywide cost - $20,000) and ten anonymous robocalls ($10,000). The total amount of money estimates to be spent, just on the negative campaign, is $87,000.00.

Campaign finance reports filed by the opponents to Angle and Ferarro, as well as the local Democratic party, reveal much smaller sums. They only report spending and indebting themselves in the total amount of $54,000.00. These reports are shams and do not reflect the total amount of money being spent.

In addition to an obvious funding disparity, there are the following facts: First, a former Severson employee acknowledges that he has witnessed Severson making large cash deposits at banks other than those where his businesses are located; Second, checks that supposedly were being paid to Political Strategies, a California corporation, were in fact being deposited with Precision Marketing; and Third, there is a transcript claiming Severson forged names to campaign materials on behalf of MJR.

Other Campaign Violations in Other Counties

Severson's name has also been associated with anonymous mailers in a campaign over a referendum in Lower Macungie Township and in various Bucks County races for the GOP.

Severson's Erratic Behavior.

Severson's erratic behavior has already been demonstrated in an unemployment compensation case, where there was testimony about him making switchblade knives, threatening to kill and stab people, and threatening one of his own employees. In addition, he recently disrupted a funeral service simply because he saw Ron Angle in the crowd. He was convicted of criminal harassment in that funeral fracas.

Follow the Money: Northampton County Judicial Race

Unlike other candidates for local office, judicial candidates file their campaign finance reports with the Department of State in Harrisburg. And the apparatchiks who work there post them online so that the public can follow the money.

Eventually.

The whole purpose of these disclosure laws is so we can learn who is supports a candidate before casting a vote. But in the land of midnight payraises, the public's right to know gets little priority. The 2d Friday Pre-Primary campaign finance reports timely filed by Craig Dally, Candy Barr Heimbach, Barb Hollenbach and Jim Narlesky are still unavailable. If time permits, I will get copies and post them here over the weekend so you can follow the money for yourself.

But reports are available for four out of eight contestants. Let me tell you about them.

Koury has accepted no contributions from attorneys.

Michael Koury has told Express Times reporter Sarah Cassi he would decline any contributions from local attorneys. His 2d Friday Pre-Primary Campaign Finance Reports, available online, reveal that he has kept his word.

I was concerned he might funnel money from lawyers into his campaign through some sort of PAC, but his individual and committee reports reveal he is largely self-funded. He has accepted contributions from family and friends. He's also accepted $1,000 from Abe Atiyeh and another $1,000 from Atiyeh's business partner, Ramzi Haddad.

Karl Longenbach Likes El Torero

Karl Longenbach actually has four separate campaign finance reports online, which reveal that he's raised around $21,000 and spent most of it, too. He has dug into his own pocket for at least half of his expenses. Friends, fellow attorneys and co-workers have also made mostly small donations.

If you've driven along Route 22 on the way to Easton from Bethlehem, you've seen a big billboard featuring Karl. I practically drove into a ditch the first time I saw that.

That has cost Karl $6,000.

He's also spent another $1,000 for advertising at El Torero, a Spanish language newspaper very popular in Allentown. But Karl's not running in Allentown.

Sam Murray Getting Grass Roots Support

If campaign finance reports are any indication, Sam Murray is getting lots of grass roots support. His disclosure, available online, reveals that $2,000 of his warchest comes from people making modest contributions under $50. Another $17,775 comes from people contributing less than $250. Sam has also kicked $15,000 of his own money. He's raised nearly $44,000 so far.

Frontrunners Flock to Zito

My grandson is a frontrunner. He likes whatever team happens to be winning. Lenny Zito is the frontrunner. Everyone, including fellow candidates, knows that Lenny Zito will be elected on both ballots to one of the three judicial vacancies on May 19. So it's no great shock to learn that Lenny has been able to raise $80,290. Frontrunner Chrin, who usually waits until after someone is elected before donating, has already kicked in $500. But Lenny's biggest donors are the Perins - Lords of the Slate Belt - who contributed $13,300.

AG Corbett Prosecutes Sleaze Consultant Severson

Earlier this week, I told you that Tom "Scissorhands" Severson, political consultant to the Joe Long Dems, would be indicted today. Scissorhands loved sending mailers that falsely depict various candidates behind bars. Now I get to do it to him! AG Tom Corbett has a detailed news release, reproduced below.

