NorCo DA Authorizes Private Criminal Complaint By GOP Chair Against Four State Committee Members

Northampton County DA Steve Baratta has authorized the filing of a private criminal complaint by GOP party chair Glenn Geissinger against four elected members of the Republican State Committee. Steve Lynch, Debra Biro, Melanie Heilman and Richard Morea have each been charged with eight counts of harassment and disorderly conduct as a result of their conduct at a Republican County committee meeting on June 8, 2023. All charges are third degree misdemeanors, punishable by up to one year in prison and a maximum fine of $2,500. 

Lynch opposed Geissinger in the race for county chair and lost. These four committee members have been openly hostile to Geissinger since that time and have disrupted several meetings. 

During that June 8 meeting, two Republican committee members who are married to each other were confronted with pictures of them engaged in intimate relations, together with accusations that they had posted several videos on an Internet porn site. Both have denied to me that they were aware that their intimate videos had been taken and posted online. 

These two married committee members have been Geissinger supporters.

To make sure that I was aware of what was going on, someone calling himself "Another concerned Republican" emailed me some of the photos. Because it is a crime to share intimate photographs of another person without his or her consent, I forwarded this email to former DA Terry Houck.

After being accosted with these images at the county committee meeting on June 8. the female married committee member abruptly left and has refused to return since that time. Deeply embarrassed and already suffering from depression, it was touch-and-go with her for awhile. That's why I decided against writing the details of this story at the time. 

The four state committee members have since been banned from attending county meetings.

This matter was investigated by two police departments who decided against filing charges. But Geissinger's private criminal complaint was still under consideration when DA Terry Houck left office. 

After taking office, representatives of the District Attorney's office met with Geissinger, after which his private criminal complaint was approved.  "I am very grateful to the District Attorney's office," said Geissinger. 

Will this divide county Republicans in a crucial Presidential election year? Geissinger believes it will do the opposite. "I believe this is going to help the party," he said. "Unruly and disruptive behavior by a few is not going to prevent the party from doing its job, which is supporting our Republican candidates."

WFMZ-TV69 also has a report on these charges, which are hotly disputed by Defendants Lynch and Heilman. 

A preliminary hearing has been scheduled for April 23.

Glenn cancelled two or three Executive Committee meetings when he learned the State GOP was going to come to the meeting and basically watch over things due to inept running of the committee. Glenn et. al, has consistently worked against endorsed candidates and incumbents. He did noting when one of the committee people that supports him (the subject of the pictures) ran an aggressive campaign against a sitting Northampton County Judge retention vote. Now he pulls this. He needs to go along with all the others that think they are expert political pundits. He thinks this will pull the party together? He's delusional.

  11. Emmaus Police have been notified of hate mail sent to private citizens (including a Pastor), who opposed Steve Lynch's ideology and exchanged back and forth comments with Steve online. Various people received the same type of mail, marked with a bogus address, presumably from Lynch or his acquaintances. Confronting Lynch about the hate mail is not an option, as he blocks those who disagree with him on his social media platforms.

I think you should ask the police departments why they chose not to press charges. Also, interesting timing considering Mr. Tabas had just ruled against Mr. Geissinger's request to remove these members after his own investigation. Two police departments and head of the state party investigated this and Mr. Geissinger cannot accept their decisions. He continues to waste tax payer money in his attempt to remove state committee members who don't even want to be apart of his committee any longer. If he was smart he would just let their time run out and stop embarrassing himself and the local GOP.

    "-A person commits the crime of harassment when, with intent to harass, annoy or alarm another, the person: communicates to or about such other person any lewd, lascivious, threatening or obscene words, language, drawings or caricatures;"

    It is a crime to share intimate images of another person without that person's consent. That is why the images were removed from the porn site as soon as it was reported by the victim.

  23. There seems to conflicting stories about the pictures. The story that they did not know they were there seems fishy. What would you expect someone to say when they are caught doing unsavory things. Given the Facebook posts of this couple it doesn't surprise me that they chose to submit the pictures. Lastly, I would assume they shared the pictures with someone since they ended up in the public domain.

  25. Since the reorganizational meeting in June of 2022 the two factions of the NCRC that lost, have worked, with great success to undermine the efforts of the Chair. It is worth noting that the election was not even close. Lynch received 47 votes, Beverly Hernandez (Lee Snover's pic) received 53 votes, while Glenn Geissinger won with 115 votes.

    Immediately after the election for Chair and Vice Chair the Lee Snover faction and Steve Lynch faction united to disrupt the NCRC, it was my way or the high way for these people. At every monthly meeting starting from July of 2022 there was open harassment of the Chair and Vice Chair and any one who asked them to work together to advance the GOP candidates.

    To chronicle ever event these sore losers used to intimidation and harass would be a blog onto itself. The incident on June 6th 2023 was the worst because of the nature of the harassment. However, at the bylaws meeting in Sept. 2022 the conduct of the Lynch faction was so over the top that Lynch and et. al were escorted by the Nazareth Police out of the meeting. They should have been arrested then.

