On Thursday night, when NorCo Council meets, they will consider an ordinance requiring all cabinet officials, as well as row officers, to become County residents within one year after their appointment. This proposal is prospective, and has no application to current appointments.
I believe this ordinance needlessly hampers the Executive's ability to hire the best people. Also, it may very well be contrary to the Home Rule Charter, which imposes no residency requirement.

Comments that play into the tribalism that has consumed this nation will be declined. So will comments alleging voter fraud unless backed up by concrete evidence. I will also delete sweeping generalizations about mainstream parties or ideologies, i.e. identity politics. Where did the fascination come from to force people to live in the town, county, state, etc where they work? This is bullcrap that prevents companies and organizations to find the best talent in a free market.
ReplyDeleteI don't agree with the proposal, but the arguments I've heard is that this way you get people who know the community and whose loyalties lie with it.
ReplyDeleteNeedless, b-s legislation. It is difficult enough for the executive to find good, qualified candidates who are willing to leave permanent jobs for temporary, at will cabinet positions. This will hurt the county.

ReplyDeleteI'm certainly no McClure fan, and he does play politics. But this behavior is wrong. The Executive needs to realize that, face up to it publicly, assume responsibilty and state it will never happen again. If he does something like that, this issue will fade away. If he does not, it will linger and could lead to very damaging results. He is a new Exec, is still making mistakes, and has a PR p[erson who has no clue about government. This whole thing has become a needless sideshow at a time when county people need to be focused on the looming budget. I don't fault McClure for that. I fault Brown. He is the Executive and needs to stop the nonsense now.
ReplyDeleteBrown is forced to clean up the mess left by Stoffa. Out of control union contacts, monstrous building leases and an empty treasury. Brown should be cut a lot of slack, since these slack jaws on county council helped create this mess.

ReplyDeleteAll key positions in the County Administration should be mandatory residents of the County.
A few examples why....When the Administrative Code mandates certain individuals in the cabinet must serve on a particular "board or commission" the residency law comes into play because the "HOME RULE CHARTER" mandates that you must be a resident of the County in order to serve on Boards, authorities and commissions in Northampton county. Konklin and Mazziotti were prime examples of this violation of County Law.
Also, should your Sheriff (just an example) be a commuter and live an hour and a half away from here (somewhat like our local commuters to New York and New Jersey) and a crisis should break out here pertaining to law enforcement (riots etc.) don't you think our highest law enforcement officer should be on the site?
Should the Courts decide to have a blue ribbon panel (a Board or Authority) of officials be appointed to address specific cases which would include the sheriff, is there now a conflict because he doesn't reside in the county?
A residency law for top officials in a County Administration is not that bad an idea and should be looked at. The Home Rule Charter MANDATES you must be a resident to serve on all Boards, Authorities, and Commissions. I believe the intent was there (in the Home Rule Charter)to make all County Officials mandatory residents of the County.