"HARRISBURG - A Northampton County political consultant has been charged today by agents of the Attorney General's Office for filing fraudulent campaign expense reports and submitting deceptive invoices to his clients.

"Attorney General Tom Corbett identified the defendant as Thomas E. Severson, 63, 901 East Walnut Ave., Pen Argyl, Northampton County. Severson is the owner of Precision Marketing Inc., 2906 William Penn Highway, Easton, Northampton County.

"Corbett said his office initiated the investigation based on a conflict of interest referral from Northampton County District Attorney John Morganelli who had hired Severson as his political consultant.

John Doe Campaign Finance Report

"The Attorney General's investigation began with a probe into anonymous negative campaign mailings that were directed against Brian Monahan, a candidate for Northampton County Magisterial District Judge in the 2007 Primary Election.

"An independent expenditure report was filed in June of 2007 in Northampton County by a "John Doe." The expenditure report specified that John Doe paid $861 on May 2, 2007, to Severson's political consulting company, Precision Marketing Inc. for campaign mailings.

"Attorney General agents reviewed Severson's business and financial records and found that between May 4 and May 10, 2007, Severson paid for postage and mailed negative campaign advertisements against Monahan.

"The Monahan mailings did not contain an attribution clause, which is required by law and indicates who, or what entity, paid for the advertisement.

"The charges state that the notary public who notarized the John Doe campaign expense report told agents that Severson signed the document in her presence as John Doe.

Deceptive Campaign Companies

"The investigation also found that Severson sent deceptive invoices to some of his Democratic clients. Severson allegedly employed this tactic because he claimed that these clients did not want the name of his company Precision Marketing Inc. to appear on their campaign expense reports.

"The charges state that Severson used three different business names in the deceptive invoices: Political Strategies Inc., Santa Monica, Calif.; Printex, a Lehigh Valley printing company and MJR Services Inc., with an address in Phillipsburg, NJ.

"The investigation found that Political Strategies Inc. is essentially a front company for Precision Marketing Inc. Political Strategies Inc. has no employees, no actual building and no business is conducted in California. Checks mailed to Political Strategies Inc. in California were picked up by a Severson relative living there and mailed to Severson.

"The charges state that MJR Services Inc. is a small mail house company that rents space from Severson's company.

Deceptive Campaign Invoices

"The charges state that the campaign of Anthony Rybak, who ran for state representative for the 133rd district in 2006, hired Severson as a political consultant. Rybak's campaign allegedly was directed by Severson to make all checks out to Printex.

"Rybak's campaign filed two campaign expense reports in 2006 indicating that the campaign work, which included mailings, printed materials and phone calls for the campaign was done by Printex, when in fact it was done by Severson.

"The Northampton County Democratic Committee received invoices from Political Strategies Inc. in 2007 for phones, printing and campaign services and sent two separate payments. The Democratic Committee later filed a 2007 campaign expense report that listed Political Strategies Inc.

"The charges state that in 2003 Severson sent invoices to the campaign of Robert Donchez, who was a candidate for city council in the city of Bethlehem, from MJR Services Inc.

"The Donchez campaign received four invoices from MJR Services Inc. and one invoice from Political Strategies Inc. In 2003, Donchez' campaign filed three separate campaign expense reports listing services from Severson as either from MJR Services Inc. or Political Strategies Inc.

"The charges also state that in 2003 the Committee to Elect Judge Panella to Superior Court, received invoices from Severson for MJR Services Inc. and Political Strategies Inc. Judge Panella's campaign filed five campaign expense reports that listed the deceptive invoices from Severson.

"There is no information from the campaigns or candidates to indicate that they specifically directed Severson to send them deceptive addresses.

"Corbett explained that the underlying principle of campaign expense reports is openness and transparency and by sending his clients deceptive invoices, Severson's actions caused his involvement with their campaigns to be hidden from the public.

"Severson surrendered before Harrisburg Magisterial District Judge Marsha C. Stewart and was preliminarily arraigned and released on $100,000 recognizance bail. A preliminary hearing is scheduled for Monday, May 25.

"Severson will be prosecuted in Dauphin County by Senior Deputy Attorney General E. Marc Costanzo of the Attorney General's Public Corruption Unit.

