The Jim Gregory Show
Over the years, he and I have traded sharp exchanges. But his girlfriend, who is a Saint, managed to broker something of a truce between us. Now I'm about to violate the cease fire.
Gregory, believe it or not, is some kind of mental health worker in human services. At last night's Council meeting, Council Prez John Cusick had to give him the hook in the middle of a rambling speech that complained about the proposed centralized human services buildings, his boss, his boss's boss and his boss's boss's boss. He had gone on well beyond the five minutes allotted for public comment, and we'd all still be there if Cusick let him go.
Gregory is a union steward, and that gives him some rights to make complaints. But he made clear that he was there as a taxpayer, and not as a union steward.
He started off by complaining about the centralized human services building, which was approved 8-1 by Council several months ago. Gregory had spoken in support of it as a union steward. But as a taxpayer last night, he spoke against it.
In addition to complaints about privatization and spending millions on that, Gregory went on to attack his boss, whom I will not name. He complained that she is still paid over $100,000 per year, even though she only has half the responsibilities she once had. He suggested that she be removed, and that Human Services Director Ross Marcus follow her out the door. He also called on Executive John Stoffa to resign.
He tried to woo Council. For example, he called Council member Peg Ferraro "a Republican with a Democratic heart" and Council member Ken Kraft his "union brother from another mother."
Gregory also brought one of his clients with him to use as a prop. He identified her as a Nazi death camp survivor and described her as a victim of shock treatments. From the look of her, an appearance at a Northampton County Council meeting must have brought about some flashbacks. I think Gregory, who clearly did not have the knowing consent of this woman to use her as did, violated her privacy rights by parading her in front of Council as though she were an Exhibit instead of a human being. Also, forcing her to attend a Northampton County Council meeting is something even Hitler would consider too cruel.
While all this was going on, Executive John Stoffa sat very quietly, doing a slow burn. He usually exchanges pleasantries after a meeting with Council members and the press and gives me at least one insult. Not last night.
Many, many moons ago, erstwhile Prothonotary Ernie DiSalvatore decided to complain to County Council about his boss, then Executive Marty Bechtel. During the course of his tirade, he referred to either Bechtel or one of his top Administrators as a "hatchet man." The next day, that hatchet fell on him. He was out of a job.
Last night, Gregory started off by saying, "I just want to do my time with the County." His rant was no way to go gently into that good night. Moreover, his presentation was so laced with personal attacks that whatever legitimate point he was attempting to make, was lost on me.
I do know this. He needs an old priest and a young priest.

Jim climbed the wall for John Q taxpayer, he speaks up at council meetings for his union brethren, and he posts on this blog because he is in touch with the people of Norco. It's a shame you have a blind hatred of public sector unions and good looking Mediterranean hunks because Jim G is all class.
ReplyDeleteOk Bernie, I'll start with your most obviously glaring error. Eugenia, my client, was there on by own free will. I explained the situation with the department cutbacks to her services and I explained to her that her story was compelling enough, I thought, to make council take notice to the disservice of cutting back her services and the services we provide to other similar clients. She decided , on her own, to come in the hope of making the extremely valid point that while this county is paying providers millions of dollars to handle services for an incredibly small number of clients, they are cutting back on services to clients who desperately need the services. All you had to do to discover the truth of this was to ask her and ask me..But, as usual, you run to Stoffa for all of your answers then present them here as facts. He has allowed this particular department head to pretty much run wild and pretty much trash what's left of MH services. His lack of leadership here and everywhere in this county is appalling. However, you are right on one thing. It was my mistake to ramble past my time and not be aware of the ridiculous time limit. In Bethlehem, where I served for eight years, we had this silly little policy that respected all those who wished to speak with the time they needed to do so. Excuse me for thinking that council would want to know that their Human Service Department is a freaking nightmare under the leadership of those whom I addressed. And yes, I shouldn't have addressed the issue of the building because Council has no intention apparently of rethinking that . I gave them too much credit and that wont happen again. I expect your friend Callahan will now hammer Lamont McClure for spending millions of dollars of taxpayer money for a building that isn't needed and on top of that, leasing the damn building, which is nothing but a shell.. Good luck explaining that. You are absolutely right. I did a pathetic job with my presentation because I was angry. However, it doesn't change the facts. And the fact is that we are telling a death camp survivor and 15 others that they will not continue to receive the little service we do provide them, but we will continue to hand millions of taxpayer hard earned dollars to providers to do essentially nothing..If anything is wacky and insane, that is! 8

Jim, I am writing what I observed at tonight's hearing. I did not talk to Stoffa. He did not look like he was in a mood to chat. How can you drop in on him at his home, uninvited, and then two weeks later savage him the way you did tonight? It's not rational behavior. And your client, whom you brought to the meeting, was not there knowingly or voluntarily. She was a prop. You ruined whatever point you were trying to make, and it might have been a good one, with your histrionics.

