UPDATED: ICE Tactics Make Partial Federal Gov't Shutdown Likely

We've just gone through the longest federal government shutdown in US history. Democrats wanted a funding bill that included an extension of Obamacare healthcare subsidies enacted during the throes of the COVID pandemic. Senate Republicans refused to budge. A 43-day shutdown ensued. Soon after the Trump administration refused to fund SNAP benefits, eight Senate Democrats (including Pa.'s John Fetterman) voted to join Republicans and end the stalemate.  Now, as a result of the controversial manner in which ICE has enforced immigration laws, at least a partial shutdown looms. 

Congress has already passed 6 of 12 funding measures for government operations. The final 6 include the Department of Homeland Security (DHS), which includes ICE and Border Patrol. There are 53 Senate Republicans, so at least 7 Senate Democrats are needed to keep the federal government fully operational. 

Democrats have so far resisted the temptation to insist on abolishing ICE. Minority Leader Chuck Schumer has asked Republicans to separate the DHS bill from the others because changes are needed as a result of the overzealous manner in which ICE has acted in Minneapolis. Two American citizens have been shot dead. They entered the home of an elderly Hmong-American citizen without a warrant and took him away, undressed, in a case of mistaken identity. They've stopped people because of the color of their skin and their accents. They've become an occupation force in which the very people they should be protected are treated like enemy combatants. 

They've somehow managed to turn "Minnesota nice" into Minnesota nasty. We should have learned from the COVID pandemic that people hate restrictions on individual liberties, even something as innocuous as wearing a mask. What is going on is far more repressive, and the entire nation is increasingly concerned that we are on the way to becoming a police state. 

Senator Schumer has offered Democratic support for 5 of the 6 bills. Just not the bill funding DHS. He has four basic demands. First, no home should be entered without a judicial warrant. Second, a general prohibition on wearing masks (I can envision numerous exceptions that would be reasonable). Third, a mandate for body cams and IDs. Fourth, a code of conduct. 

I would also insist on more training, and that it should include crowd control in an urban environment. Most local police officers have far more training than 47 days.  

UPDATED 1:15 pm: The Senate has voted 55-45 to block the spending package that includes funding for DHS. All Democrats were joined by 8 Republicans.

As to your final paragraph, it is my understanding the Minneapolis Police were told to stand down. Told not to assist FEDERAL law enforcement efforts.

Sounds to me, the unruly mob out on city streets was being enabled by local law enforcement who looked the other way. Let’s assign a big share of the blame here directly on Minneapolis itself.

Similar types of protests are taking place in other cities, including right here in the Lehigh Valley. Difference is, unlike Minneapolis, local law enforcement assumes responsibility for behavior on the streets and sidewalks.

Bernie, I know you and many of your readers are on the younger side, but DHS has not been a permanent fixture of our federal government. In spite of the US winning the Cold War without DHS, we're somehow less safe now than we were 30 years ago. One would think a department of homeland security would do more about gun violence in our homeland's schools, but apparently all it took was one disarmed protester for DHS leadership and the president to come for our beloved 2nd Amendment. DHS has been a waste of taxpayer money to the benefit of big tech. It's time for it to go.

ICE does not need more training. We need citizens to learn the difference between protesting peacefully and not obstructing roads and sidewalks from the use by other citizens. The costs to local police and state police must be overwhelming. If I lived in some of these states, I would be furious with all the costs from addressing outside agitators. Don't these folks have jobs? And that man who is being praised because he has a RN license obviously had some recent mental health issues and had stopped working months ago. ICE is talked about as if they are foreign enemies. They are our sons and fathers and relatives addressing mobs. Why do we support people violating our immigration laws? This is a problem ignored by Congress because we like cheap labor. I would never patronize a business that uses workers that are not legally here. I want employers that offer good lobs and good working conditions. As always, when tough issues arise, follow the money.

I completely agree that ICE needs to be reigned in and follow the rule of law. However, I disagree with your assessment that Democrats have resisted the urge to call for the abolition of ICE. The problem that most people refuse to address is that ICE does have a valuable and important job, the enforcement of our immigration laws. Unfortunately, this administration has made a total mockery of that and they are more an example of the old roaming slave gangs that sought to catch escaped slaves.

I saw that. It was all over every major news outlet, including the liberal outlets. My reaction is that this is beyond protest and that Pretti should have been arrested then. Looks like a pretty clear case. Oddly, they did not arrest when they clearly should have. Then, a few days later, he is killed on an occasion in which he should not have been arrested. I am curious whether the ICE officers involved in shooting him were also part of the crew on 1/13.

No, I am aware that many Democrats want ICE to be abolished, including members of Congress. But the Democratic Senate Caucus has resisted the urge to do so at this point and is instead calling for reforms that most of us would agree are needed.

Minneapolis has a 20 year old separation ordinance under which they may not share information about immigrants with ICE. This makes sense. Let me explain why. If an immigrant who is a victim of or witness to violent crime thinks that he or she will be reported to the feds, he or she will be less likely to come forward. On top of that, local police have no jurisdiction to enforce federal law. So they are not providing that kind of assistance. But they have an obligation to respond to 911 calls about street violence, even if they are being called by ICE. They must respond. Some goofy members of Minneapolis city council want to change that, but local police do exist to protect public safety. Right now, most police departments in this area do not share information about immigrants with ICE but honor all federal laws. Let me add that they are understaffed and have their own crime to deal with. I think it's a bit arrogant that TRUMP and JD would suddenly send several thousand ICE and Border Patrol to one city and then demand that local police stop what they are doing (domestic violence, drug traffic, murder and robbery investigations, rapes) to help them go door-to-door on sweeping raids. On top of that, many officers are themselves being stopped and asked to ID themselves when off duty. This hardly creates a good environment.

The video of the Atty. General candidate in Virginia sums up the Dem. attitude towards Trump- no wonder there's so much gridlock in Washington. He's our President, let's follow Fetterman's lead and try to compromise.

My question was not about sharing information with, nor enforcing federal law. I am referring to enforcing local municipal law. That local mob took over a downtown hotel they thought housed ICE officials. The rioters broke windows, spray painted windows, and broke furniture. The Minneapolis police stood down. Why? The rioters jaywalked on city streets and stopped passing vehicles. General disorderly conduct stuff. The Minneapolis police stood down.
