Judge Giordano Salutes Long-Time Civil Division Deputy

For the past 38 years, Roseanne Constantine has been a fixture in Northampton County, one of the unseen cogs that make government work. She is one of four Deputy Prothonotaries in the Civil Division. But she's leaving. In fact, all four deputies there have already filed their retirement papers. The office will soon be eight persons short. This is thanks in large part to Executive John Brown. He has allowed that office to remain understaffed and overworked during his first year in office. As a result, his most experienced staffers there are leaving, pushed along by a reduction in the health plan, frozen wages and a threat to cut other benefits.

On Monday, Roseann was in Naturalization Court, busily getting everything together for 21 people who would soon be awarded U.S. citizenship. That's just one of her many jobs, though it is probably the most rewarding.

When Judge Giordano came out to the bench, the first thing he did was to recognize Roseann, in front of everyone, for her many years of dedicated service. "I don't know what we're going to do without her," he lamented.

What's sad is that Northampton County is losing a lot of institutional knowledge that will take years to replace. The people who are leaving don't want to, but feel they have no choice.

The latest blow is the loss of the one person who weathered all the storms in Northampton County government from the beginning of Home Rule. Frank Flisser, the one person who both Republicans and Democrats could trust, is retiring as County Council Clerk at the end of the year. If anyone is irreplaceable, it is Frank.

If John Brown truly thinks the County's employees are its most valuable asset, he needs to ask himself why all those who can leave are leaving.

  1. Wow Flisser leaving! Frank must be fed up with the toxic environment created by the Clown administration. He's seen good and bad executives come and go. Too bad he has to leave during a time when the WORST is in office. Tough way to end a sterling career.

    My underemployed spouse with 25 years of staffing and management experience, has already applied for this job. The benefits are better than my private sector benefits and we're hoping she's successful. We've been told there are lots of applicants.

    Not this one. In additin to being an appointment of Council, the position is classified as exempt. The Clerk serves at their pleasure.

Calling Brown a killer was rather ridiculous, though. I get the feeling you'd take it back if you weren't so upset at his ignoring you from the very first days of his campaign. I don't think you really liked Callahan that much. You supported him lustily in response to Brown's campaign putting you on ignore. Yours is the best local political blog around. It doesn't mean that you're not a vicious partisan at times.

  21. This seems to be happening a lot of places. I left my job this year, because they more or less wanted the older people out. But there was about 20 of us that left. But the people they put in our places can not do the job the way us old timers did it. They may think they can, but won't happen. It's sad that those of us who did everything for the companies or places we worked for get the shaft. it's too bad some of the management they put in charge don't have the decency and respect for all those faithful employees.

  30. Her is the deal... if you don't like it quit. That is what is being told to government workers everywhere. Government workers are constantly reminded that they have it better than the private sector and that hundreds of people are lined up to do their job. At the end of the day someone will step up and do the work. Morale will be horrible but, so what, someone will step in and do the job like 5:34 states. Now, the only problem is who will train that person and develop that person?

    Anonymous, you are a real idiot. She did not get her job through connections. She started working there when right out of high school when she was 18 years old and is/was a faithful and respected county employee for 38 years. You hide behind your Anonymous tag, you COWARD, and have nothing better to do but criticize people, left and right. You're a lonely and unhappy clown and when you die, they will have to pay 10 people to carry your casket. Nobody loves you and you have no friends.
