NorCo Responds to Concerns Over West Easton Work Release Faciliity

Matt Dees is a West Easton Borough Council member. He also publishes an informative blog about one of Northampton County's smallest, yet most colorful, communities. In addition to being the home base of Tricia Mezzacappa, who recently started calling herself Tricia Phillips, it is also the location of a work release facility that is leased from Abe Atiyeh.

About a month ago, Dees had some beefs about the work release center.What bothered him most were the residents who leave the facility and fail to return. In addition, "[r]esidents of West Easton had complained of trash, the milling of facility residents outside the gate, cars suspected of being owned by facility residents parked on West Easton streets in violation of our ordinance, incidents of verbal abuse by visitors to the facility and other problems that had been on the rise for past few years."

Dees was before Council again on March 15 "to thank County Executive McClure for his quick response and direct involvement in seeking remedies."

Here are some of the changes McClure made "to a situation that had been festering for the last couple of years."   

- A direct contact number to work release administrators has been provided so that residents in the immediate area can call and have someone respond immediately to a problem caused by a facility resident or visitor.
- Facility residents will be used to police the gate area for litter.
- The procedure of picking up or dropping off facility residents has been changed to conform to the ordinance and minimize any inconvenience to area residents.
-The Mayor will be informed when a resident fails to return and he can decide whether the community should be notified.

Dees and most of  the borough council also attended a facility tour, and found that the guards were "professional and courteous."  After seeing the place from the inside, Dees had to wonder why anyone would fail to return.

"If my naval service had afforded me some of what I saw in the facility's barracks-like setting I might have done a full 20 years, rather than only five."

  2. Tricia Mezzacappa, aka Phillips, it appears that you are now telling the federal court that your lawyer Larry Otter is corrupt and incompetent. You have even told the court that he accepted a payoff. Do you have any proof of this reckless allegation or are you still libeling people?

  3. When the work release facility was first proposed to be located in Bethlehem Township, members of the Zoning Hearing Board were castigated for raising concerns about the unit and its operation. I guess those ZHB members knew what they were talking about...

  4. Even though I don't live there, Mr. Dees has a very transparent blog. For a very small community, he keeps you informed and intrigued.

  5. 7:48, They found out how much they knew when a court tossed them out. Was it two or three times? In BT, a special exception was being sought in an industrial park. The nearest home a mile away. The center that was ultimately built in West Easton is in the heart of a residential neighborhood. WestE aston agreed to it and is paid for it. It is getting revenue that could have gone to BT

  6. Bethlehem Twp. is the Beverly Hills of the LV. It already has tax revenue by the boatload, and has milked the casino impact fees for all they are worth. They have a Taj Mahal municipal building, and a recreation center that continues to cost millions to maintain. They are in the envious position of rejecting facilities like a treatment center, because they don't want riff-raff hanging out in their neighborhoods. So poor municipalities that need the fees of a treatment center will house them. More of the haves and have nots.

  7. BT is hardly the Beverly Hills of anywhere. It is a township that is basically completely built out, has lost much of its erstwhile rural charm and is plagued by traffic, storm waters and diminishing revenue.

  8. Tricia Mezzacappa, aka Tricia Phillips, Please address your contention, in your lawsuit against Northampton County, about your own attorney, Larry Otter. You say his "only interest in this case, is to throw it in favor of the defense." Please explain. You claim he was paid off. Who paid him?

  14. Sure, BT had legitimate concern, but rendered a terrible decision and were reversed several times. The board included someone who is now a judge and wants to be a federal judge but still has not learned to be fair.

  17. Tricia Mezzacappa, akaTricia Phillips, your deposition is a hoot. Nice to know that you now have a permit to carry. Also, in your deposition, you claim you had no time to defend the libel lawsuit bc you were in court 24/7 with West Easton. You also claimed I was stealing your mail and you knew this bc when you opened your door, I would be standing there. But in court in the libel case, you claimed that your mail was lost in the snow, even though it was certified. Your deposition is at odds with what you told Judge Koury.

    She has filed no change of name petition in NC. Maybe she married. Or maybe she realized that people who google her real name will learn the truth about her.