"Severson is charged with 12 third-degree felony counts of tampering with public records or information; 12 second-degree misdemeanor counts of false swearing, 12 third-degree misdemeanor counts of false swearing, 12 second-degree misdemeanor counts of unsworn falsification to authorities and five third-degree felony counts of criminal conspiracy. He is also charged with one misdemeanor count of violation of the Election Code related to the Monahan negative campaign mailings and one misdemeanor count of violation of the Election Code related to reporting by candidate and political committees and other persons for the John Doe report.

Dally Draws Some Democratic Support


To the Long Dems, it is a capital offense to so much as whisper a word of encouragement to one of them thar' dirty Republicans. John Stoffa, for example, was excommunicated because he dared appoint some Republicans to cabinet level positions. It makes no difference that Fiscal Affairs Director Vic Mazziotti has come up with ways to save Northampton County nearly $10 million annually. It matters not that Director of Administration John Conklin has implemented programs that save lives, like reverse 911 and pictometry (enables 911 dispatchers to tell people how to escape a burning building). They are evil Republicans, and Stoffa must be evil because he hired them. So Long Dems drum up someone to run against Stoffa and even give that person the local machine's endorsement.

It takes some moxie to go against the machine. But that's exactly what state rep. Joe Brennan and Bethlehem City Councilman Bob Donchez have done. These two Democrats are willing to support Craig Dally, a Republican, for judge. This certainly says something about Craig's unique qualifications for the bench. But it speaks volumes about Joe and Bob, both of whom are risking party wrath to do the right thing.

Update: My own state rep., Rich Grucela, has just informed me that he is yet another Democrat who endorses Republican Craig Dally for judge. He's participated in a mailer and has even taped robo calls for Craig. He also supports Judge Zito, a recent Republican convert, and Jim Narlesky.

Express Times Endorses Stoffa Over McHale

I thought The Morning Call's endorsement of Northampton County Executive John Stoffa was pretty damn good. But The Express Times endorsement, which appears in today's paper, hits it right on the head. "[Stoffa] offers an experienced hand, a balanced vision for growth and tax restraint, on-the-job insight into human services and corrections, and a feisty independence from party-first politics."

The editors realize that Stoffa represents a new kind of politics, in which a nonpartisan approach to government has priority over the blind party loyalty that has led to past county abuses. "We hope Democrats will take the time to measure the performances of the candidates and see in this case that the status quo -- Stoffa -- is the argument against complacency and against a return to the laissez-faire, party-run management style that dominated the county administration before him."

In contrast, McHale couldn't even answer whether she'd turn down the salary increase (from $65,000 to $85,000) that she previously opposed. "McHale couldn't remember casting that vote."

Seems like there's lots of thing McHale has trouble remembering. Although the work release component of the proposed Bethlehem Township treatment facility has been common knowledge from the beginning. Morning Call columnist Bill White suggests McHale has amnesia. I'd use another word.

As gratifying as it must be to have the blessings of both local papers, the only endorsement that matters to Stoffa is the one he lists at The Express Times Voter Guide: "The people of Northampton County."

That's a pretty good endorsement.

McHale Explodes at Shiloh Baptist Church

I had my FlipCam with me last night and was prowling all over Northampton County, looking for trouble. I found it, too, at a meet 'n greet for magisterial candidate Tony Sortino. But I'll have to tell you about that later. The BIG STORY last night was in a church.

Last night, the NAACP sponsored a candidates' night in Shiloh Baptist Church. Ann McHale, who wants John Stoffa's job, must realize it's increasingly unlikely she's going to get it. So she spent most of the night shooting arrow after arrow at the incumbent Northampton County Executive, in the vain hope that one of them might find a target. She missed.

I was scarfing down hot dogs and bahklava at Tony Sortino's shindig while all this was happening, but latecomers were quick to provide first hand accounts of McHale's ugly display. From what I'm told, Stoffa calmly deflected her arrows and then asked her why her company had three insurance contracts with the county when he took office. "Did you compete for them?" McHale went ballistic.

After the fracas was over, Stoffa was approached by several people who told him they came in undecided but now were definitely voting for him. He was also approached by a reporter who told him McHale said she had the dirt on Stoffa and was going to start telling everyone ... like her goons haven't been doing that here. The reality is that this campaign is over.

McHale is obviously desperate, and for good reason. Within hours of meeting with The Express Times editorial board, they endorsed Stoffa over McHale. This comes on the heels of The Morning Call's Sunday endorsement.

