Wanted: One County Executive

Wanted: One County Executive.

Must be a Democrat. Must have lived in Lehigh County for the past year. Must be willing to stay there until the end of 2013. Application must be filed with Brad Osborne, Chair of the Board of Commissioners, by July 19. $75,000 salary and medical insurance included.

These are the details Osborne reviewed at a June 1 news conference concerning Executive Don Cunningham's planned resignation, effective July 8. Cunningham will take over the reins at Lehigh Valley Economic Development Corporation.

Under the County's Home Rule Charter, which governs the procedure for filling vacancies in office, the nine Commissioners have 45 days, or until August 23, to replace Cunningham. If five members are unable to agree on a successor, the Courts will decide.

That's something Osborne wants to avoid. "I do not expect the Court to make our decision for us, however difficult this process may become," he stated. "We owe that outcome to ourselves, and we owe it to the people we represent."

Osborne pledged that Cunningham's successor will be chosen with "the transparency that citizens demand, and the integrity they deserve."

Osborne's news conference was attended by Commissioners Mike Schware, Percy Dougherty and Scott Ott. Controller Glenn Eckhart was there, too, along with about ten curious County employees. Only once before, in 2001, have Commissioners been called on to fill a vacancy in the office of County Executive. they then chose Jane Ervin to succeed Jane Baker.

Schware and Dougherty both told The Bethlehem Press they've already been approached by several interested individuals. One of them, Allentown Attorney Matt Croslis, was in the audience. Commissioner Dan McCarthy has also expressed interest in the job.

Osborne noted that, while the appointment is only for about 18 months, the Executive is responsible for the day-to-day operations of a County with 2,200 employees and a $400 million annual budget.
