Sheriffs Need More Time For Gun Permit Applications

On Thursday, I told you that Northampton County Council candidate Tricia Mezzacappa listed Executive John Stoffa and Attorney Rick Orloski as her two references in her gun permit application last year. Hers was one of just 4,627 NorCo licenses to carry firearms (LTCF) issued in 2012, a 70% increase over the previous year. Sheriff Randy Miller's staff had no time to conduct a proper investigation. Neither reference was contacted. So public safety menace Mezzacappa, who has actually threatened to kill an elected official, can prance around like Annie Oakley.

Under out state law, a Sheriff has only 45 days to investigate whether a gun permit applicant is "dangerous to public safety." He also can only charge a $20 fee for a license that's good for five years, making it cheaper than a dog license.

A good gun control law, and one that just might prevent Mezzacappa from showing off her guns to customers at Giant Supermarket , would be to give the Sheriff more time to conduct an appropriate investigation. Another would be a charge that at least enables the county to break even. Last year, the County lost $157,000 processing applications. At $50 or $60, the County would break even.

The persons who disclosed Mezzacappa's LTCF application to Attorney Orloski violated the confidentiality provision of gun permit laws. It's a serious matter. But then again, a gun in the hands of the wrong person can kill innocent people.

    The only "danger" that can be certified is your persistent stalking of this womans personal life.

    I am less afarid of a woman who has a permit to carry a concealed weapon than I am of people like yourself who praise public officials who break the law and want to make it harder for people to defend themselves.

    You and your Mayor buddies like Panto and Callahan would throw away the second amendment if you had your way. The wiman has hurt no one with her gun. You on the other hand wish to put many in harms way to settle sime stupid lovers fued.

    You are the real meance and whoever leaked the private information must be dismissed. County council must convene an investigation to see how deep the corruption is in the county.

No judge need make that determination. he has threatened to kill an elected official, has publicly fantasized about killing me three times, shows off her guns to people in Giant and has advocated the use of deadly force against a 14 year old girl. On top of that, she has impulse control issues. he is a menace to public safety.

  5. If Mezzacappa threatened a public official, a police report should have been made and sent to the Sheriff's Department for the purpose of having her LTC possibly revoked if the conduct warranted such action. Did this happen, and if so, what action did the Sheriff take.

  6. Of course it didn't happen because O'Hare is nuts and a menace. He defends a young Allentown thug that threatened an officer of the law in Allentown, only becaue Mezzacappa beleived in the officers right to use force to defend himself. Most of us agree.

    This is one pissed off ex-boyfriend and we all know they are the ones to be afraid of. if I were Tricia, I would want to be protecitng myself as well. She has that right doesn't she?

  8. The Sheriff needs no more time. What he needs to do is allocate more staff to working on the permits. The time period and fee charged are more than reasonable.

    A detailed police report was made, Mezzacappa was charged and was convicted of disorderly conduct.

    This is ridiculous. A dog license is cheaper. That outdated fee needs to be triple, just so municipalities can break even in processing these claims. And they should have more time. Someone who wants to "rush" an application should pay for the privilege.

  11. Im sure the sheriffs dept. does the best they can , but with the increase of applicants there is going to be mistakes. The tremendous increase in LTC permits is what scares me. People with no knowledge or training about firearms given a LTC is what scares me. I hace had my LTC for nearly thirty years and now I must be aware of all the new applicants who want a permit just because they can get one. BUT what really scares me is LTC permits can be had by a non citizen. Yes non-citizens, aliens or whatever need only be here for six months,have a job and a green card. I may be wrong on my thoughts but come on an alien with a green card. Cant even wait to become an American citizen.

    This was a 14 year old Dieruff High School girl. She may or may not have mouthed off to an Allentown police officer, and he tasered her. According to Mezzacappa, that was not enough. In her own words, " "Too bad he didnt [sic] shoot this wildly obnoxious imbecile with a real weapon. One less problem student who will ultimately be a terrible leach [sic] on society, after being trained to think she is above the law. One shot, kersplat, perfect, problem solved." She also slammed the girl's mother.

    Her description of the murder and willingness to see deadly force used, reveals that she is exactly the kind of person who should NOT be allowed near a gun.