HRH Ann McHale Still Refuses to Address Unwashed Masses

As of Tuesday, Northampton County Executive candidate Ann McHale had no answers to questions posed for a detailed voter's guide prepared by The Express Times. Three of twelve council candidates were also delinquent.

By late Wednesday, all but one council candidate had their answers online. But not Her Majesty Anne the First, by the Grace of God, of Greater Bethlehem, West Behlehem South Bethlehem, and the Hanover Township Dominions beyond Schoenersville Road, Defender of Special Interests and Duchess of the Long Democrats. Now HRH wants to expand her empire to include ALL of Northampton County, and actually sat down with The Express Times editorial board for an interview yesterday, so you'd think she would have filled out the Voter Guide. But speaking to editors is probably even more annoying than talking to mere commoners. Besides, she much be too busy preparing for her impending coronation to answer questions about her future reign.

With an election just five days away, this is what the Imperious Ann McHale tells the unwashed masses:

How have your personal and professional experiences prepared you for public office?

Ann McHale: The candidate has not responded to this question.

What is the most critical issue facing the county?

If elected, what would you do to keep property taxes in check?

The county needs new prison space. Do you support expanding the current prison or building a new one? Where could a new prison be built?

If she's too busy to complete a simple questionnaire, do you really think she'll be able to manage a county with a $330 million annual budget?

QCD: Tony Phillips' Campaign Finance Report is Late

Back in 2007, Allentown Mayor Ed Pawlowski paid a $270 fine - the maximum - for filing his campaign finance reports late. Incredibly, he tried to pay that fine from his campaign funds, but Lehigh County Voting Registrar Stacy Sterner insisted he dip into his own pocket. Pawlowski has continued to stumble along, filing a bogus report late last year that falsely claimed he had no donors at all.

Allentown Mayoral candidate Tony Phillips has rightly condemned Pawlowski's bogus campaign finance reports, noting in addition that over 70% of Hizzoner's money comes from outside Allentown. But as Jarrett Renshaw observes at Queen City Daily, "Tony Phillips has failed his first test to live up to his own standards." He failed to file his own campaign finance report on Friday, and is being assessed a daily fine for that oversight.

Tennis, Anyone?

We've started work on a new county park in Weaversville, but can we maintain the ones we have? If Nazareth resident Dale Hughes is asked that question, the answer is a resounding NO. Here's part of an email he sent me yesterday.

"I need some information about the inner workings of Northampton County's Public Works Dept., and you are the only one I could think of with knowledge of what actually goes on in such a Dept.

"This is my issue: I'm a 59 year old Nazareth taxpayer who's played tennis for recreation and exercise for about 30 years, all on public courts. I know about a thousand other people like me who do the same. The only courts that the County has are located at Louise Moore Park, a park located on donated land. These courts have been left to deteriorate every year since I began playing on them in 1980. The County has only resurfaced them once during that time in a half-assed manner, and now they are pathetic. Huge cracks run across every one, the fences are all rusted, the nets are held up with rope. The employee I talked to last year said money had been allocated to fix the courts, but it had been used for something else. This Gordon Heller guy won't return my calls.

"I need to find out how money was allocated to this Park over the years and how it was spent. Some people may think tennis is unimportant, but over the last 10 years, it has been the number one sport in growth. And, I am tired of paying taxes for every possible BS cause in this county except adult recreation. We keep spending money on jails, courts and rehabs with no end in sight. There's hundreds of adults who use this park, and we want it to be the first class facility it was at the beginning. And, if it takes a few hundred pissed off old guys in shorts showing up to disrupt a Council Meeting, well, that can be accomplished too.

"Any guidance you can offer would be appreciated."


I have forwarded Dale's concerns to Parks Superintendent Gortie Heller, and will post his reply as soon as I get it.

Republican Candidates for Northampton County Council

Jeff Stoffa is a whirlwind of energy and is the person who shot the video clips I posted for Democratic Northampton County Council candidates. But even Jeff is unable to be in two places at once. So I apologize for the lack of video clips, but know enough about these candidates to rate them.

1) Peg Ferraro - everybody's mom - is far and away the best of this crop of candidates. As a matter of full disclosure, I must tell you that she and her late husband, Dominic, were close friends with my mom and dad. When they became ill, Peg often came down to Hellertown from Nazareth with all kinds of food.

