Werner was the original proponent of bridge bundling in Northampton County. His theory was to work on several bridges withe similar designs at the same time. This both reduces costs and ensures public safety. In fact, that's exactly what Executive John Stoffa did in his bridge bond.
Then came Executive John Brown, who eventually decided on a public private partnership (P3) to address county bridges. This is bridge bundling on steroids. Under Brown's P3, 33 county bridges were conveyed to the county's General Purpose Authority (GPA) temporarily. The GPA then entered into an agreement to repair or replace these bridges with private contractor Kriger Construction, who agreed to arrange for the financing on its own. The County then makes semi-annual payments to Kriger over a period of about 15 years, paying for the work with 2.5% interest.
This might turn out to be a great idea. It might also turn out to be a bad idea. It's too soon to say. The one certainty is that ay attempt to back out of the current arrangement would be very costly to Northampton County. Ken Kraft, a union agent who is involved in numerous construction projects, had issues with Kriger's qualifications. He may be right. He may be wrong. John Brown and the GPA, instead of being forthcoming, reacted to Kraft's complaints by shrouding everything in secrecy. This included a blatant Sunshine Act violation and excessive legal bills.
Because Werner was already a bridge advocate, and thinks he should be County Executive, he's down with PPP. In fact, he was at the ribbon cutting ceremony for a bridge that was supposed to insure Brown's re-election. He was now a Brown supporter. Even when it became increasingly apparent that John Brown had secret plans for a jail at Gracedale, he dismissed them as political.
So are the concerns about the lack of transparency and excessive legal bills at GPA.
When Lamont McClure proposed Frank Pintabone to fill an unexpired term on the GPA and give himself an ally on that board, Werner voted No. Now he may have been concerned that Pintabone would challenge him in the next Council race. But he also voted No to the appointment of Paul Anthony on the GPA. When asked to explain his No vote, he said his reasons were "personal."
He also joined two Republicans in supporting Republican Hayden Phillips as Interim Controller to fill the vacancy created by Democrat Steve Barron. Though the people had voted for a Democrat, he wanted a Republican. When that attempt failed, he voted against Bucky Szulborski as Controller.
Now he is attempting to sabotage Szulborski. He has requested legal opinions and wants a Council Inquisition into whether Szulborski is in violation of the Home Rule Charter's proscription on being "actively involved" in outside employment.
During his confirmation hearing, Szuloborski said that he is a realtor who does very little work, and intends to pursue that on a limited scale on nights and weekends. In other works, he is not actively involved in another business. Though Werner sat there, he raised no red flag or concerns. Now that Szulborski has been confirmed, he is raising this red herring.
Werner condemned the claim that Brown had secret plans for a new jail at Gracedale as political, although we now know that's exactly what he planned. And now he is doing precisely what he said was so distasteful. He's getting political, raising a bullshit issue that he could have brought up when Szlborski was being confirmed.
Apparently the guy is not only angry at McClure but also feels Kraft is against him. Word is he does not want to work with any of the new democrats and would have preferred the republicans had won. He has told some people about this. The guy has a real personality issue.

ReplyDeleteUnfortunately, you are right on this Bernie. Werner missed the boat. His ship has sailed and he has no one to blame but himself. What did Brown promise him? Had he run for Executive, he had a good shot at winning the primary, defeating McClure and certainly would have defeated Brown in the General. His votes at the re-organization meeting were also against the Democrats. Werner is now the odd man out. Dems don't want him and the "R's" are using him. Sad sad sad.

The photo op which appears with the article, does not make Mr. Werner a Brown supporter. That’s a stretch, and an assumption. Sometimes your objectivity is clear and at other times it seems a bit murky. The reporter versus the blogger. Mixing the two is not a good idea. A reporter reports. A blogger opines. A photo op with the county executive and a council member of the opposing party, does not make one a “Brown supporter”. That’s quite the leap. Perhaps Mr. Werner would like to examine the issue regarding the controller in more detail. Whatever the reason, a request for legal opinions and a further examination of the HRC does not amount to sabotage. Words such as” inquisition” or “sabotage”, or phrases such as, “raising this red herring.”, in this case, are the words of a blogger and not of a reporter.
Jeff, Let's get something clear. I make no claim to objectivity. I claim to be honest. Werner is the only Dem who seemed to know about that ribbon cutting. I note Hayden Phillips was not there either. Brown made sure his people knew. That did not include Hayden, but did include Werner.

Pintabone stood up to Deely when he actually proposed bankrupting the school district to give teachers more money. He was part of the group high fiving each other as they survived while teachers with less seniority were being laid off. I support unions, but not pigs.

Werner raises this issue after it has already been discussed and voted on. He had an opportunity to speak then and said nothing. Now, like a snake, he is trying to engineer a coup behind the scenes and is encouraging a smear campaign.

