Pennsylvania's budget was due July 1, but the impasse continues. It's mainly over school and mass transit funding. Our hard-working state senate, after spending most of the summer at the beach or country club pools, finally convened yesterday to propose a "stopgap" plan that Governor Josh Shapiro and Democrats had warned was a no-go. And now the legislature is off again until September.
This abdication of their responsibility jeopardizes $2 billion in education funding and $542 million in health and human services funding for county offices.
At the August 7 meeting of NorCo Council, Council member Jeff Warren - he's running for Joe Emrick's seat in the state house - asked Executive Lamont McClure whether this impasse has negatively affected the county.
McClure responded, "As of today, No." But he went on to add that the county will have to start making plans in September if the well runs dry.

Bernie, it seems the only people who suffer the consequences of this kind of inaction are the taxpayers. No wonder people are fed up with their government at multiple levels. If our elected representatives would concern themselves with working for citizens more than their own political survival, the electorate would acknowledge that with their votes.
The real story is this. There is a surplus due to Covid money, however, the 5 year fiscal outlook for this state doesn't look good. Democrats are just dying to spend that money, because that's what they do. Shapiro is running for president, so he wants to spend as well, but if this drags on it's not a good look for him. If he can broker a deal and show leadership, it would be a feather in his cap for sure.
Here's a summary of the budget battle: Democrats want to raise taxes, all kinds of taxes. Had Shapiro not run away scared from any gubernatorial debate, Pennsylvanians may have learned the truth. It may certainly be the worst state legislature in the country. Buy someone has to stand in the way of more taxes on some of the highest taxed citizens in the country. Most contributing Pennsylvanians know this.

As has already been pointed out, Shapiro has proposed no tax hike.
This will drive Republicans crazy but truth be told the PIT should be raised it hasn’t been raised in over 20 years and the sales tax should be broadened the base is too narrow. Have you been able to manage your household with no increase in income for the past 20+ years.

The PIT is a percentage of your earnings. Every time I get a raise, the state gets a raise. Amazing that 9 states can operate with no state income tax at all.

I hope this person is not serving in our government LOL. Here in PA we have the second biggest legislature, second highest paid legislature, plus per diems, in the country. Second highest paid Governor. They get big staff allotments and car allowances. incredible pension benefits. Despite all this, PA is in the bottom 10 of fiscally healthy state rankings. Cut some of that bullshit out and we can talk about a tax increase. By the way, we are ranked 25th highest tax burden per person in the country already.

The top 10 most fiscally healthy states include 3 that have no state income tax at all, Florida, Tennessee, and South Dakota. How can that be? The least fiscally healthy, New Jersey, Massachusetts, and at the bottom, Illinois. Go figure.
The real issue is SEPTA funding. Shapiro and the Dems want to shovel more of our tax dollars into a bloated inefficient transit system that serves their political base.
