SuperClerk Andrea Naugle: "I am Here to Protect the Records"

Last week, I told you that Lehigh County's Clerk of Judicial Records Andrea Naugle, whom I refer to as Superclerk, is giving title searchers the bum's rush. As part of a goofy idea to create "one stop shopping" for title searchers, heirs, murderers and beaten wives, all of those functions are going to be combined in one happy office.

Maybe they'll even have a drive in window. "Would you like fries with that Deed?"

At the time I first wrote about this, it was too late in the day for me to get Naugle's side of the story. Being the bottom feeding blogger that I am, I went ahead and published my story anyway, but promised you I would use the Superclerk-Signal.

I met with her yesterday.

This might surprise you, but back in 2006, before voters decided to consolidate Lehigh County's row offices, Andrea was my guest on a talk radio show. At that time, she was the Clerk of Courts, and opposed a consolidation. So did I. So did both of the County parties.

Despite claims of modernization and saving money, my opinion was that neither would happen. Instead, we'd have a superclerk who would be hopelessly incompetent to deal with the intricacies of three very different offices that perform different functions and use different systems. It creates another layer of bureaucracy that will actually end up costing money.

Voters thought differently, and Naugle ran for and won the job she actually opposed because her own position was being eliminated. But she conceded yesterday that there is simply no way she can be intimately familiar with day-to-day operations in the row offices under her.

One of the first things she did do is install a very effective computer system for Deeds, called Landex. That system can be remotely accessed in 24 different Pennsylvania Counties, and is highly regarded by searchers. I failed to point that out in my first story, and to be fair, should have done so.

Naugle also pointed out that this consolidation has actually been in planning since 2004, two years before voters were even asked to approve it. She claimed she really has no choice in this matter, although she conceded that perhaps she should have voiced her concerns.

I hammered away, particularly at her failure to include title searchers in a decision that will have a drastic impact on how they do their job. Instead of having record books at their fingertips, they will have to look at images on a computer screen. And if they are not lucky enough to get on one of only 16 available terminals, they'll have to pay. Just to look.

Kinda' like a porn site. Or so I hear.

She's handled this with all the diplomatic acumen of a sledge hammer. She explained she was just "teasing" when she told searchers not to bother wearing their Winter coats. And she insists that the environment at their new digs must be library-like because of the cramped quarters - 23' x 44'. She promised there will be counter and table space.

She really had no adequate explanation for her refusal to tell searchers where the records are going. "Why do they have to know?" she asked. Umm, maybe because they are official records and title searchers are concerned that those records might be destroyed or damaged. She then told me the records are being stored at "several" locations within County archives.

A very serious person, her primary goal is the integrity of Lehigh County's records. She tells me that many pages are being torn from constant use, although some of that is certainly the result of Lehigh's decision to use cheap paper. What she fails to realize is that searchers are just as concerned as she is about those records.

"I am not here to antagonize Lehigh County searchers," she stated. "I am here to protect the records and maintain them properly." She told me that part of the opposition comes from a general disdain for change, and that complaints are only coming from a "handful of people."

I think she's way off on that point. I spoke to numerous searchers in both Counties, and know of just one person who actually supports this move. From a title searcher's perspective, it's nutz.

It's too late to stop. The move starts tomorrow.

What's going into the soon-to-be-vacant third floor government center office? Allentown Mayor Edwin Pawkowski would probably like to put another restaurant in there, but I'm told some Human Services offices will be taking over.

On the bright side, Andrea tells me that map books will stay. In addition, she is "working" on changes to the fee structure for remote access, but declines to be specific until she knows exactly what she can deliver.

  1. I pretty much agree with you. I have heard from searchers and some lawyers that they certainly thought Andrea was serious when she told people NOT to wear their Winter coats. Having been opposed to the idea of a Superclerk to begin with, I also believe Andrea should have resisted the attempt to physically consolidate offices. And her biggest failure, and one she still refuses to recognize, is her poor communication skills with the searchers. She works for them, too, and had an obligation to talk to them about a decision that would have a dramatic impact on them.

  2. I was responding on the above comment to an anonymous comment that somehow disappeared. I don't know exactly what happened, but here is the text of that comment:

    "Bernie, its not winter yet but you just received the biggest SNOW JOB EVER. Andrea is very good at pushing the fault off on someone else, or even better yet, say i was just "TEASING" when i told the searchers not to where winter coats, one time said maybe a tease, but three times said (and after no laughter), sorry NOT a tease. She actually told us we didn't have to wear winter coats to and from our cars or back and forth from the buildings, because she herself does not wear them. I will say at the last meeting with E.Keller Kline, her solicitor, he also said about the coats and no room, and that is when she said i will put up a coat hanger, but i don't know how many it will hold.
    Initially in the first meeting with the title searchers she also mentioned about the county willing to rent space to us, that we should get ahold of two guys in the fiscal office one was Brian Kahler(not exactly sure on the spelling of his name)and the other name I cannot remember, but the point being there was a title company that did get ahold of Brian Kahler to inquire about renting space, only to be told that he knew nothing about it, at the last meeting with E. Keller Kline, ESQ.,the searchers were told that renting space from the county was off the table now. (what a JOKE it never was on the table). Just another one of her little fibs and push offs. Guaranteed Bernie she told you want you wanted to hear and what was going to make her look good.
    Her favorite saying in the meetings is ITS ALL ABOUT DOLLAR AND CENTS.... it's not about the public with which she serves....never was and as long as she is in office never will be. (on a personal level with the public that is). She says she is here to protect the records of the office, WHAT SHE SHOULD SAY IS SINCE YOU THE PUBLIC VOTED ME IN TO HANDLE THESE ELECTED OFFICES I WILL PROTECT NOT ONLY THE RECORDS OF THE OFFICES I WILL PROTECT THE PUBLIC OFFICES ON YOU THE VOTERS BEHALF, I WILL BE YOUR MOUTH PIECE AS WELL AS YOUR SOUNDING BOARD NOT TO LET THE GOVERNMENT TAKE OVER THESE OFFICES ON YOU THE VOTERS OF LEHIGH COUNTY'S BEHALF. Instead all we the public get IT'S ALL ABOUT DOLLARS AND CENTS. PEOPLE OF LEHIGH COUNTY WAKE UP!!!!!!!ATTORNEYS, REALTORS, MORTGAGE COMPANIES, TITLE COMPANIES START SOUNDING OFF!!!!! MAKE THE COUNTY