She was there in the hope of saving her services and the services of others. She felt her story was compelling. It was. Too bad no one listened. The reason I stopped by Johns, was to tell him this story and have him understand what was happening. I wanted to give him the respect of discussing it privately without having to publicize the damage being done to the folks who get the services. That was favor to him. His response was to allow Kathleen Kelly to peruse my computer records to see if I was blogging on County time. That is pathetic .

I did a poor job on that. Won't happen again. The main issue here, which is being clouded by my poor performance and Stoffa's pathetic leadership is that real people are being harmed by these county policies that he allows to be in place. And millions, yes millions, of taxpayer dollars are being misspent on services that are not needed. I failed in presenting that well and you failed in reporting it. Why don't you come and speak to Eugenia and hear her story instead of assuming what occurred. My issues aside, it is a heartwarming and compelling story. ReplyDeleteActually, Jim, the Express Times version of last night's meeting fails to mention you at all. I at least attempted to pint out that something was on your mind. As for speaking to your client, who you should not name, I was there to cover a meeting. If she was there knowingly and voluntarily, and wanted to tell her story, she could have done so. I would be willing to speak to her, but am concerned that she is being used.
Just don't hurt your clients? Gregory acts recklessly when putting his clients in a situation that could possibly cause them harm. That is Case Worker 101 bullcrap. End of story.

I will be amazed if they don't discipline him. But he will have the luxury of not airing out his laundry because it is a personnel matter. Unlike putting his client in a potential harm's way. If he cannot come to reconcile with that, there is no further need for any discussion; no matter what his intent (good, bad, or indifferent) may be.
So basically, Jim Gregory went outside the chain of command (as a county employee) to shine the Light of Day, on an egregious issue. A Deputy Sheriff is charged with a Felony, for essentially the same thing. Sound's like subjective Justice, not applied uniformly. Now what?

I am sure however, that you and others will hear from her family and other families affected by the policy. Every damn one of my clients would come in if I explained the situation to them. They certainly don't want to lose their services. What did I have to gain by risking my job tonight by speaking out?? Nothing. I just wanted to bring light to this injustice. Jim's client came on her own free will to support him about the MH services cutbacks. She was upset after the meeting and was dumbfounded with the politics of council.

The administrator of MH has made some bad decisions over the last few years and most if not all of her casework staff agrees that she has been a problem. I suggest that the so called leaders of admin and council meet with them get their side and commit to no retaliation. Oh by the way their is already a county policy on that.

It is not a personnel matter when you are paying an administrator over 100000 dollars and programs are cutti cut and in disarray. Cusick should stick to teaching and running for school board as he knows little about public services.
If one reads the Saving Gracedale crowds blog about Jim Gregory and their account of what happened at the meeting, Jim Gregory appears to be the second coming of Christ. They actually paint him up as a whistle-blower not unlike the poor sheriff that leaked the LTCF permit. By painting this picture of Jim Gregory they really show their disdain for Executive Stoffa. But here is what is troubling: what the Rev at the meeting? If not, where does he get such information from? Omniscient?

This is probably the only time they get to hear about what goes on with some of the departments. At some point though it is overkill. There has to be a better place for these grievances. 8 council members who understand that county is responsible for human services thinks the new building is needed so we will get one. There were many factors considered by each one of them.

Cusick stopped him from speaking and the rest of council, except McClure and Peg sat there like deer in headlights. McClure better wise up on the building issue or he will be ripped to spreads by Callahan's folks and rightly so. However, maybe that is what you want.