Peg, whose personal style is nonconfrontational, has nevertheless become a forceful voice. When Council voted to ask its Human Resources Director to resign, Peg refused to participate in the attempted assassination. "This is not in our purview and I feel this is inappropriate. I've been around here since 1989 and I think there have been more problems with Directors of Human Resources than any other job here. It's not an easy job and it's not easy to please everyone. I just feel this is inappropriate." Although she called a proposed $75,000 passenger rail study "visionary," she urged fellow Council members to wait. "I don't feel the timing is right. . . . We should hold off on this for a few months until we see that the economic stimulus package comes into being, if the financial markets get a little better, where our pension fund is. I just feel that we should hold off on this for three, four, five months." She urged council to hold off on trying to appoint a solicitor with only eight members, and was proved right.

Peg provides very candid responses to questions posed in The Express Times Voter's Guide. She supports the bi-county health department and believes that more drug and alcohol counseling will actually reduce county costs in the long run. As far as partisan bickering goes, she has always maintained that "[o]nce the election is over, all parties must forget labels and work together. In my years on County Council there have been years where differences of opinion were just that and not personal attacks."

2) John Cusick, County Council's workhorse. In his three years on council, Cusick has dedicated himself to county business. He attends more committee meetings than any other council member. He has used vacation days to attend County Commissioners Association of Pa (CCAP) meetings and even attends classes at the Academy for Excellence in County Government. The result has been a very informed council member.

You can see this in the specific answers he provides to The Express Times Voter's Guide. He'd like to consolidate the Department of Human Services into one office building, preferably located in the City of Easton. He lobbies the state for adequate funding of mandated programs. He advocates using state contracts for purchases.

You can read more about Cusick, a 42 year-old schoolteacher from Williams Township, at his web page. Bi-partisan, he halted an executive campaign when he heard Stoffa was running.

3) Jane Mellert, the meek. "Blessed are the meek: for they shall possess the land." Last week, I made the mistake of telling Mellert she is too meek for the hardball politics of Northampton County Council. She glared at me and told me to look up the definition. I did and there's actually two. Meek is defined as "easily imposed on; submissive." But it's also defined as "showing patience and humility; gentle." I have a feeling that a fist of iron is inside her velvet glove.

Mellert began attending county council meetings several months ago and even attends committee meetings. She obviously does her homework. She also maintains a detailed campaign blog detailing her twenty years of experience as both elected official and municipal employee in Plainfield Township.

Raised on a dairy farm, she should have no trouble dealing with the bullshit coming from Council.

Mellert has spent money for campaign signs.

4) Barb Thiery, the dark horse. Not much is known about Bushkill Township Planning Commissioner Barb Thiery. She's trying to change that with campaign signs. But in Bushkill Township, she owned and managed commercial and rental properties, supervising 38 employees. Here's what she tells The Express Times Voter's Guide:

"Very young in life I learned the value of earning and stretching a dollar. As a young married couple with 2 children there was just enough, and that was with multiple jobs between us. We simply did not buy what we could not pay for. It was a cash only time, and a no frills way of life, but I would not change a thing. Some years later we were able to purchase the first of many properties with our own money, a $15,000.00 retirement fund. It was a commercial building, purchased for me to operate my business. Within a few months my husband opened our second business. Through proper planning and common sense spending, I learned to make a budget work for me. Within a few years, between growing the business to 38 employees and making smart and timely purchases we ended up with a total of 9 commercials rentals, 11 apartments and 2 large warehouses. After 20 years we were debt free and retired. I have the skills needed to work through a budget. I would be a fresh addition to Council."

I agree.

5) Bruce Gilbert, the MBA. Bruce is a former player on a Wayne Grube championship football team and successful banking executive. He would be Northampton County's first ever black council member. But the only times I've ever seen him are the two times he applied for appointments to council vacancies.

Ive been told that Gilbert is possibly the most qualified of all the candidates, Democrat or Republican. But he sure is a lousy politician. He's made no effort to tell the community about himself. He also failed to participate in The Express Times Voter's Guide. He does provide some details to the LWV.

6) Tom Dietrich, the Hellertonian who unsuccessfully challenged Ann "Nice Guys Finish Last" McHale last year, is in the fray again. He has a web page, but I haven't seen him at a council meeting for some time. He tells the LWV he'd like to eradicate the "unprofessional conduct" in county government with better customer service and professional responsibility. Like Gilbert, he failed to participate in The Express Times Voter's Guide. Unlike Gilbert, he has no MBA.
