Northampton County Exec Lamont McClure will introduce next year's budget at 11:30 AM on Monday, October 4, 2021 in Council Chambers at the Government Center, 669 Washington Street, Easton, PA 18042. The Budget Address will also be livestreamed on the County’s YouTube Channel and on Facebook.
Will it include a tax hike? My guess is that, for the fourth year in a row, McClure will present a budget that is both balanced and without a tax increase.

ReplyDelete9/30/21 at 9:25. Yea right? If it weren't for the pension plan we had when hired years ago, I would have moved on years ago. Now these employees have NOTHING. Democrats for the people my back side. Thank goodness I was able to retire some time ago. Never go back to Norco.

ReplyDeleteThat’s simple. A budget estimates what personnel will cost and includes some padding if it comes in higher. If you think you must know every expense in advance to the exact penny, a budget could never be completed.
ReplyDeleteActually you can... If you sit down and negotiate in good faith and work out an agreement before the end of each contract you can have it in the budget. But that is not how Lamont and Chuck work. There is no good faith talks it is take or leave it . Then you end up in arbitration. Which they love because you might only have a disagreement on one or two things but they make you arbitrate all parts of the contract . Scare your employees great way to run things. So you could have it in the budget
DeleteBut that was not your question. Your question was whether a budget could be proposed without a union contract and the answer is yes. Incidentally, good faith negotiations are a two-way street.
