City Council Wants Fed Ed to Resign

Fed Ed supporters give me bottle of snake oil.
It tasted like something else. 
A unanimous City Council called on Allentown Mayor Edwin "Fed Ed" Pawlowski to resign at their meeting last night before a packed house of about 80 residents and a large contingent of newspapers, TV stations and even NPR. The one person who should have been there was Fed Ed, the embattled Mayor. But in his typical style, he snubbed Council and was instead in Washington, at public expense, attending the US Conference of Mayors. He apparently had time to squeeze in a meeting with his D.C. lawyers as well.

Until last night, City Council has been largely derided, and with good reason, as the third wheel on the Pawlowski bicycle, leading Allentown over a cliff. But that sentiment seemed to shift last not. Council President Ray O'Connell was actually defended by usual Council critics as a man of integrity after he was insulted with a cheap shot by a Fed Ed supporter who believes we should be erecting a statue in his honor. Candida Affa, one of Fed Ed's biggest supporters, acknowledged she has been a long-time Pawlowski supporter, but that she was elected to represent the people. "It breaks my heart," she said, "but I don't vote with my heart. I vote with common sense and the facts."

Instead of being Fed Ed's representative to the people, this Council was acting more like the people's representative to Pawlowski. Though this is a nonbinding resolution, it is a triumph for democracy.

I refused on general principle to stand for a prayer led by a member of Council, which I find offensive, particularly when there was at least one ordained minister and a rabbi in the crowd. Nobody seemed to mind. I had a front row seat, with NBC10 on my left and the NPR reporter to my right. I was hoping that her civility might seep into a bottom feeding blogger. And it might have worked.

Then one of Fed Ed's goons walked up to me and handed me a bottle marked "Snake Oil" with some yellow liquid inside. "This is for you," he said, and bolted. I drank it, and it tasted nothing like snake oil. It tasted like something else, but I was thirsty.

I think it must have been an energy drink because I'm still pecking away at 3 am. .

Numerous people spoke before the vote, including several Pawlowski supporters who belong to his church.

"Ask him to resign? You should be erecting a statue to him," argued Roberta Carter, who added that none of the current members of council are fit to be Mayor and that Ray O'Connell is particularly inept because he was a school administrator. She stated nothing she's read is detrimental to the City, and that City Council should adopt a resolution increasing Fed Ed's pay. "Sometimes, you have to overlook some things," said Casey Stengel, former owner of the Bada Bing restaurants in Allentown and a member of Pawlowski's church. Carl Furhrman said Pawlowski is one of the "straightest arrows I've ever met" and called the investigation into him a witchhunt and a vendetta.

But many more told Council that Fed Ed needs to go.

"This is about ethics," claimed Glenn Hunsicker. "City Council is the voice of the people, not the voice of the Mayor."

Perhaps the most eloquent speaker was Dennis Pearson. "All men make mistakes, but a good man yields when he knows his course is wrong, and repairs the evil. The only crime is pride," he said, quoting from Sophocles' Antigone.

"He has stolen from our citizens, from our children," argued Chris Cocca, referring to the honest services fraud. Ken Heffentrager noted the first thing Pawlowski did as mayor was gut the rental rehab program. "He has turned his back on [the poorest] 27% of the population."

Joe Hoffman worried that the City staff is in "lock down mode," afraid to do anything. "Your city is grinding to a halt."

Kim Velez, a former City Council candidate, related her own experience in dealing with Pawlowski's "scare tactics" when he attempted to bounce her off the ballot a few years ago. "Democracy must be led by the people," she asserted.

Lou Hershman stated that "[t]he people who support the Mayor for the good things he's done should support you for the bad things he's done."

After giving everyone an opportunity to speak, Ray O'Connell read his own message to Pawlowski, noting he completely disagrees with Fed Ed's assertions that he's done nothing wrong. Likening Allentown to a silver bowl, O'Connell said that "silver tarnishes if not polished." He said the Mayor calls himself an honorable man, and then spoke directly to the absent Pawlowski. "Do the honorable thing, and resign so this silver bowl can shine again.

Jeff Glazier noted that all seven member of Council have sponsored this resolution, which is highly unusual, and that all seven members contribued to the resolution calling on Pawlowski to step down.

Cynthis Mota echoed Affa's observations, and Julio Guridy noted that all the accomplishments attributed to Fed Ed have often been the handiwork of Council.

City Council includes two former law enforcement officers. Daryl Hendricks was a police officer for 38 years and Roger MacLean was Chief of Police. Both spoke highly of the FBI, with Hendricks calling it the "premier law enforcement agency. "There is no doubt in my mind that our Mayor will be indicted," he said with the certainty that only a former cop possesses. "This is something that has to be done for the betterment of the City," added MacLean.

After the 7-0 vote was tabulated, City Clerk Michael Hanlon informed Council that he had just received an email from Fed Ed, which he wanted read into the record. According to the email, it was sent at 7:50 pm, after the meeting was underway. In this email, Fed Ed talks about the presumption of innocence, but fails to address the reality that this investigation has paralyzed city government.

