Last Week's NIZ News at a Glance

Bangor Council Studies NIZ Resolution
Allentown's Neighborhood Improvement Zone (NIZ) is a special 130-acre zone in its downtown and along its riverfront, created just for the Queen City by a 2009 state law. A "transformational" hockey arena, office buildings, hotel, wellness center and other improvements are planned in the downtown alone. But these are funded by diverting state and local taxes, including the EIT of employees who work in the NIZ, but live in surrounding communities.

A growing number of municipalities, along with developer Abe Atiyeh, have sued in Commonwealth Court. Here's the latest.

Monday, May 14. - Lehigh Valley Ramblings receives a video showing that, in addition to four office buildings, NIZ developer J.B. Reilly plans a retail and residential component in three buildings located along North 7th and Linden Streets, near the arena.

Bangor Borough votes unanimously to join the NIZ litigation, making it the 17th municipal government to challenge the NIZ. Whitehall-Coplay School District and the Pennsylvania State Association of Township Supervisors have also voted to intervene.

Tuesday, May 15. - Neither Hanover nor Bethlehem Townships, spearheads of the NIZ litigation, schedule an "executive session" to discuss Allentown's settlement offer, which is a repetition of its previous settlement offer. Both Townships intend to discuss the matters, in the open, during their regular meetings this week.

Wednesday, May 16. - NIZ Board member Alan Jennings is listed as a panelist for a June 7 DeSales University NIZ Ethics Breakfast, replacing NIZ Board Chair Sy Traub and NIZ developer J.B. Reilly, both of whom have bowed out. Lehigh University's Steve Thode, who opposes the NIZ, is still listed as a panelist.

Thursday, May 17. - Allentown Mayor Ed Pawlowski takes his NIZ battle to the public, in a seventeen minute interview on WFMZ-TV69.

Alan Jennings drops out of the NIZ ethics breakfast.

Upper Saucon and Catasauqua, represented by Attorney Jeff Dimmich, file a separate lawsuit attacking the legality of the NIZ.

Friday, May 18. - DeSales University cancels its June 7, 2012 breakfast discussion of ethical questions surrounding Allentown’s Neighborhood Improvement Zone (NIZ). Professor Thode will have to eat alone.

Upcoming. - Will the peace talks continue? Bethlehem and Hanover Townships will decide this week.

    If that's the Borough Council in session, tell them to dress more casual!
    Don't they own a shirt and tie!

    1. Dress, has something to dumming down? They are not all wearing the same yellow fat tie to try to hide there fat gut like allenclown jabroneies.


      Allentown needs to trim the fat from above. Starting with the king and his jesters that are not pictures of total wellness. A unhealthy body = a unheathy mind. This is the reason there is a mudhole downtown.

    The same people who trash Hanover tp officials over a remark at a meeting they never attended are very quick to slam other municipal officials.

    Heard South Whitehall is dropping its intervention into the lawsuit on the advice of counsel due to the threat of a counter suit by Allentown.

  6. If Atown's threat of a vindictive countersuit has made SWT tuck its sack and run, that is surprising. I doubt they have suddenly had spine removal surgery. Wishful thinking. Enjoy your hole.

  11. Thanks for defending us "Boonies" representatives, Bernie. We all dress casual except for the boro atty. and our manager and the mayor. There is no dress code so why pretend were in church? Anyhow..I don't own a suit!

  12. Dave, I'm the last person to ask for fashion advice. But I can tell you that the oic on this blog will be the one that runs in the Bethlhehem Press. My editor liked that one best bc he thought it showed you all took your positions seriously. He did not seem to notice how you were dressed.

  14. Interesting legal question for you here Bernie. Let's say, just for the sake of argument, that both the townships and Abe lose their NIZ suits in front of the Commonwealth Court. Also, lets say Atown gets it's 150 million from old Abe. Because Abe and the municipalities brought the same cause of action, could Old Abe turn around and try to collect the 150 million debt from the municipalities in contribution suits?

    GREAT NEWS, THE PHILADELPHIA PHANTOMS OWNERSHIP COMMITTEE IS MEETING THIS WEEK AS TO WHETHER TO PULL THEIR FRANCHISE FROM ALLENTOWN CONSIDERATION AND RELOCATE IT TO READING PA REPLACING THE ECHL TEAM THERE!!!! A PERFECT STORM AND THE CITY OF READING HAS THE ALREADY ESTABLISHED ARENA AND EVEN CLOSER TO PHILADELPHIA THAN ALLENTOWN, EVERYBODY WINS!!!

  22. Small govt flexing it's muscle at Big govt...merely flexing the little power they have. Loving the attention even has commissioners cracking jokes about our hole. Things are just so peachy in the burbs lets run for commissioner of townships because you don't want to play the hardball of city politics. Until you can sue of course, it's amusing to see that no one points out the very citizens who elected their commissioners elected the state senators who voted for the NIZ legislation. Amusing. Bern hasnt that crossed your mind?