This does not appear anywhere online bc it is only in the process of happening now. Council knows this was happening bc it was advised of this by email. Now who on Council would want to post this anonymously? Not Peg Ferraro, who may still be in Florida and was fine with Szulborski. Not Matt Dietz, who an honorable man whom I deeply respect. Not John Cusick, who teaches all day and had no issue with Szulborski. Certainly not the Dems who voted for Bucky. So who is the snake on Council who anonymously posted info learned from an email sent only to Council?

Maybe you're right about Werner, but a bigger question for you is why you suddenly are in the McClure, Dertinger, Barron camp when there are many times in this blogs archives that you have disparaged their character. I genuinely am interested in hearing what is making you speak about them so positively now. I'm no fan of Brown or the Repubs that are gone, but why give credence to this particular Dem administration filled with people you once villified??
ReplyDeleteLook, I never really changed. I have always been a Dem, but not a partisan. I detested the partisanship. When Brown got elected and began to screw the worker, the persons who stood up for them were Lamont McClure and Barron. Then I got to know McClure. For some reason, he is quite reserved. But once you get to know him, he is likable, funny and smart. As Exec, he has been energetic and is moving forward at a pace I have not ever seen. Charles Dertinger, who I always fought with, has been extremely pleasant and cordial. He is very non confrontational, which blows my mind. McClure also is extremely transparent. I actually get called and am clued in on things and even get news releases. Lamont has the potential to be the best Exec we’ve ever had. Not just bc of him, but bc he is surrounded by former execs and had ten years experience on council. Also, Lamont did keep a few Rs around like Dave Ceraul. He appointed Phil Lauer an assistant county solicitor. Plus I share his goals of ensuring that the county does everything it can to help our children and elderly.

He is a stumbling block to local progress and should have been pushed out years ago but his low ball bills keep him in power and influence locally. How many pay checks does he need to make a living?

ReplyDeleteThe qualifications for controller are set forth in the HRC. The qualifications for county administrator are not. They are set forth in the job descriptions contained in employee regs. They called far someone with a degree she did not have. In addition, several tax liens were placed against her. The county is not supposed to even do business with a vendor who is delinquent n taxes, but brown appointed her to the #2 position.

ReplyDeleteI'm not saying it is positive or negative. I say that McClure is not completely partisan. Also, He is an attorney and is a better judge of n attorney's qualification than most.
Knowing Ceraul's history here in the Bangor area..I do not agree with Lamont's decision to keep him on. He could do much better but as I said..Ceraul works cheaper than most...just to keep himself in the mix. Seeking the path of least resistance is his motto and was very chummy with Brown too.

ReplyDeleteNothing has changed. I think Hayden would be a great controller and will probably support him if he runs. But the office was held by a Dem, and should go to a Dem.
ReplyDeleteAs for Pitabone, you'll have to ask him that question, not me. But I think that a school board president serves about 30 hours per week with no pay, while a council member is at least compensated.
Whether or not one is paid doesn't or shouldn't affect the time commitment if you want to serve. You are a stickler for meeting attendance (committee, etc.) so it should be a concern is all. Let's see if he runs.
ReplyDeleteWerner is much of what you claim. When the Gracedale jail issue surfaced, he blamed the democrats running for office. He screamed at them claiming they were carrying your fake story just to hurt Brown. He was heard saying there were no plans at Gracedale and you were just making trouble.

He is the only democrat currently in county government who has any real experience and knowledge of the county. He has taken it upon himself to try and teach the other new democrats about how things work. In return he gets attacked.

ReplyDeleteBob Werner's experience and knowledge of the county seems limited at best. His only experience has been his last 6 years on council. By comparison Lamont McClure was on county council for 10 years; Ken Kraft has been on council for 7 years, was on the Zoning Board for years and was the Chairman of the Elections Commission; Ron Heckman was a County Councilman for years, was the Director of Human Services for years and has extensive government knowledge. All three of them have more experience and knowledge than Bob Werner, who seems to be a slow learner.
ReplyDeleteBob Werner was swept into office on Sal Panto's coattails and was re-elected bc he had no opposition. I would say that, historically, he has been a hard-working member who initially stood up to Brown. Bridge bundling was his idea, and then turned into P3 by Brown. he and Scott parsons formed a foundation for Gracedale contributions, although I doubt much has been collected. I note he has a tendency to suddenly get weird with different county workers, and for no apparent reason.He is also one of those more interested in spin jobs than the truth. He "chided" the press a few years ago for not writing enough positive stories about the nursing home. That blew up in his face. It was not me, but one of my colleagues, who let him have it for essentially demanding that we be dishonest in our coverage.
ReplyDeleteThis is a guy who writes everything down and delivers speeches bc he is afraid to talk off the cuff. He is terrible when he questions people. He is pleasant enough most of the time, but somewhat full of himself, and is a phony full of false courtesy. Saccharin sweet.
His wife is a wonderful woman and the common view is that she should be on council, not him.
Objectively speaking the new council members would learn the most from Heckman and Cusick. They are the wonks, and there's nothing wrong with that.
Werner seems to have had a falling out with ALL the Council Dems and McClure. I don't know what he could teach, except digging a hole for yourself.
