Is Anyone Steering the USS Northampton County?

On Monday, inside sources told me that Luis Campos, Northampton County Director of Administration, was no longer employed at the County. I was unable to get a verification of this rumor from Executive John Brown, Human Resources Director Amy Trapp or Campos. But the rumors have intensified. I am informed reliably that he submitted his letter of resignation on Tuesday. I have filed a RTK for the letter. I will let you know when I have it. I am sure the letter will say nothing of the underlying reasons for the resignation. When Brown finally discusses it, he will thank Campos for his services. But make no mistake. Brown wanted to get rid of him.

I will confirm the resignation, probably today, but am now certain that Campos is gone. You have read nothing about this in the dailies because Brown lacks transparency and won't tell them what he's doing. He thinks he's above explaining himself. That's an odd position for someone running for Auditor General, an office that demands accountability and transparency.

Also, dumping a Latino cabinet level official (the only minority member of his cabinet) is sure to raise questions about his commitment to diversity at a time when most Republicans are running away from Donald Trump's bigotry.

What has Brown done to inspire loyalty among his inner circle? He calls them his "team." But from his own cabinet appointments, he has already lost a Solicitor (Vic Scomillio left to run for judge), Director of Public Works (Richard Young is now in the private sector), Director of Human Relations (Tracie Barnes is suing) and Director of Community and Economic Development (Diane Donaher left under mysterious circumstances).

It sounds like a losing team at this point, and if I were on his cabinet, I'd be looking over my shoulder.

Did Campos' behavior warrant this shoddy treatment? That's hard to say because no one is talking. But Cathy Allen, the Deputy Administrator, wants that job, and has already interfered with nearly every cabinet level official on the Brown "team"

She's a high school grad whose experience consists of managing a two-person insurance office in which she has been one of those two people  She has Brown's confidence to manage a 2,200-person workforce, but is facing a foreclosure of her own property after falling behind on her mortgage, and the attorney representing her wants to withdraw.

Should Council just give her the keys to the courthouse and have her making financial decisions while Brown is largely absent and no one is at the helm?

I think we all know the answer.

Updated 10:20 am: I now have Campos' resignation letter in response to a RTK. So does The Express Times, which is now reporting the departure. You'll note that Executive Brown is not speaking to them, either.

  3. Non-transparency, nothing new from the Brown administration. It just shows you the county can survive without his poor leadership and mismanagement style. J.B. Reilly and Joseph Topper can be proud of themselves making Northampton County government a joke!

  4. You all were warned that this would happen when Brown became a state wide candidate. It was inevitable and historic as the same thing happened in Bangor when Brown became a candidate for county executive. Allen is his crutch and inept surrogate. This is how he rolls folks. Council now has a big decision to make concerning Allen. Hope they make the right one.

  8. The Brownstain administration is good at one thing - consistently sucking. Would Brown in his wildest imagination think Cathy Allen is going replace Mr. Campos? Only time will tell. It wouldn't be surprising if Mr. Campos woke up and realized he couldn't work for Mr. Brown.

  11. Brown can't function w/o Allen. Cut off the head and the body will die. Council needs to grow a set. Reject her now before she does even more damage.

  12. Let's face it. Campos was a figurehead, an empty suit with no real power. Allen was his deputy, but in reality called the shots. Over time, that lack of respect had to eat away at him. On the flip side, maybe Campos screwed up big time. But the people have a right to know. This guy was raking in over $80 K and had the second most powerful position in the county. Why would he abruptly resign without an explanation? It is certain that the weasel Allen will now be lobbying to be assigned that position in an acting capacity even though she is not qualified. But she will take full advantage of yet another raise. She has lined her pockets on numerous occasions. She does not view herself as a public servant. She is a political trough-feeder of the highest order. As a taxpayer in the county, I am appalled that this charade goes on. Council should keep their toe to the line and demand that Brown fill this important position ASAP with a highly QUALIFIED leader.

  14. and that secretary will now be overseeing prison human resources. no experience. no common sense. no maturity. but county funding a $65K position..for a secretary from bangor...high school education...wake up Northampton county!!!!

  15. Bernie please look into what's going on at the prison. An executive secretary has been put in an acting administrator role overseeing personnel, background checks, institutional investigations, and much more. She has little to no expierience with any of these tasks but she just happens to be a pupil in a class instructed by Ms. Trapp! She's in over her head and this will undoubtedly lead to litigation against the county because of her ineptitude. I had high hopes for Director Keen but unfortunately he's AWOL.

  17. You have a secretary overseeing investigations, background checks, as well as disciplinary actions. You also have a "Training Administrator" that is rarely ever at work, and does not have to be accountable to anyone. In fact he has been getting away with it for years. I am wondering what he has on the administration in order to continue to be absent from work with zero accountability.

  19. Virtually every day huh? Just because you see him doesn't mean he is there for the required work hours. It is a good idea to be seen a few times early in the day, and then virtually disappear later on. I am willing to bet he rarely works a full 40 hour week. Finding a penny is better than finding nothing at all.

  20. I agree. He probably works a 60-hour week. He has been cleaning out some of the problems at the jail, and you are obviously one of them. He is one of the good guys. U suspect you are not. Must be tough not being able to know someone is finally in charge there. Brown has pretty much screwed up as Exec, but not with Keen.

  21. There may be some confusion with my last two posts (2:11 and 11:08) I was speaking of the "Training Administrator" not the director. I am not sure who (7:17) was speaking about.

  22. Bernie, though not responsible for some of the above comments I would like to clarify them for you. They are not directed at Mr Keen, but a member of the administrative staff who has been overseeing the training of new officers as well as keeping current officers up to date on training since the retirement of the former training coordinator. I will not name him since your original article was not even about him. And no one would see him since all officer training is held off site. I suspect the individual is making negative comments out of envy. Many are interested in that position and when this individual was given training duties, the daggers came out.

  24. No one has mentioned, but I believe that Mr. Zawarski was a significant supporter of John Brown politically. And Luis Campos is Mr. Zawarski's stepson. That's another twist. Why would you let the son of a good friend and supporter go, or worse yet, ask him to leave? That just adds to the puzzle in my mind.

  25. @11:38pm....If by "offsite" you mean right across the street from the main prison entrance, you are correct. I guess this could be solved by checking the time clocks. Ohhhh that's right, this individual does not have to clock in or out, how convenient. There are no daggers, only facts. I can assure you he is not meeting his 40hr a week obligation, and I will present the evidence when the time is right.

  27. No one is steering the USS Northampton. Meanwhile administration in mental health and drug and alcohol and the courts just spent a ton on a week long conference in sunny California. Bernie, I'm surprised you haven't written about this yet. This is yet another example of tax payers dollars being squandered.

  29. @ Bernie...Mr. Big Raise AKA Andrew Grossman, Brian Watson and Tiffany Rosanase were some that attended the conference in Cally. They are already back, so you can file an RTK. I'm not sure of the cost, but airfare, hotel rooms and the conference costs can't be cheap. I'm looking forward to what you uncover.
