UPDATED: Thresa Fadem Displayed a Profile in Courage in Voting No to the Dixie TIF

Last week, Theresa Fadem was one of the six NorCo Council members who voted against a tax break for the conversion of Wilson Borough's vacant Dixie factory into 409 luxury apartments.  She's one of four newbies - all Democrats - elected in November. Before voting No, she shed some light on the incredible pressures that all elected officials endure when facing a controversial issue. In a democratic form of government, that should be expected. But there's a difference between lobbying or argument and coercion or intimidation. Fadem made very clear that she at least felt that she was being intimidated into voting for the tax break. Here's what she said. 

I'm glad we're discussing this up here because this is a discussion of a very great scale, and it should take place here on the dais, in full view of the public. All right, our constituents deserve open, honest, dialogue, not private persuasion. Which leads me to feel compelled to address of recent action that I find deeply concerning. The former county executive contacted my current employer in what appears to be an attempt to influence my position on this matter. It's clearly a breach of professional boundaries. My responsibilities as an elected official are independent of my employment. And any attempt to leverage my workplace in an attempt to sway my vote is inappropriate and unacceptable. I was on the fence before, but I'll tell you right now, it's solid now.

Theresa Fadem is employed as Hellertown's zoning and code enforcement officer. Her boss is Borough Manager Cathy Hartranft. The former county executive is Lamont McClure, who was unsuccessful in his attempt to shepherd a tax break through County Council in November. 

Based on what Fadem stated at the meeting, former Executive McClure (now a Congressional candidate) called Hellertown Borough Manager Cathy Hartranft in an attempt to have Hartranft pressure Fadem to vote for the tax break. It's also clear that Hartranft in turn did talk about it with Fadem. She may have intended only to share her opinion and insight as a borough manager that a tax break would be good for another struggling borough. But she forgot that she is Fadem's boss, and anything a boss would say to a subordinate employee would place that person under intense pressure. This is clearly what McClure intended. 

If he was only interested in private persuasion, McClure could have called Fadem directly. Instead, he chose to put the squeeze on through Fadem's boss. This is clear intimidation. Another word for it is bullying. 

I asked McClure if what Fadem said is true, adding "that would be highly inappropriate if true." McClure first stated that he had no response. He later added, "I deny that I asked anyone to leverage her employment to get her to vote for the project - which is what [Fadem] implied by saying she was 'pressured.'"

Then why did he call the Borough Manager at all? Why wouldn't he just call Fadem directly? 

In addition to calling McClure, I called Borough Manager Hartranft. Her voice mail stated she returns every call, but she declined to return my call. She might claim this is a personnel matter, but I disagree. Any attempt to persuade her to vote for or against the TIF it is outside the scope of Fadem's employment with Hellertown. Whether knowing or unknowingly, she did exactly what McClure wanted. Fadem clearly felt threatened. 

In fact, I have since learned that Hartranft even sent Fadem a text about the McClure conversation during the course of the meeting. 

Finally, I spoke with Fadem. She understandably declined to add anything to what she said at the Council meeting. She's scared. 

And she's right to be scared. In the past, I have seen other Council members like Lorei Vargo Heffner and Ron Heckman attacked personally when they refuse to go along with 100% of what McClure wanted as Exec And it has already started with Fadem with some anonymous comments. 

The person this damages most is not Fadem, but current County Executive Tara Zrinski. She has worked hard at building bridges with Council, not just the Meadows Bridge.  When a Council member is bullied over a vote, that just destroys everything. McClure is no longer county executive. Zrinski is rendered ineffective when he continues to use tactics that have failed in the past.  He is now an assistant solicitor and has no business arguing for or against a policy. If anyone should be worried about job security, it should be him. 

UPDATED 10:38 AM: After this post published, Hellertown Borough Manager Cathy Hartranft called me. Shje acknowledged that she was, in fact, called by McClure. She indicated that McClure called her to discuss the TIF and the developer's willingness to provide $2 million for affordable housing. She said that immediately after the call, she told Fadem about his call because she wanted to be transparent. She herself had no opinion concerning the TIF. She acknowledged that Fadem's employment was in no way threatened and there was no intent to intimidate or coerce her. 

I believe Hartranft. But I also believe that Fadem, who is in a subordinate position to Hartranft, felt threatened. The call went exactly as McClure intended.

The radical left Keegan Warren Kraft and McClure clearly using bully tactics to push their agenda. Hopefully the people come out and vote no to McClure, no to Warren when the time comes. Tara needs to do better she threw a fit when council asked very good questions about her new department that is not needed. Good information Bernie thanks. Local government red or blue needs to find ways to work together and do what’s best for the people of this county, hopefully this is a start and the ones who play dirty are held accountable aka team McClure.

  4. Typical Bernie bullshit. Tara does not seek Lamont’s counsel on anything. Don’t blame Tara if Lamont was freelancing, and neither should Fadem. But, Terri’s not scared. She got the job from her Borough Council buddies. Presumably they’d protect her from their employee - the Borough Manager.

  5. Fadem does a political drive by. Is hailed as a profile in courage, but is also too scared to talk about what was said to her. The reason she won’t talk is that she knows she wasn’t threatened. The conversation, if it happened at all, was probably very vanilla.

