PJ Craig Dally Appoints Jeffrey Corpora to Fill NorCo Council Vacancy (Updated 7 pm)
President Judge Craig Dally has issued an Order appointing Jeffrey Corpora to fill the vacancy on NORCO Council. Below you will find both the appointment and Judge Dally's "Statement of Reasons" in support of his decision.

Who is Corpora? Was he one of the applicants?
Great choice by the Courts. The Corpora family has done a lot for Northampton County over the years in various capacities and I’m sure Mr Corpora will act in the best interest of the taxpayers. Time for the games to stop and Council to do what they were elected to do…. Serve in the best interest of the residents of Northampton County.

Wow! Those Kraftie and Warren were dressed down by the Judge's examination. If Kraftie ever runs for anything ever again, this record should always be brought up. Not only did he lie, as well as Warren did, but his inability to formulate and communicate one coherent message was expressly demonstrated. Like a petulant child he pouted because he wasn't chosen as president. He can go pound sand. All of them - big butt holes!
Judge Daly's stock went up big time. Now who is Jeff Corpora?
While Jeff may be a decent choice, I don’t like that people who expressed an interest in joining Council and sat through interviews were overlooked. Certainly, one of the 20 was worthy of the appointment. Unfortunately, this appointment looks like connections played a part.
I'd be interested to know how Judge Daly came up with the appointment. A news report indicated that Corpora was caught by surprise. Kind of cool.

That will be one more vote to give the Judges what they ask for.
I would love to be a mouse in the County Executive's office when McClure received the Court order. It appears the administration attempted to con the Judge into having him think that they had the say as to the appointment and Spadoni didn't belong there representing the Council majority. Kraft didn't even know what he voted for.

I think Kraft's behavior, and his two colleagues on council, is reprehensible. They had their votes, in council meetings, for whom they wished appointed. Council voted as a group to send a petition to the court, for the court to appoint someone. They should stay the hell out of it after that - not put their slimy butts on the scale to try further influence the selection and get their way. Arguing that they didn't authorize Spadoni to petition the court was total BS. And the County Solicitor's action was equally out of line. Kudos to the judge for handling this properly.
7:42 pm: Corpora was an EAHS social studies teacher for many years, retiring about five years ago. Took a job at some cosmetology place and works for Moravian. He was, I believe, appointed to a position in Nazareth. Managed high-schoolers, so he should be able to survive Council meetings.
9:43 pm: According to the Express-Times, Corpora resigned his position in Nazareth this afternoon and was sworn in as a Northampton County Councilman a bit later. Corpora noted his appointment was a surprise and that Dally contacted him.
Ole McClulliss did it again. He got some of his pawns to do his dirty work while he kept his hands clean. The Solicitor and Kraft must do his bidding. Kraft got the two new nitwits on council to go along with it. The group come off goofier than George Santos. The Courts slapped their wrists so now they will attack the keyboards. They wanted Kraft as their President? What goofs. Taxpayers had to fund this nonsense and you are wasting our money. Figure out your job and stop taking orders from the county executive. What next, Barron gives you a lecture on how to use the counties crappy phone system? You now have no public credibility just like Kraft.

Judge Dally threw them a curve ball. I’m quite sure Lamonts red face became much redder when he got the news. Good job Judge, hopefully Mr Corpora won’t let you down by acting like the 3 fools.

State law prohibits a school board member, who receives no salary at all, from serving on County Council. A quo warranto action was brought against Ron Angle when he sat on the Bangor School Board without pay, but Tony Branco was able to sit on both Hellertown Borough Council and County Council and draw a salary from both. The same is true of Joe Capozzolo, who was Bangor's Mayor and a Council member.
Judge Zito, who was Council's Solicitor at the time, ruled that only the state legislature could determine which offices were incompatible.
BO at 11:00, the McClure gang led by Kraft are still trying to screw things up with their home-grown law reviews.

The process for filling a vacancy in the county charter is mostly consistent with state law. State laws governing the process have drawn complaints because critics believe the selection process lacks transparency. One would have to be naive to believe that selections are made without considering political alliances and building political control.
That is not the message sent by county council in this matter. No one knows the back room maneuvering . There were a number of candidates offering strong resumes. In my opinion, some of those candidates were worthy of appointment. But, when a majority could not support any of the candidates, the outsider has to simply conclude that there was not a satisfactory choice. Unfortunately, that was the message that was sent to the court.
The court’s selection is good. But, it’s a mistake to ask the courts to make such a decision. I learned early in my government career to never leave a political decision to the courts. That’s your job and the court is not representative government.
Act 53 which sets up the Ability for a County to adopt a Home Rule Charter and establishes the Rules for Home Rule Counties is the law which the County must follow.
ARTICLE I "ELECTED OFFICIALS" Section 104. General Prohibitions reads as follows
"During his term of office no elected official shall hold any other elective public office or hold other employment with the County, for which he receives compensation".
Either the Charter is wrong or Zito is wrong. Act 53 allows the County to establish its own form of government. I think Zito is wrong.
The Corpora’s have done great things for Northampton county … especially Lisa Ann!

McClueless and his lapdogs have only one move left….get their own reality TV show. The rest of the world can then be entertained by this circus we call Northampton County government and leadership. Kudos to Judge Dally, the adult in the room, and best wishes to Mr. Corpora.
This council’s self inflicted refusal to work together to choose one viable replacement is a disgrace and should be remembered next election cycle. The people that these elected officials represent have every right to ask questions or admonish their elected public leaders.
Even though the council abdicated their responsibility and tossed it to the courts,
The public still should have the right to know how and why a “court chosen” public official was deemed qualified for the position. The public has the right for transparency on this, even if this council can’t function.
