High School Grad Will Lead NorCo Government Next Week

Northampton County Exec John Brown is taking next week off. Good on him. He has informed Council that if they have any questions, they should contact Cathy Allen. Up until February, this high school grad was a glorified secretary in a two-man insurance office. But she'll now be administering a $369 million budget and 2,200 employees. Aren't we lucky?

At first I thought you were referring to a HS student shadowing Brown for the week. Why hasn't Brown been able to find a qualified individual for the county administrator position? It is really demeaning to Norco taxpayers to have the top administrative position in their government, being paid twice what most of them earn, who has NO ADMINISTRATIVE EXPERIENCE and the least education one must have for the general workforce. This is an abomination.

Maybe if you did that, you wouldnt have to waddle around the courthouse suing people because they have something you dont. Get a life!

First, all caps is rude and evidence of your own mental instability. Second, I never referred to Brown's assistant director of administration as a "worthless chick," as you have. That is both sexist and untrue. Third, Morganelli's wife has no job at the parking Authority. She is an unpaid volunteer and went through water torture by a mean-spirited Council and anonymous trolls like you.

Stoffa never asked her to take that job. But if he had, she had many years of experience with the county, unlike the two months that Cathy Allen has. You are defending this idiotic decision bc it was made by a Republican, not because it is right.

11:51 People invest thousands of dollars to pursue a college degree to improve their knowledge and experience. Professional public administration should not be devalued by giving the top county administrative position to a political crony with no higher education background or experience. This should not be an "on the job training" situation. Brown's sad choice for county administrator's claim to fame is "street smarts." for $80 K a year, Norco taxpayers deserve better. If this constitutes Brown's better judgement, he will be a one-term blunder.

It doesn't take a genius to figure out Brown's play here. He comes back, talks up the great job she did, tries to make deal to hire her at reduced salary for a few months until she is "now ready to serve the county at full pay."
One of the worst mistakes I made was voting for Brown, but Callahan was only other option. Please let there be someone better offered up at the next election!

Money spent on a college degree is often in inverse proportion to the benefit achieved. Half those receiving degrees graduate in the bottom half of their classes. Those who brag about how smart their degrees make them, usually fall into this group.

Section 305 of the Home Rule Charter, to wit:

Temporary Absence or Incapacity

"In the event of the temporary absence or incapacity of the County Executive, the head of any agency immediately under the direction and supervision of the County Executive, whose appointment has been confirmed by the County Council and designated in writing by the County Executive, shall become the Acting Executive until such absence or incapacity terminates. If the County Executive fails to designate the head of another agency immediately under his direction and supervision, the head of the Department of Administration shall become the Acting Executive in accordance with this section. The Acting Executive shall perform all the duties and exercise all the powers of the County Executive, except the power to veto ordinances and items in the budget adopted by the County Council."

Again, John Brown did something illegal/improper. Cathy Allen is not the head of an agency, is not immediately under the direction and supervision (she is a Deputy Director, not a Director), and has not been confirmed by County Council (in fact, denied by County Council). Hello?! He needs to read the Home Rule Charter!

The email from the Exec identified Allen as the person to approach for inquiries. She was not identified as the person with the answers, nor was she named Acting Exec. I have problems with what Brown did, but you are really grasping at straws and making yourself look both foolish and partisan by suggesting he broke the HRC. I disagree with Allen being even the go-to person in the absence of the Exec, but over-dramatizing the matter just makes you look stupid.

Guess this proves that you can put a monkey in charge of Norco for a week and it wouldn't matter. Especially given the abysmal start by the Brown administration.

Really? How many have the number? How many Council members? While I'm not willing to jump on the "he violated the HRC" bandwagon, the contact person in his absence should be someone with much more gravitas.

In charge of what? Department heads and Row Officers handle day to day issues of management. She will be the point of contact and pay attention to details as they arise. A 'SGT.of the Guard.'What is the big deal? She may do well as she is on point and someone else with a "RESUME" might slack off under the same responsibility.Wait, give her a chance.

When will the Peg Ferraro lead council begin to show leadership. Both Conklin and Hickey were VERY COMPETENT to lead the county in the executives absence.

Perhaps Mr. Brown could have appointed the mayor of Easton or Bethlehem to run the show in his absence. He could have even appointed one of the competent township or borough managers.

Ms. Allen is incompetent, lacks leadership and vision. I understand the entire borough staff in Bangor is up in arms about the interim manager.

Bangor's gain will be the county's loss when Ms. Allen is in charge.

Mrs. Allen appears to now be a ship without a port. The borough doesn't want her and the county does and doesn't want her depending on who you ask. She quit her insurance job. Quite the dilemma..

This now appears to be the prelude to a temporary appointment that will turn into a permanent appointment as by then the council votes will swing toward her confirmation by a slim margin. JB gets his gal..one way or the other.
