NorCo Exec Lamont McClure is stepping down at the end of the year. At last night's meeting of County Council, he delivered a final report that details the county's financial position and employee compensation.
So what I wanted to do with my final report was frame for you where this administration ends financially, and we just did the budget, so we're not gonna relitigate that. We litigated it, and it concluded.But I sort of, I do think I need to talk a little bit about what the financial picture, the county, is because there was a lot of talk about that vis a vis, the state's inability to timely pass the budget. So, we anticipate, and these aren't my estimates, these are Brandon Dunstain's [Budget Administrator] estimates.When the books close in February, we will have 37 to $40 million in cash. So that was a concern that we would be out of cash. The new administration will be able to make payroll and tell the taxes roll in for the new year.I wanted to also let counsel know and create the record that, as we walk out of here, Northampton County government will have $1.2 billion of borrowing capacity. Let me repeat that, Northampton County will be left by this administration and this council $1.2 billion of borrowing capacity. This comes despite the fact that we built a forensic center, and we've borrowed money to ameliorate a 50-year-old crumbling garage. So the $1.2 billion is more than adequate for future executives and councils to do whatever they need to do in terms of the public works of Northampton County. So I thought that was important to let everybody know.And while we're talking about borrowing capacity, our bond rating, as I walk out this door, is double A1. Which is the second best bond rating you can have, and I believe, the finest bond rating of any municipality in the Lehigh Valley. So, not only will you be able to borrow $1.2 billion, if you have to, you can borrow it for less money because your bond rating is so solid.We have also talked about pension, and OPEB [other post employment benefits]. So today, the pension fund sits at $566,642,484. Almost $600 million. There are people, not yet born, who will work for this county, that could be covered by this almost 600 million dollars. So it's very important for us to understand where we are today, and that is at almost 600 million. The OPEP Fund sits at $59,249,712. The total under management - I added it up - $625,892,196. That's what I am leaving as I walk out. The door.One other thing that I want to talk about is the county's long-term indebtedness. 20 years ago, our long-term indebtedness was $128,743,766. By the time I took office in 2018, our long-term indebtedness was $110,881,061. We got it down, despite having borrowed, to build the state-of-the-art forensics center by 2024, we got it down to $69,861,859. It's gone up a little bit to $84,381,512, because we borrowed the money to fix the crumbling 50-year-old parking garage, but still below, when I took office and substantially below, where it was 20 years ago.Now, this financial picture is sometimes connected to a fallacious argument, that fallacy, that this was done on the backs of our employees. And that is not, in fact, the case.What do we know about employee compensation? One of the things we know about employee compensation is that the ever-increasing cost of healthcare diminishes whatever employees get in their raises, correct?So for the last, and I'll provide, I'll provide your staff with this information so that you can all have it in front of you to digest and pass on to the new members of council, but for the last 8 years, our employees' healthcare costs to them have not risen. For eight years, our employees' healthcare costs, to them, have not risen. I don't know of another employer where that happened. If you find one, let me know. It is a unicorn.Additionally, there's this notion that our employees - who are valuable to us - haven't received their fair compensation over these last eight years, and I'm including the eighth budget that just passed. And I want to just go over with you, as I promised, what the compounded totals of their raises have been over the last eight years. And we broke it down through each of the bargaining units.So, to start with the nonunion career service, their compensation has risen 27.87% during my time as county executive, and during this council in the previous council's time governing.The corrections officers, they have risen 27.78% plus 75 cents an hour in that first contract they got when we arrived.AFSCME Gracedale, they have risen 27.27%. AFSCME residual unit, 26.61%. Their salaries have increased. And don't feel bad for AFSCME residual, because although it's 2% in 26, in 27 and 28, they get four and a half and four and a half. So they'll be tacking another 9% onto that.Deputy sheriffs, they are 30.9%. Their compensation is raising over the last eight years.The Detectives Association, Detectives, have gone up 36.2% over the last eight years.The Human Services Workers, the folks at DHS, nice folks who come here, their compensation has risen 34.93%. And the steel workers, uh, at Gracedale, it's 33.53%.So it is just not true that, you know, our excellent financial position is based on not having paid folks, especially in light of the fact that healthcare is not risen in the last eight years.That concludes my report.Thank you.

Lets talk about employee compensation here. Is this 27% based on total compensation? Or actual wages? Because that comes out to an average of over 3% every year he was in office. Career service did not see that. And through this period inflation was well over 30%, so even with that inflated number it's still a loss.
Baloney. Our health care costs have gone up. We are paying 5% of our wages for our health care. That means if i am earning $20,000.00 per year I am paying $1,000.00 for my medical. That comes of my wages. Our c0-pays have gone up considerably. I pay more because I have a family. Look at the CPI and then look at how much was applied to our wage scales and you will find we have not kept pace with inflation. You add a step to the scale at the top and take away a step at the bottom of the scale and we never get the equivalent of a Cost of living like Social Security grants annually. Such hogwash. You ought to be ashamed of yourself. Liar, Liar pants on fire.
Seriously? People leaving council, a big turnover of people and solicitor, Christmas donations he doesn't control with a press conference, and you put out another McClure press release. You were right, we all miss the newspaper reporters. Did he mention the staff on Food stamps, the fiasco at Gracedale. Screwing retirees. The lawsuits? I am sure his congressional opponents both democrats and republicans love his self-laudatory report so they can dissect the bullshot from any facts. You publish it in full cloth as he has always been your boy. He won't even make it first in the primary.
He's been a rotten executive. He squandered any and all trust in 2020. He's one of the worst in county history.
Talking in percentages softens the hard facts, it does not address helpful strategies for keeping staff/personnel from exiting, nor does it shed light on resources and avenues to improve ongoing concerns. In short, he offered a glowing mathematical salad with few, if any, suggested helpful ideas for the new executive, and new council to pursue.
Like a used car salesman bragging about his rust bucket having new tires and an air freshener.
I don't know what's worse. McClure campaigning again from the executive report or the fact that BO regurgitates it back to this blog with absolute no push back.

