I've written several times about the Jill Mancini case. She was a full-time assistant NorCo solicitor who was summarily fired in a Christmas phone call by the Brown administration. A federal jury concluded that her due process rights were, in fact, violated, and she was awarded $94,000. Her attorney was awarded $186,000. That finding was upheld on appeal to the Third Circuit as well. Her claim for reinstatement and back pay were unresolved.
After years of going back and forth between the Personnel Appeals Board, Common Pleas Court and Commonwealth Court, President Judge Craig Dally ruled in 2024 that Mancini be reinstated, that she be awarded back pay and all fringe benefits between 2014, the date of her termination, and 2018, when she found alternative employment. He scheduled a hearing for damages. But Judge Dally has decided to remand her claim to the Personnel Appeals Board to conduct an evidentiary hearing on the issue of damages and report back. Judge Dally has determined that the Personnel Appeals Board has failed to determine Mancini's damages and fringe benefits and her administrative remedies must first be exhausted at that level.
This case has now been litigated through three different county executives.

More BS from Northampton County. Another instance where Northampton County employees and former employees through no fault of their own are treated TERRIBLY after putting many years of dedicated work service in for the County and taxpayers. When is some agency going to step in (like Lehigh County) and look at the corruption that has been going on and still does.
This is another case of lawyers using the appeal process to thumb their nose at the Judge who made a decision they don't like. Brown and McClure know they are wrong. Judge Dally knows they are wrong. Federal judges as well know they are wrong. The appeals court know they are wrong. What is the penalty for abusing the system. Make Brown and McClure personally responsible for their actions. Make Brown and McClure pay part of the settlement!
Brown is the only one who fired her, and he is the only one who cost NORCO this money. the remedy is being dragged out by the plaintiff by not settling this case with her offers
Jill is Canadian. She doesn’t understand real money. She wants $1,000,000.00. She is out of her mind.
Italian American here. Prominent Italian American lawyer, and former Judge of the Court of Common Pleas Emil Giordano, (He’s also in a kickass rock band.), got McClure to agree to pay Jill 100,000. Jill wouldn’t take it.
I’m surprised that the insurance company, CCAP, hasn’t offered her a settlement yet. Isn’t that the purpose of having an insurance company?
CCAP covers certain losses, but not this.
Why should anyone JUST SETTLE for what the County wants to GIVE when THEY are in the WRONG!!!!
Can you not read? Judge awarded her 4 years back pay. Salary alone would be 3x that much - not including fringe benefits. Honestly if you don’t understand the context don’t comment you’re just embarrassing yourself
