NorCo's Home Rule Charter specifically provides that County Council can require periodic reports from the Executive branch. Ron Angle, when he was Council President, suggested to fellow Council members many moons ago that it would be good for them, the administration and the public they serve, to provide an opportunity at every meeting for the county's top official to tell us what's going on. Council agreed. And so, the county executive report was born. It became a feature of every County Council meeting agenda. Until now. County Council President Ken Kraft has unilaterally decided to remove this feature from county council agendas
This tradition lasted through several Executives, starting with John Stoffa. Sometimes they had a lot to say. On other occasions, nothing at all.vs.
Kraft has the authority as Council President to preside at meetings. By tradition, Council Presidents also set agendas and appoint county council committees. But he has no actual authority to make appointments or set agendas. He is little more than a first among equals.
After she became Executive, Zrinski took the opportunity to deliver informative reports about what was going on in different county departments. Anyone with an actual interest in county government, instead of county politics, would find these useful. Not Kraft. He preferred that we know as little as possible, and pressured Zrinski to speed things up. When I complained, it was played off as a running joke.
Not anymore.
Although Zrinski has continued to provide these updates, she has also spent perhaps a bit more time than she should talking about herself. That's who she is, and she is far from the first politician to have a massive ego. During her report at last week's meeting, she went too far. She directly confronted several audience members who are understandably critical of her planned 43.5% tax hike. She also got emotional and had to choke back tears during the remainder of her report.
It made her and County Council look bad.
Kraft seized on that poor display to make a change. In an email sent to County Council members on Friday that has Lamont McClure's fingerprints all over it, Kraft made the unilateral decision to remove the Executive Report from future County Council agendas. "The objective is not to restrict questions or diminish accountability; it is to eliminate an unnecessary standing agenda item while preserving every Commissioner’s ability to obtain the information needed to perform their duties."
This is nonsense. When the county executive exercises the option of reporting on what is happening throughout different departments, she is providing accountability and transparency that also reaches members of the public who have no ability to ask questions of obtain this information any other way.
This also enables both Council and the public to evaluate the kind of person who is speaking. Is she informative? Knowledgeable about county operations? A little too juvenile? Or instead, is she too pompous? Is she sincere?
Kraft lacks the authority to do what he did. He is depriving both fellow Council members and the public from an opportunity to see their Exec in action and judge for themselves. If he hates the idea that it adds 15 minutes to a meeting, he should resign. Hopefully County Council will reverse him at their next meeting.
Let me tell what I've learned about watching and listening to her. She is working hard and grows more and more familiar with each department. She is a bit too jocular and laughs at the strangest times with very odd facial expressions. She talks a bit too much about herself. But she also has a deep desire to make the county a better place, is empathetic and is certainly sincere.
We learn a lot from watching the Execs. What did I learn? John Stoffa displayed a deep sense of personal integrity combined with a wry humor. Brown was very knowledgeable about finance but had no empathy and hated saying more than was necessary. McClure by far was the most brilliant of the Execs and was often responsive to members of both Council and the public. He often would focus on one or two matters and sometimes used the Exec report to honor people. He was the first Exec to recognize that this report was a very useful too that combined good politics with good governance. Zrinski should have the same opportunity as other Execs.
So which is it Bernie? Is Kraft a Zrinski lap dog or is he against her? Because what you're reporting is completely conflicting, as usual.
ReplyDeleteKraft is Zrinski's lapdog so long as she is doing what McClure wants.
DeleteWhich commissioner is YOUR lapdog?
DeleteKraft.
DeleteKen is not your lap dog. You wish!
DeleteI wonder how you got that email sent only to the council members, which commissioner is YOUR lap dog??
ReplyDeleteWho cares the public has a right to know. Glad they did it.
DeleteYou should re-write this O'hare, I asked for input from other members of council how they felt and what could be done with the suggestion of removing it all together. I did not remove it from the agenda as you try to say here, but hey, you do you, again.
ReplyDeleteAlso since i only sent it to county council members for their input, how did you get your slimy hands on it. I know everything we do is public record but someone on council is getting you this like it would hurt me. I don't care but what i do care about is only ONE of the members of council emailed me back about this. the other 7 did not touch the subject.
If you want to do this, you need to do it out in the open and get 5 council members to agree publicly with you that you wish to deny the public an opportunity to see and hear from their Executive, and in real time. If you are saying that you are willing to listen to other council members, which would be a first, then I think you have your answer already. They don't wish to change things. Also, I can file a RTK to get all emails exchanged between council members. I can file a RTK to seek text messages sent and received during meetings. You know this, so don't be pissed at a council member who sends me what I have a right to have, and that's assuming I got it from a council member.
DeleteNo, i do not have to have council vote on it, just like when your buddy Ron put it on the agenda because he was mad at Glenn, I can surely take it off. But again i did not, I asked for input from the other members. You show me where this is mandated part of a County Council Meeting
DeleteBernie, are your hands slimy? LOL! Politicians think anyone providing light to the dark rooms of politics have slimy hands.