    Unfortunately, the Sheriff lacks the resources to weed out problems like Mezzacappa.

  14. There is absolutely no reason the Sheriff needs more staff to do his job of application checks. There are too many sheriff's deputies now that stand around and do nothing. Even your friend Angle made that staement many times. When you purchase a gun at a dealer the background check takes only minutes. Maybe we need better employees in the sheriff's office. Did you ever walk into the courthouse and see the number of deputies that stand around with their fingers up their asses doing nothing? How about the deputies who take their cars home with them and are "ON CALL". Keep them at the sourthouse and let them do background checks while waiting for something to happen. Tell them to do their job and get off their dead asses.

  16. Even if her references were not checked BEFORE the LTCF was issued, why didn't the Sheriff go back and review the application AFTER he received complaints about Mezzacappa? A phone call to Rick Orloski is all that was necessary.

  17. I believe the Sheriff did speak to Att'y Orloski. Because Pa is a "shall issue" state, it is very hard for him to stop someone who wants a gun. He does now have a basis for revocation.

  18. My understanding is that the confidentiality provision of the law is intended to protect the "name or identity" of the person with a LTCF. It was well known that Mezzacappa had been issued a license to carry. It was reported here in June 2012, and Mezzacappa has written(bragged) about it on her own blog. The real issue is whether public safety is being compromised by not thoroughly vetting these applicants.

    When did that conversation occur? I assume that Orloski was bringing some very negative information to the attention of the Sheriff. Why wasn't that information the basis for revocation then? Didn't the Sheriff know that Mezzacappa had listed Orloski as a personal reference?

  24. I dont think it right for a non American to possess a LTC permit but thats only my thought. But the number oa people applying for a permit is scary and this woman was in the wrong to go around bragging about her LTC and showing everyone . The beauty of having this permit is that nobody knows you are carrying.

Bernie, All the politicians in Northampton County should be reading your blog,if not they are living on another planet.After this article the Sheriff's Office is fully aware of Ms.Mezzaacappa's condition and should be pulling her permit today.There is no longer any excuse for not pulling the permit.

    The fact that she had been issued a LTCF was not a secret. She bragged about it. She was proud of it. If she is "heated," it is because she has been exposed for submitting a misleading application. She chose to voluntarily list as a reference an attorney she has been relentlessly bashing on her blog for the past year. She even coined a name for him: Sick-O Rick-O. Did attorney Orloski even know who she was before April 2012?

  34. I know what she's done, I'm saying that I will wait to see if the Sheriff will actualy do anything because I would expect this matter will be reviewed on a legal standpoint. It seems she is not taken too seriously as a threat by the people who can do something, my guess is this whole thing will be a stalemate to avoid legal costs.

  38. The law makes no such requirement and the forms I've seen do not require that a reference be a resident of the county in which the application is made.

  39. She will ultimately sue the county and the NRA should take up her legal fees. This is a violation of a citizens right to privacy.

    You are targeting a specific person and using illegally obtained personal information to deprive someone of their right to self defense. If someone feels threatened by that, then they should apply for a permit.

    This will end up costing the county big time all over a personal fued.

    She's evil and sick. But this is chilling. The fear of just this kind of government law breaking is exactly why gun control laws are so vehemently opposed. Whomever broke the law and leaked the information is as damaging to gun control as clinic bombers are to the pro-life movement. Most want guns to protect in times when government can't help them. The noisy fringe screams that government must be kept in check. They get credibility when government employees violate their oaths and flaunt the law. The violators should be dealt with very harshly.

  46. If Mezzacappa wants to strap a firearm to her hip and walk in the streets, she has the right to do it (except in Philadelphia). I am assuming she is not a felon. Pa. is a right to carry State (except Phila.)and you can carry concealed in Phila. with a concealed weapons permit. If she isn't convicted of anything that prohibits her from owning a gun, she has the right to carry (not concealed). You haven't given any proof that she isn't allowed to own a firearm. If she is allowed to own a firearm she is allowed to carry it (open) in Pa.

  49. Go to the Pa right to carry website and you will see that this woman (unless deemed unfit by the courts) is doing nothing wrong. She has the right to show her gun to anyone. Since when is it a crime to show your gun to someone. Of course common sense should always be used, but the law doesn't mandate you have common sense.
