Still safe if maintained properly though. They managed to make sure that rate payers will be paying for the pipeline through some arcane bill called "Mechanisms for Recovery..." which says that the gas company can charge back customers for any modernization of pipelines..so you and I will pay for the whole shebang if it goes through. Also PA gets nothing in return, no taxes, like NJ does, only the danger, and there is real danger of being incinerated when a pipeline is 36 inches in diameter and under 1480 psi...the blast zone is over 900 ft.