DeleteKen, My buddy Ron did not put it on the agenda because he was mad at Glenn. This started AFTER Stoffa became Executive and Angle did so after receiving the assent of all county council members during an open meeting. Moreover, the Home Rule Charter specifically provides that the Exec has the right to " present to the County Council from time to time such information concerning the business and affairs of the County as he may deem necessary, or as the County Council by resolution
Deletemay request, and to recommend such measures for legislative action as may be in the best interest of the County."
She has an absolute right to speak at County Council meetings when she desires to do so.
Can you also cut public comment to 2 minutes per person? If somebody cant make their point in 45 seconds, they never will.
DeleteKen, you're not too sharp and a very bad person- do yourself a favor and resign immediately!
DeleteThey're trying to limit communication in an effort to avoid uncomfortable questions. They know there's little to zero critical press and while you can be an occasional pain in the ass, you're old and will be gone soon. They're acting like they preside over one-party rule. I knew John Stoffa. John Stoffa was a friend of mine. Zrinski is no John Stoffa.
ReplyDeleteRegardless of intent Ken is doing Tara a favor. She does herself no favors when she speaks in front of council as she is not very intelligent. This is 2026 moving into 2027, Tara can record her exec report and have it posted on the County website or livestream on social media. She can allow comments and receive feedback. Pre-recording is probably better as she can have do-overs and present herself as a more composed professional (versus the moonbat that she is).
ReplyDeleteIf she is doing herself no favors, the public should be able to see it and judge for themselves.
DeleteOh yeah i forgot, it's called the County Executive Meeting held the first and third Thursday of each month
DeleteMaybe more people will attend or watch council meetings now without her condescending mocking of the commissioners. Tara has displayed total disregard for the work of the commissioners and has already commented that "nothing happens without her". There's several ways to interpret that statement. We are in a dumpster fire here in Northampton County. Show of hands now for those who voted for her.
ReplyDeletekraft, an insecure, egotistical bully. His alter ego must be tRUMP.
ReplyDeleteWah, wah, Ken is mean! Grow up!
DeleteHere's Mr everything ever on this blog is about Trump. SHUT UP ALEADY. You are such an annoying little gnat.
DeleteZrinski, Kraft, Warren, Keegan, etc. All tied for First Place in auditions for the role of rearranging the deck chairs on the Titanic. I hope the voters of NorCo who put these and previous fools in office are happy.
ReplyDeleteHow much did NorCo pay to the DOH in 2026 for deficiencies at Gracedale Including the 2 G tags & D tag in September? I don’t know if the September penalties are posted yet.
ReplyDeleteTime to clean house the county is in hands of assholes
ReplyDeletei get the instinct, but a bad look
ReplyDeleteBernie: you write: " she has also spent perhaps a bit more time than she should talking about herself. That's who she is, and she is..." This is all that needs to be said. Zrinski is all about herself and how she can move forward politically. This alone combats your argument about Zrinkski wanting to make NorCo a better place and being sincere. She is all about the next step in a political career. Funny here here earlier taradiddles are full blown mascaraed and falsehoods.
ReplyDeleteZrinski displays classic narcissistic behavior.
DeleteWhy can’t her reports be added to the agenda and filed with the meeting minutes for public view?
ReplyDeleteZrinski is very immature, and has been incompetent in any office she has held- it's all about name recognition with her, since she always has her eye on the next gig.
ReplyDeleteThis County has never been in such poor shape- the result of bad leadership.
ReplyDeleteWhat were the total fines issued to the county from Gracedale?
ReplyDeleteKraft has another reason for shutting down the reports, keep digging.
I don’t have a dog in this fight, but it seems that the Executive Reports was initiated by a different council, for a different Executive. So instead of eliminating it, why not update the process for the Executive and Council that they have now?
ReplyDeleteMaybe it’s time for the CURRENT council to take control of this and put it in a format that works for them.
For example, council could have the Executive submit a report to council, in writing, 24 hours ahead of the meeting. It could be posted to council’s web page at the same time so the public gets the report at the same time as council.
Then use the meeting time that’s currently being allotted to the Executive, and have council ask questions about whatever they want - primarily things in the report, but also matters of concern that might not have been addressed in the written report. The questions can come from both Council and the public.
That seems like a much better process that allows for more clarity, and will hopefully cut down on the time that’s being used by the Executive to deliver canned remarks about herself. It also delivers the accountability and transparency we all should want.
In the end, it’s a Council meeting and they do set the agenda. It’s not an Executive press conference. As mentioned above, I’m sure there are ways to make the segment better for both Council and the public.
Under the HRC, the Executive has an absolute right to make a report at her own discretion. That's county law.
DeleteOnce again Bernie is right. Don't you think Ken Kraft should read the Home Rule Charter before he opens his mouth and makes a fool of himself? Congrats Bernie
DeleteToo bad someone didn't put that muzzle on when she was County CampaignTroller for two years.
ReplyDeleteWhat an embarrassment! She's incompetent and only cares about her political future.
DeleteShe needs to reimburse the County for her time as Controller.