The deputy sheriff should receive the same grace. He has put his job on the line to bring out something that the county was hiding. I like Randy and I understand why this happened , like Cusick said, it was his fault and he was right, it was CUSICKS fault for cutting the funds. I have heard some disturbing rimmors about issues in the county human services operation, I have confidence that between Seyfried and Heckman they will be able to sift the truth from the bullshit.
Shame on county council for not wanting to hear about issuses in the Department from an employee. Even Angle use to listen to employee compaints when it affected citizens. Many of these council people are a waste of room.
Have to agree with the word on the street. Stoffa was seen talking to Cusick before the meeting once he saw Gregory with his client. Just like last time Gregory came , Council shut him down because they listened to Stoffa. If they keep listening to Stoffa, they will leave with him or soon after. oops, four will be soon. . What's worse was the reaction from the press. They also went for Stoffa's bullshit. here is someone telling them that millions are being wasted and also brings someone who had an incredibly compelling story of why she needs services that the county plans to end and no one even ask her a question. So pathetically sad. The press these days wants to be fed everything. Stoffa is there at the pleasure of Council. he has no business interfering in council matters. however, Cusick let him and he is a complete idiot for doing so. That is why he is leaving politics. Stupidity is in great demand in the private sector.
Really don't blame the press. The woman sat there at the end of the meeting. Anyone could have ask her a question. No one did. Gregory also stayed. If they were at all concerned about what he said about millions being wasted, they would have asked for the info. the only one that did was channel 69 and who knows where that story disappeared. Either way, it wasn't greek. if they needed to clarify, all they needed to do was to ask..So no excuses, they failed to do their job. period.

I imagine she didn't realize that their was a five minute time limit on her story about how she suffered through a Nazi prison camp and was now asking for her county services to be continued. After watching council waylay Gregory, she probably decided that she suffered enough and wouldn't want to deal with their time limit either. What they need to do now, is send a freaking limo to her house and apologize to her. They need to escort her to the next meeting because that is what she deserves for being dissed completely by the press and council..maybe you can pick her up Bernie..

ReplyDeleteThe plight of one person's benefit reduction is not going to garner THAT much sympathy. The County is near broke, and everyone else is tightening funding allocation's.ALL benefit pay-out's will be smaller. Either pay more taxes or print more money.

ReplyDeleteThe fact is, the county council is an "independent" branch of county government. It is true that the County Executive is there at the pleasure of the county council. He has no standing above any other private citizen at these meeitngs. The fact that it seems that way is becasue you have a week kneeded council at this time.
Cusick is not #2 in the county government. Cusick has no standing in the executive branch of county governemnt. As county council President, he is the first among equals on council and runs the meetings but has no legal or real power over the other council memebers. They are equals and the institution of county council is equal to the institution of the executive branch. The fact that this copunty council acts like an extension of the County Executives staff is of their own choosing and betrays their own weakness and/or misunderstanding of the county law.
Thank You for the correction Sir. How many of the independent equal council member's went on record against the muzzling of Mr. Gregory?

ReplyDeleteMr Gregory has a un-satisfactory performance report, with blogging on county time. This will preclude a successful action against the County, by Mr. Gregory.
ReplyDeleteCan you imagine the amount of online time that occurrs from all county employees? If they pull Gregory's records they will be asked by an attorney to investigate all. Are you aware of the employees that have planned weddings and vacation trips online on their work computers on county time? This can go on and on.
ReplyDeleteAlso years ago Ron Angle entertained comments from county clients who came to a public meeting. All of council sat and listened to employees and clients complain about something. I guess that was OK becasue it was not the Stoffa Adminstration.
Many, many employees, some in the executive offcies, have posted on O'Hares blog for years.

My favorite part was when he desperately called for his client Eugenia (DAchau survivor) to rescue him from his self immolation.

ReplyDeleteJim they said the same thing when we brought the gracedale residents to county council to voice their concerns, at that time they needed their voices heard and we got blasted.
ReplyDeleteJim, by his own admission, blew his speech to Council. Don't blame them for his poor performance,. He spent about 8 minutes talking about the centralized human services building, which was approved on Feb. 21. It's a little late now.

This meeting will go down in "COUNTY COUNCIL HISTORY" as the most "Bizzare" thanks to Cusick's inability to control what was an unusual but mangeable situation. Nut cases have appeared before Council for years. Gregory is not a nut case but he is quite passionate over his cause. He certainly made a poor presentation but the sad part of all this was....the woman who was a survivor from Dauchau Prison camp should have been heard.

Problem is this is a "head in the sand" county council and they do not want to hear anything that may make them take a stand or do something. I am sure the woman is one who, even if her best interests are at stake does not want to rock the government boat. It would have been nice if county council showed a little humanity and asked her if she would like to speak and assure her it would be alright. Reich Minister Cusick kept it all very official!