The percentage has not gone up at all. The only co-pay to rise was the one for an emergency room visit, but that was to have people go to urgent care and not over burden the ER system with non-life threatening emergencies. Again go watch some prisoners.
Please get back to work making sure that your residents at Gracedale don't fall out of bed at Gracedale. You got bonus money above and beyond those raises. Or have you forgotten about that?
Eight years without a tax increase is not sustainable. He left the county and its future leaders in a no win situation.

When business figure salary the include benefits. Thus the increase. And it is as health care has gone up each year and county absorbs most of it. Welcome to the real world. However I'm happy he will be gone. Time to get control of county budget

Inflation from 2018 to now is 31.088% (at least from Jan 2018 to September 2025).
I published it bc he addresses many of the long-standing complaints about him made on this blog and made by some members of Council. I have published those complaints and have even made some of them. It is only fair to publish Lamont's response in his final report as Exec.
I should add that I will also be publishing the departing remarks of Ron Heckman.

When you say these percentages remember you have to look at the starting numbers or salaries. Northampton County employees are either the lowest paid County employees or second to the lowest paid County employees for the class of county we are.
So you can run around throwing these percentages around but when it comes to the actual dollar amount you are a disgrace. Because we all know all you care about is yourself.
But don't worry Lamont who ever you run against we will make sure they get the facts to make sure they can correct you.
You put these county employees in a hole and I hope you never get the opportunity to put our nation in a similar one.
My only reaction to this is that he should schedule an orthopedic appointment. One of his shoulders is going to need a lot of work after patting himself on the back.

The employee retirement fund and OPEB have those balances because up until his 2026 budget, every Board of Commissioners, Council and Executive have contributed the actuarily recommended amounts. It should have been about $12 million. He also budgeted no county contribution for Gracedale. That's fantasy. It needed $10 million last year to keep the lights on. Expect another large cash infusion from the General Fund early next year.
So glad he'll no longer be Norco's executive (or will he be?) I'll be honest, if anyone would have told me several years ago that Tara and her bullhorn would be our next county executive, I would have laughed hysterically. But she will be and there's nothing to laugh about. I know people are tired of "hearing" about Gracedale but it is an embarrassment and a true disgrace to know that the "jewel of the county" is now a one star facility with an abuse warning tagged to it. He did that. He allowed Premier's contract to expire in 2018 and then hired Jen Stewart-King as administrator (a then newly licensed administrator). He complained that Premier (which brought the county home to five stars and a deficiency free state inspection by the way under it's first administrator)got" "a little too heavily weighted on the fiscal side" (his words). Supposedly Premier's final administrator at Gracedale didn't do a great job but the "first administrator" did so. Sad he left but who could blame him? So now we hear "get a private management company and it'll all be better". So what is the answer? How do you fix what Lamont (and others) broke? Tara is in over her head before she begins.

Absolutely correct! Percentages sound amazing but when some weren’t paid well to start on top of ridiculous inflation some are worse now than before.
Example: career service employee making $20 an hour eight years ago, shall now be at roughly $25.57 an hour 8 years later!
That sounds like an amazing thing but it doesn’t make a dent with inflation across the board.
Many warehouse jobs are starting at $22-$27 to start. I know, I know county employees can leave and go to these warehouses however, with Tariff Trump screwing up the economy some of these places are now closing! I knew two people whom work at warehouses and both are closing conveniently the week of Christmas. That’s why employees don’t leave for these unstable companies.
Crazy, bragging about compensation meanwhile CS raise for 26 is 2%??? People can’t afford to live as is, and other counties are extremely competitive wage wise. It really drags employee morale.

Didn't the deductible go up too? They also rolled out the high-deductible plan, which in the first year made some sense. But then the the deductible went up but the HSA contribution from the County did not.

Mr. Kraft, I went ahead and added it up ...I looked up the COLA increases for non-union career services annually using Grok and they average 2.63% increase per year. Or roughly a 23% increase in actual gross wages over the 2018-2025 time period. In simpler terms, if an employee in 2018 was making $1.00, in 2025 they were making $1.23.
As Bernie mentioned, the CPI during this period was 31%. Consider also that the CPI masks increases in critical working class budget items like groceries and evergy costs. Non-union Career Services lost out big time with this administration. Likely losing over 10% of their purchasing power when you factor in the higher inflation rates for basic needs.

When Express Scripts was introduced (even though they promised nothing would change), many of our division have experienced many changes, and not for the good! This was on top of terrible wages that have us crucially understaffed.
