State Ass'n of Township Supervisors Intervening in NIZ Litigation?
According to an email being circulated among Township officials, The Pennsylvania State Association of Township Supervisors has reportedly changed its internal rules so that it can directly intervene in the NIZ litigation. i Just received this information, and will attempt to confirm tomorrow.

How can this association interfere directly with a lawsuit? My opinion is the NIZ and arena are dead but still interested in the association interest. Hope you have the scoop soon. You are the only one we can count on for info.

What does this mean? They're going to forbid townships to pursue litigation?
Well, Andrew, in that event, the PSATS can file a separate lawsuit and the matters can be consolidated.

No what this means is that PSATS itself might seek to get involved in this dispute bc what is happening to townships in the LV can easily happen to townships in other parts of the state.

I've said all along, the more this controversy is analyzed statewide, the less likely it is to continue in Allentown's favor. It's even more obvious the EIT contribution is essential to the current plan. Ed, and others, are holding on too tightly.
This is a reach for shared liability in the event the project comes up short in its benefits. Within 5 years of completion, the zone's success or failure will be clear. The EIT grab is Ed's insurance policy against going down alone. Once built, these debts on construction aren't going anywhere for 30 years, even if the structures continue empty.
A proper solution would be for the EIT requirement to be dropped completely. If so inclined, surrounding communities can CHOOSE to forego those funds for the first 3 years as "seed money." Seed money for the building of an arena ONLY.
PSATS is wise to address this issue statewide. It will surely come up elsewhere.
It is absolutely a plus that PSATS is now involved. Forget the current lawsuit. I am worried about the legislation that is being rewritten. Now they will be contacting their local state representative to let them know about the issues at hand in passing this new legislation. The whole state needs to know what is happening in Allentown and how it is effecting not only neighboring municipalities but ALL municipalities throughout the state.
All the legislators were clueless about the NIZ. All they were told was this is the means that the arena will be funded. They had no clue when this 44 page NIZ plan was hidden in a 500 page state budget plan in 2009 .
Sad thing is these legislators are still clueless about the NIZ.
Rumor has it that Finnegan lobbied PSATS heavy over the last three weeks.
They are needed to protect all 2nd Class Townships from the NIZ.
Now if the burough association would weigh in!