What you will get is you have to go on line and get it yourself.   3. how can one SUPER CLERK voted in office by the PUBLIC with which she is SUPPOSE to be working for, be so arrogant, and matter of fact about a decision which sounds like it affects one of the biggest businesses in the lehigh valley, REAL ESTATE INDUSTRY. Where is the couny executive, the commisioners, and the judges, why are they not stepping in and stopping this move to hear imput from the public? Why not slap and INJUNCTION on the remoldeling plans at once, and listen to the people. No one person SUPERCLERK or not should have so much POWER/AUTHORITY.

  4. If I parked in the basement garage of the building I worked in I would probably leave my coat in the car too. However, I don't have the luxury of driving into the county garage, getting out of my car and into the heated building immediately and neither does most of the general public. Who, by the way, has to jockey around just to find a parking space in Allentown when it snows and who knows how far they are going to have to walk just to get to the front door (since for high-powered, double secret security reasons you can no longer enter or exit the building by any other means).
    As for available space - well, THE GRAND FOYER in the new Courthouse Addition just speaks for itself.

  5. FIRE. . . . .FIRE. . . . .FIRE ANDREA. Anybody being so insubordinate with their job would be FIRED. Who is she to say she doesn't have to answer to the people who voted her in. She sounds like a BULLY NOT A SUPERCLERK.

  6. Andrea Naugle cannot be fired. She was elected by the voters. You can vote her out next time. All counties provide an area for attorneys, title searchers, surveyors, engineers, right of way personnel, genealogy personnel to make copies and view records.
    Its clear to me that the Super Clerk and the Lehigh County Commisioners are clueless, they want everyone to sit in a broom closet and do research with a penlight. Maybe all Lehigh County title companies should refuse to insure the title to properties for a couple of weeks, I'm sure the public will be calling Don Cunningham and asking him to provide a bigger broom closet for all concerned.

  7. Where is Don Cunningham?????? Is he playing in his band or planning his next move politically? DON you should be worrying with whats going on in YOUR county! The move that is going on right now with the SUPERCLERK'S offices is insane. With this move being done the consumer (LEHIGH COUNTY VOTERS)
    will be paying more again in the real estate industry. LEHIGH COUNTY VOTERS keep getting the BACKDOOR TAXATION thrown down their throats without any kind of knowledge. Is this the way to protect your people of your county????? YOU DON CUNNINGHAM, THE COMMISSIONERS, THE FISCAL OFFICE, AND SUPERCLERK HERSELF ARE DOING A "DISJUSTICE" to the Real Estate Industry and the VOTERS of LEHIGH COUNTY. Voters of Lehigh County next election is right around the corner, REMEMBER the names of all involved with this fiascal and VOTE them OUT! PROTECT
    YOUR INTERESTS NOBODY ELSE IS!

  10. IN REGARDS TO "SUPERCLERK ANDREA NAUGLE: "I AM HERE TO PROTECT THE
    RECORDS"" Here is a good one. A search was done from LANDEX Lehigh County, were the last page of this particular mortgage contained the signatures of the mortgagors along with their SOCIAL SECURITY #'S. The same mortgagors also have their marriage license scanned in which was also pulled up online which contains THEIR DATES OF BIRTH, as well as THEIR PARENTS NAMES (INCLUDING THE MOTHER'S MAIDEN NAMES). Yes SUPERCLERK may think she is protecting the records, BUT IS SUPERCLERK PROTECTING YOU THE INNOCENT ONE, THE ONE THAT NEEDS THESE OFFICES TO FILE THESE IMPORTANT DOCUMENTS FROM "IDENTITY THEFT"?????? ABSOLUTELY NOT. These POOR unknown
    soles who's information is out there for the world to see. SUPERCLERK THIS REALLY SHOULDN'T BE ABOUT DOLLARS AND CENTS, THIS SHOULD BE ABOUT PROTECTING THE PEOPLE YOU WORK FOR (OR ARE SUPPOSE TO BE WORKING FOR)! YOU SUPERCLERK SHOULD BE PROTECTING THEM AND THEIR RECORDS FROM IDENTITY THEFT. This isn't about just protecting the records as YOU STATED it's also about protecting

It seems to me that for "SUPERCLERK" to do the JOB which she PROMISED THE VOTERS she would do, SUPERCLERK would have to go through each book and page in the Recorder of Deeds office, and go through page by page of each and every file in the Register of Wills, Clerk of Courts and her Criminal division to make sure SOCIAL SECURITY #'S, ACCOUNT #'S MAIDEN NAMES, AND ANY OTHER PERSONAL INFORMATION DOES NOT GET OUT ON LINE TO MAKE IDENTITY THEFT SO EASY! THIS PROCESS SHOULD HAVE BEEN DONE BY NOW! SUPERCLERK ARE YOU GOING TO DO THE JOB YOU PROMISED THE VOTERS??????? OR IS IT STILL
