New Tax Lien Filed Against NorCo Administrator

On December 1, Cathy Allen was confirmed as NorCo Director of Administration. The vote was 6-3. Hayden Phillips, Matt Dietz and Bob Werner voted No. The remaining Council members supported her. She was confirmed despite a foreclosure against her Bangor home and the existence of five federal and state tax liens filed against her, totaling over $62,000.

You can now make that six tax liens.

On December 5, the Monday after she was confirmed, the state Department of Revenue filed a new lien against her at C-0048-CV-2016-10589. I don't have the amount.

In July, when Hayden Phillips offered her an opportunity to explain, this is what she said.

"In working with my attorney, and we've been working on this for quite a few years, he advised me not to speak about it in public, so I cannot give you an answer at this time."

She took the Fifth.

Despite her claim that "we've been working on this for quite a few years," she had just hired that lawyer. According to the foreclosure file, Attorney Charles Laputka had just entered his appearance for her on July 5.

Updated 1:58 pm: The amount of this judgment is $3202.24.

  1. Allen is a complete disgrace to the county. The county's top administrator, responsible for enforcement of its policies and procedures is a tax cheat and a deadbeat. Brown was incredibly irresponsible for nominating this bum as his second in command and council rolled over like the lap dogs they are. The citizens of the county, who obey the law and actually PAY their taxes should be outraged. Council should withdraw their approval of Allen's appointment.

  5. Gee Cathy..pay what you owe and stop this circus side show. When JB is defeated and you will be the cause of his defeat..you will be out on the street. If you really believe he is the man for the top job..you better get your ducks in a row fairly quickly. Just some common sense advice lady.

  6. 7:54, I cannot allow you to make unsubstantiated accusations. There is evidence that she is a tax cheat, but nothing else. If you want to make that kind of claim, ID yourself so that she can sue you for traducing her.

  7. Cathy is giving aid and comfort to the enemy as long as she refuses to pay her fair share of taxes. JB's opponents will surely use this against him and make it stick. But then again..maybe when push comes to shove during his run for reelection when things get hot..he will dump her.
