Nevertheless, we are constrained to disagree with his assertion of incontrovertible authority to take this unilateral action."I have not read Judge Zito's Opinion and thus am in no position to agree or quarrel with it. Giving a County Council veto power over competitive sealed bids defeats the purpose of having them. But should this have been a competitive bid?