    The healing for NCRC will not begin until Steve Lynch and Lee Snover move on and sadly this is not looking promising. We Republicans must stop the non-sense. Susan Wild and Joe Biden need to go. I expect that the Chair and Vice Chair of the NCRC will win re-election and by an even larger margin then 2022. Will the spoiled losers consede then? We will see.

    Recently, I was having Sunday, after-Mass lunch with my conservative, Christian sister, who voted for Trump in 2016 and 2020, but will not do so in 2024. Some MAGATS overheard our conversation and starting to berate her/us. One MAGATS was openly carrying and we were scared shtless.

    When they left, I said, "That's your party", to which she replied, "Not anymore". I then asked, "Are you going to vote for Biden?, to which she replied, ""I don't think so, but I may have to hold nose and do it or I'll just not vote".

    Final note: Whoever sent you those images, Bernie, should be prosecuted. Hopefully, DA Baratta will follow through. I'm surprised that DA Houck did not.

If anti-gay candidates were engaged in gay sex on Internet video, it would be fair game for a political discussion.   55. Melanie Heilman should not even be on the Republican State Committee. She is a USPS employee and as such is bound by the Hatch Act and as such she is not allowed to be on the ballot for a public election. I don't know how she has been allowed to do so and I think she should resign from the elected position or her job.

    1. Committee members, while elected, are not technically elected officials. They can make no decisions of any substance that affect others. Committee members also don't have to file financial disclosures or financial statements, such as a school board or municipal council member would.

    ​The U.S. Office of Special Counsel (OSC) is seeking disciplinary action against a United States Postal Service (USPS) employee who ran for two partisan political offices. OSC filed the complaint of Hatch Act violations with the Merit Systems Protection Board.

    The complaint alleges that in 2017, a USPS employee at the Philadelphia Processing and Distribution Center twice ran as a candidate for partisan political office and was elected to a position in which the employee currently serves. The complaint alleges that the employee pursued partisan elected office after receiving guidance and warnings from OSC about potential Hatch Act violations, and failed to respond to OSC’s requests to comply with the law.

    According to the complaint, the Hatch Act specifically prohibits USPS employees from running for election to a partisan political office. Under 5 C.F.R. § 734.101, partisan political office is defined as “any office for which any candidate is nominated or elected as representing a party any of whose candidates for Presidential elector received votes in the last preceding election at which Presidential electors were selected.”

    The complaint seeks appropriate disciplinary action against the employee on two counts: being a candidate for partisan political office for a local government council and being a candidate for partisan political office for a local election precinct position. Per the complaint, the employee was elected to the election precinct position and is serving a term of office.

    Penalties for Hatch Act violations range from reprimand or suspension to removal and debarment from federal employment and may include a civil fine.

    ​The U.S. Office of Special Counsel (OSC) is seeking disciplinary action against a United States Postal Service (USPS) employee who ran for two partisan political offices. OSC filed the complaint of Hatch Act violations with the Merit Systems Protection Board.

    The complaint alleges that in 2017, a USPS employee at the Philadelphia Processing and Distribution Center twice ran as a candidate for partisan political office and was elected to a position in which the employee currently serves. The complaint alleges that the employee pursued partisan elected office after receiving guidance and warnings from OSC about potential Hatch Act violations, and failed to respond to OSC’s requests to comply with the law.

    According to the complaint, the Hatch Act specifically prohibits USPS employees from running for election to a partisan political office. Under 5 C.F.R. § 734.101, partisan political office is defined as “any office for which any candidate is nominated or elected as representing a party any of whose candidates for Presidential elector received votes in the last preceding election at which Presidential electors were selected.”

    The complaint seeks appropriate disciplinary action against the employee on two counts: being a candidate for partisan political office for a local government council and being a candidate for partisan political office for a local election precinct position. Per the complaint, the employee was elected to the election precinct position and is serving a term of office.

    Penalties for Hatch Act violations range from reprimand or suspension to removal and debarment from federal employment and may include a civil fine.

  59. This is a perfect picture of Geissinger. Standing next to Kerry Meyers the Democrat that he made into a Republican for 5 minutes and a disgraced cop who was kicked off the police force. This guy really knows how to surround himself with winners. Captain of a sinking ship and he's blissfully unaware. Maybe he should stop suing people in his own party and start doing some work for candidates.

  60. Hey Bernie! You were a lawyer. What's the penalty for practicing law without a license? Charles Baltic was the official NCRC solicitor for over a year and he didn't even have an active license in the state of Pennsylvania that whole time. This committee is such a joke. Their vice chair, Andy Azan is literally a clown. He especially enjoys working with children. Now the chairman is suing his own committee members simply because they are holding him accountable? Talk about weaponizing the justice system. You almost can't make this kind of a script up. Good luck in November Republicans 😆