His email, reproduced below leaves no doubt that he has no intention of stepping aside until he runs out of money to pay his lawyers or is arrested and dragged out of office kicking and screaming.

For the past ten years, I have proudly served the people of Allentown. I have led the massive rebuilding of this great city and been one of the architects of the unparalleled revitalization of Allentown as a place to live, work and play.
A bedrock principle of our justice system is that everyone, which includes Mayors, councilmen reporters, and the public are presumed innocent. I certainly hope that this concept has not been suspended in the City of Allentown. You would all want this protection for you, your friends or a family members. I am simply requesting the same and am disheartened that council is taking punitive and dramatic action against me without the benefit of affording me due process.

Hundreds upon hundreds of people who have approached me over the last several months to encourage, support and pray for me and my family during these last several months.

I understand this has been hard on our city, it has been even harder on me and my family. Yet I remain committed to serving the city and its residents as the Mayor, trusting your patience with this process.

No matter what the outcome of your vote is tonight, I commit to work with you for the betterment of our city and ask you to commit to do the same.

I ask that you afford me the courtesy of publicly reading this into the record at this evenings proceedings.

I thank you for your consideration and I apologize I am not able to be there personally tonight but am in Washington representing our great city at the US Conference of Mayors.

  1. The eloquence of the Mayor's statement should serve as an inspiration to all those who are oppressed and attacked. The beautiful Arena is but one of the beautiful and long lasting legacies of the Mayor. The many hockey fans in the area that pack the building thank him for his leadership and vision. If a statue is built it should be placed in the plaza in front of the building.

    Again, he has not been charged with any crime and even if he would be, he is innocent until proven guilty.

    So let the legal system work, save the venom for Bernie's bottle and may God bless the Mayor and all who pray for progress, peace and love.

  11. The fear in city hall is at record levels. Department heads won't even make eye contact with their staffs. Nothing is getting done today and the storm rolling in is like a harbinger of doom.
    It's too weird and creepy to describe.
    People are really afraid of whatever is going to happen next. This is a nightmare that just doesn't seem to end.

    If you were his lawyer, would you recommend that he resign? Or would it be a better legal strategy to wait until he is offered a plea deal, so that his resignation could be used as a bargaining chip? It would seem that if he resigns now he loses that.

    Gee, we have to do something to get the FBI off our asses. Let's vote "No Confidence" so the FBI sees we're not like Ed and maybe they won't investigate any longer.

  25. Although I'm not home bound, handicapped or a recluse, I tried to tune in to this meeting from the comforts of my home. It didn't take a rocket scientist to figure that this would be a heavily attended affair with limited or nonexistent seating.

    This was my 1st experience using our city's live-streaming capabilities which enhances open government and I'm glad this capability exists - but it surely needs some improved technical attention. I hope that there's some reserve funds available to upgrade - or fine tune - the network capacity in the datacenter to enable it to handle the type of load generated by last night's meeting. (I'd love to know how many folks tuned in from home on their iPads/Androids).

    To verify that the very (very!) choppy live stream feed wasn't being caused by my own equipment, I also tried using my 4G cellphone to access this feed; same result!

    As for the Groundhog Day nightmare that the Allentown citizenry is enduring, I'd love to hear what the Mayor's (and his supporters) take is on the 4 people who have already been charged. "Ohh goodness, they made a terrible error in judgment and they deserve their just punishments under the law, but I can still lead this city in spite of their shortcomings."

  26. Emily Opilio did a great Twitter feed last night during the meeting. My favorite comment form that feed, by far, from a Pawlowski supporter: "Sometimes you have to overlook some things."

    That sums up his support nicely.

    He's not resigning, he needs the cash flow and the bargaining chip. He's from Chicago, politicians being under investigation, indicted, convicted and going to jail is ordinary course for him. In other words, he is incapable of feeling shame or remorse.

  27. Roberta Carter's statement was the most astonishing thing I have heard in a long time. She's a veteran, and a writer, and she hosted a party for the Mayor when he was running. Big flipping whoop-dee-doo. These were evidently her qualifications for what she was about to say, which included questioning council's qualifications. What she boiled down to simply she's the biggest cheerleader for Pawlowski.

    Suggesting that what she has read doesn't look like that big of a deal, she ignored completely that the four people indicted and who have plead guilty so far face up to 20 years in federal prison, and Pawlowski is the alleged puppeteer. She also suggested the FBI investigation was a "hit job". Did the FBI put Pawlowski's collaborators up to what they did? Is someone tipping off the FBI to government crimes a hit job? WTF are you taking about? Suggesting a statue be erected was the topper, and proves she is blind and deaf.