    3. Regardless of the approach, demeanor, or tone of Fadem’s employer there is still an inappropriateness in this situation due to the hierarchy nature of a boss/employee relationship. As Bernie pointed out, the issue is about imbalance of power in that dynamic….
      Lamontes lack of boundaries and self control is concerning… and. Quite frankly, I’m also concerned about why he has taken such a particular interest in this TIF to go to these lengths.
      Since there appears to be disagreement as to whether this conduct rises to the level of intimidation or bullying, perhaps the matter should be brought to the attention of the Pennsylvania State Ethics Commission so they can determine whether any ethical standards have been violated.

And Fruit Loops Tara is still a puppet to McClure because she’s clueless and just reads PowerPoints provided to her. When questions are asked you can tell she has no answers and looks for help.

  7. I received a notice that you put this story up and it has already garnered the responses that were predictable. The same happens on social media when a person writes something positive about his primary rivals. Immediately one of his lackeys has to post how terrible you are for supporting someone other than McClure.
    The former union guy form Gracedale and a couple old retirees often go on and attack. Now they are trying to demean Fadam. You are we correct. McClure had no business calling her boss. Her job and qualifications are none of their business. I have been told she is worried about her employment at this point. Zirisnki has to show some backbone and send him packing. How often does he even show up or his county gig?

  16. I’m trying to get the Victomology here straight. As a Hellertown Borough Councilwoman, Fadem is Haranft’s Boss. Fadem presumably with the blessing of at least a majority of Hellertown Borough Council gets Hartranft to hire her for a job a zoning officer. A position Fadem had no prior experience doing. Hartranft at the behest of a former elected official talks to hear about the virtues of Dixie for another municipality. Fadem exposes this conversation at County Council meeting saying she “felt pressured.” Bernie dutifully gives Fadem the First Annual County Council Profile In Courage Award because he wants Nate Hymen to be able to steal the building from Glenn Reibman. Now Fadem clams up after doing her politics drive by for her bestie, McClure’s archenemy, Lori Vargo Heffner - an avowed Ryan Crosswell supporter. Seems like Terri should answer some basic questions before we determine who the real victim here is. First question. What exactly did your former employee Hartranft say to you ?

So Fadem cast her vote on the muli-million dollar redevelopment of a 43 year old brownfield site, one that would finally move Wilson Borough into the future along with all its surrounding neighbors, based not on the merits of the project but on political retribution and hurt feelings?   22. Thresa Fadem certainly seems to have her priorities straight. Not so sure about McClure or anyone else who steps out of bounds to apply pressure on others to do his/her dirty work of squeezing a workplace subordinate.

    My hope is, Fadem continues to vote NO on further support for this (too suspicious) Dixie Project. My tax dollars sent to Northampton County are too precious to me to think they are seen as mere political favors between politicians.

  26. Over the years, behind the scenes varying degrees of coercion existed in Northampton county disguised as twisting wrists, promises of help, and just psychological pressure to compel an outcome. This council and administration is no different in its behaviors. If one or so of these council officials felt pressure to vote to remove or alter his/her choice….it should be reported with full disclosure.

  29. The best part of this is that Skyline is going to finish this project. Hyman will not get to take Dixie from Joe Reibman. And, every dope who voted with Lori and Terri will have to live with the fact that they pissed away 2 million dollars in affordable housing money that Skyline was going to pay the County immediately.

The difference of being scared is Fadem is bringing to light the corruption, because she has nothing to hide. Those that are truly scared of what McClure has on them continues to push his agendas. I ask you, who is behind McClure's congressional donations? Also ask, in 2024 it was stated the $11M mortgage that went to Reibman is due when Brian got his hefty tax break TIF. How does this impact McClure if Reibman and Brian/Skyline don't get this TIF money any more? What promises are on the line that will go unfulfilled? Follow the money trail the answers are all there.

    2. She might be, yes, but she's a prop for Suzy Ellis Wild. Early in the campaign, that was a huge disadvantage, but given Brooks' shady background and these recent allegations of McClure trying to strong-arm someone (and other foibles over the years), her stock should go up because being a prop for Wild isn't as deficient as the shenanigans of Brooks and McClure. I have referred to her in the past as COD (Crappy Ol' Democrat); I may have spoken too soon because but she really does come off as honest and sincere. If Crossmell didn't carpetbag his way into the Lehigh Valley, she could have really given Brooks' and McClure a solid challenge. She may be too far behind, though, at this point, to play spoiler.

  40. I never knew much about Lamont McClure as a Democrat supervoter in Lehigh County, but I'll tell you this, I was disgusted by the nasty attack ad on Crosswell and Brooks that was mailed to me by some dark money PAC out of Florida. I'm hoping that McClure didn't approve this kind of an ad.

  42. Various degrees of coercion have always existed behind the scenes at county government. Any attempt by anyone to alter or influence a vote that will have financial ramifications is much more likely to be investigated. The degree of psychological impact affecting individual decision making needs to be looked into. Frank Flisser would say that individuals vote their heart , not what they are told
