Since this guy is German and the other gentleman was a Welshman and a British MP, I'd say he's a different German. I wish I could swing by to see him later in the day and try some of my rudimentary German. I am the sole member of my family to never have visited German. My sister lived there for three years. It is a great country with great people who made the mistake of listening to a madman.