    She hosted a party. Take the blinders off, honey. Committing crimes as a means to an end is not something to be taken in stride, or ignored as you and a few other speakers did. Unlike some communities, where corruption is rife, Allentown has been free of it. Pawlowski's administration is a dark stain on an otherwise clean city. Time to scrub the cancer out.

    90% of federal indictments result in pleas of guilt. The probability he will be indicted appears to be approximately 99.5%. You better watch those rose colored glasses you have on - you may trip over a pebble when walking.

    I'm not sure I could agree with this in any way , shape of form. I cringed trying to watch him put together complete sentences and talk coherently. He possibly may have had some good things to say but his delivery made me feel sorry for him. He was hard to watch .

    Most of the other speakers were certainly curious and bizarre creatures as well. I don't understand why people can't at least dress appropriately and not show up in T shirts, shorts or hoodies.

    As far as the person commenting about watching the stream online, I did as well on my iPad. The feed kept buffering and stopping and pausing every 15 or 20 seconds. I'm sure part of that was due to my SECTV 'high speed' internet which grinds to a crawl at night but I agree with you that part of the problem was on the city's end as well.

  31. @9:21 Thank you for posting your experience with the live video feed. This confirms the problem was not on my end. In my case, the video feed was not real time, but rather interruptions caused the video to drop father and farther behind. When the meeting ended, the video link was disabled, and I discovered my feed was actually 30 minutes behind. Luckily, FMZ posted the 12 minutes of council's discussion and the vote.

  32. @9:52AM I saw a comment on mcall's article that sounds like you. The person criticized that someone was transgender, people didn't speak well, and suggested that the overall standard of dress was low.

    I suggest you consider the perspective of the council president, and his responses to all of the speakers. Did you notice the equal respect that he showed them? He didn't care about the way they dressed. He didn't stop those who had trouble speaking from continuing.

    What do you expect? People to show up at meetings dressed like they are going to a Broadway show? People ready to debate like they are on the floor of the US Senate? You don't sound like you have ever been to a town meeting, regardless of where you live. You should - and you will find they are all very much like this one. Remember this is a large city - which means you will have more diversity than a township or borough.

  33. I get a kick out of Jeff Glazier seeking the Controller job. Of course, Susan Wild would decide that the un-occupied Controller position must be a Democrat. I don't think Jeff Glazier inspires much public trust. The guy takes campaign money from Fed Ed, demands Fed Ed resign and then wants to be Controller. If he were Controller material he should have been speaking up about corruption instead of accepting campaign donations from Fed Ed.

  34. Great summary BOH as always! Thank you and it was great seeing you last night... This meeting was by far one of the most uncomfortable situations, far more uncomfortable than I imagined. I realized that Ed had/has supporters but hearing their ignorance and arrogance was astonishing to me... "overlook some things", "witch hunt", "give him a raise", erect a statue". I was mortified... these people actually VOTE. This is terrifying, he is legally presumed innocent until proven guilty - this isn't a legal matter. This is a matter of him being unfit and unqualified to lead this city.

  37. 10:04, How refreshing to hear someone speak in support of the common man. Fred Norris, I thought the speakers tried very hard to present well, and some were excellent. Chris Cocca, Dennis Paarson, Rich Fegley. But you're right. They were not wearing suits. Neither was I. Neither was the media. Ray O'Connell was courteous with them all, even those who slammed him. That's how democracy is supposed to work. Every person gets a voice. And a vote.

    I don't think Fed Ed has reached the point where he's willing to admit his responsibility, so there's no point in answering. His lawyers are sucking him dry and doing him a disservice instead of sitting him down and telling him he is in a world of hurt.

Maybe we can get property tax elimination. Are there more of us than say the teachers their school boards ,the administrators, charter school owners,school bus owners,etc.etc. Don't be a fool. Look to Harrisburg . Let's make an example of a few of these punks. One in particular , a fresh faced kid came to my door, an agent for change. Three terms he said. Time is up .Maybe you can get a job in Allentown. sorry wrong tribe. Don't worry kid there are scads of 100k jobs for people with your skill sets!

    The circus snakoil hit the spot, how come it is twisted differently put to print seperating the public sector and the private sector that makes the brown stain of Allentown comming from the arena and down eighth st¿!($ Any other party favor consessionair would have to clean the streets of developmental discretionary tools employeed arena transgretions¿!($ This dirt dragged around town is only a risk factor for the comming of the snow, and than there is the lieability issue as to who and what entity is lieable for the neglegence of not cleaning this massive mess and who and what entity is lieable for that as to wich is risking a catastrphie and risk of life¿!($

    Allentown saved $8MM on its pension contribution in 2014 by investing $150MM of the water lease proceeds into the pension fund:

  64. Jamie, I have explained this several times. Under the HRC, tge Council President becomes Acting Mayor. Council then has 30 days to appoint an Acting Mayor, who serves until the next municipal race.

    I heard Cynthia Mora's brother worked in building maintenance for a year without ever having a driver's license. He worked PT and the city paid for him to take English speaking classes for 4 hours a day!!!
